The minutes of the previous. meeting were reviewed and approved. OPEN BIDS - GASOLINE AND FUEL OIL This being the date set for receiving bids for gasoline and fuel oil for the period January 1, 1970 through June 30, 1970, as follows: Item #1 - 300,000 gallons regular gasoline, more or less, (approximately 240,000 gallons to one location in bulk transport; balance by tank truck delivery). Item #2 - 130,000 gallons, more or less, diesel fuel #1 or oil #2 .(about 50% heating purpose and 50% diesel fuel). the Clerk tendered proofs of publication in the South Bend Tribune and the Tri County News on November 7 and November 14, 1969, which were read and found to be sufficient. Upon motion made, seconded and unanimously carried, the bids were referred to the Purchasing Director for review and recommendation to the Board. 11/17/69 NO BIDS RECEIVED - TWO -WHEEL (SOLO) MOTORCYCLE FOR POLICE DEPARTMENT This being the date'set for receiving bids for one two -wheel (solo) motorcycle for the Police Department, the Clerk tendered proofs of publication in the South Bend Tribune and the Tri County News on November 7 and November 14, 1969, which were read and found to be proper. ' No bids having been received, it was moved, seconded and unanimously carried that the Police Department be authorized to seek quotations on the open market for one'•ltwo=wheel-(solo) motorcycle, such quotations to be approved by the Board of Public Works and Safety before acceptance. APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER - LILLIE MAE KEEYS Upon motion made, seconded and unanimously' carried, the Board approved the appointment of Lillie Mae Keeys as a special police officer for Robertson's Department Store. MONTHLY REPORT FOR OCTOBER - POLICE DEPARTMENT Statistical report of the Police Department for October,'1969, was reviewed by the Board and ordered filed. BUILDING DEPARTMENT - SUB -STANDARDS DIVISION J. W. Adamson, Sub -Standards Director, appeared before the Board and the following matters were taken up: 125 N. Adams Street. Judith Ann James did not appear before the Board as re- quested, and Mr. Adamson reported he had heard nothing from her. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for demolition of the structure at 125 N. Adams Street, subject to the availability of funds. 217 W. Woodside. Mr. Adamson reported this property is still standing and open. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for demolition of the structure automatically if the structure is not down in two weeks. 740 Frances Street. Mr. Adamson reported nothing has been done to rehabilitate this property. Upon motion made, seconded and unanimously carried, the matter was continued one week, and the Sub -Standards Director was directed to notify the new owners, by certified mail, to appear before the Board on November 24, 1969. 121-122 S. Chapin Street. Mr. Adamson reported the property has been secured. Upon motion made, seconded and unanimously carried, the matter was continued indefinitely and the Sub -Standards Director was directed to keep the property under surveillance. 810 W. Jefferson. Mr. Adamson stated nothing further has been heard from the owner of this property. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was granted permission to demolish the half of the garage on this property, contract for demolition having been awarded July 28, 1969, to A & J Demolition Company on its low bid of $475.85. HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3260 (AMENDED) - 33RD STREET This being the date set, hearing was held on the assessment roll for the im- provement of 33rd Street, from Pleasant Street to Northside Boulevard, by constructing a Class C pavement with curb repair. The Clerk tendered proofs of publication in the South Behd Tribune and the Tri County News on October 31 and November 7, 1969, which were read and found to be sufficient. No remonstrators having appeared and no written remonstrances having been re- ceived, Vpon motion made, seconded and unanimously carried, the Board approved the assessment roll as adopted on October 27, 1969, and the same was in all things confirmed. 11/17/69 HEARING ON:'..ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3265 (AMENDED CLYDE STREET This being the date set for hearing on the assessment roll for the improvement of Clyde Street, from Donald Street to Calvert Street, by constructing a Class C pavement, the Clerk tendered proofs of publication in the South Bend Tribune and the Tri County News on October 31 and November 7, 1969, which were read and found to be proper. Harold Brothers, 1325 E. Donald Street, South Bend, Indiana, appeared before the Board in reference to his assessment. After discussing the flat rate set under the five-year,plan of payment, the matter was continued one week and referred to the City Attorney for recommendation to the Board. HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3266 (AMENDED) - SANCOME AVENUE This being the date set for hearing on the assessment roll for the improvement 0 of Sancome Avenue, from LaPorte to Lincolnway-West, by constructing a Class C C^r pavement with curb repair, the Clerk tendered proofs of publication in the tl- South Bend Tribune and the Tri County News on October 31 and November 7, 1969, which were read and found to be proper. Donald Kotoske, 717 Sancome Avenue, and Chester Jennings, 672 LaPorte Avenue, appeared before the Board in response to notices received of the hearing. The amounts assessed against Donald Kotoske, 717 Sancome Avenue and against Arthur P. Hoctel, 720 Sancome Avenue were found to be in error. Upon motion made, seconded and carried, the hearing was continued one week. HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3289 = DALE AVENUE This being the date set, hearing was held on the assessment roll for the im- provement of Dale Avenue, from Ewing to Fox Street, by constructing a Class C, Type IV pavement. The Clerk tendered proofs of publication in the South Bend Tribune and the Tri County News on October 31 and November 7, 1969, which were read and found to be proper. No remonstrators having appeared and no written remonstraices having been re- ceived, upon motion made, seconded and unanimously carried, the Board approved the assessment roll adopted October 27, 1969, and the same was in all things confirmed. NOTICE OF INCREASE IN PARKING RATES - GREEN ARROW PARKING, INC. Notice of increase in parking rates from 35C to 50t by Green Arrow Parking, Inc., 302 N. Main Street, South Bend, Indiana as posted in their lots 41, 18 and 20, was ordered filed. COMPLAINT OF MILADY SHOP -"NO PARKING" VIOLATIONS - ALLEY BETWEEN MILABY SHOP AND WYMAN'S The complaint of Milady Shop, 119 N. Michigan Street, South Bend, Indiana, of parking violations in the alley between Milady Shop and Wyman's Department Store was referred to the Police Department, and suggesting that meter maids patrol this area. CITY ENGINEER'S RECOMMENDATION ON PEDESTRIAN RAMP TO PARKING GARAGE AT COLFAX AND MAIN FROM WYMAN'S The motion was made, seconded and unanimously carried, upon the recommendation of the City Engineer, to approve the request of Wyman's to construct a pedestrian ramp from Wyman's to the Municipal parking garage at the corner of Main and Colfax Avenue, on condition that detail plans and specifications will be submitted to the City for final approval before proceeding with the con- struction. It is further understood that the ramp will span diagonally across the alley from the northwest corner of Wyman's to the southeast corner of the parking garage; that clearance under the ramp will be approximately 23 feet; and that it will be necessary to provide a supporting column approximately seven inches:square in the public sidewalk at about the west curb line. 1320 11/17/69 REQUEST TO ADVERTISE FOR BIDS TO MOVE FURNITURE AND EQUIPMENT TO COUNTY -CITY BUILDING ,Upon motion made, seconded and unanimously carried, the request of the Purchas- ing Director for permission to advertise for bids for moving furniture and equipment now located in City Hall and in the office of the Department of Re- development, IOth Floor, LaSalle West Building, 120 W. RUSH STREETS Upon motion made, seconded and carried, the request of Clement Thilman and three others for a street light at E. Fairview and S. Rush Streets was re- ferred to the Traffic Engineer for study and recommendation to the Board. STREET LIGHT REQUEST - 700 BLOCK S. 35TH STREET Upon motion made, seconded and carried, the request of Mrs. John R. Horvath and 19 others for a street light in the middle of the 700 block of South 35th Street was referred to the Traffic Engineer for recommendation to the Board. STREET LIGHTING - KENSINGTON FARMS Action by the Board on the recommendation of the Traffic Engineer regarding street lighting in Kensington Farms, Section, continued from November 10, 1969, was further continued to November 24, 1969. REMOVAL OF PARKING METERS APPROVED - 200 BLOCK N. MICHIGAN Upon motion made, seconded and unanimously carried, the Board approved the recommendation of the Traffic Director for the removal of parking meters #3, #5, #7 and #9 on the west side of the 200 block of N. Michigan Street, in order to provide access (curb cuts) to the off street parking facility at the rear of the Hotel LaSalle. IRONWOOD BRIDGE DETOUR REGULATIONS - APPROVED Upon motion made, seconded and carried, the Board approved the recommendations of the Traffic Director for temporary traffic regulations while Ironwood Bridge is closed, as follows: 1. Parking prohibited on Greenlawn between Northside Boulevard and M i shavkaka Avenue. 2. No parking on the south side of Northside Boulevard for a distance of approximately 300 feet either side of Greenlawn. 3. Four-way stop signs at Ruskin and Greenlawn. 4. Three-way stop signs at Northside and Greenlawn (to regulate movement from Northside to Greenlawn for routing to the Twyckenham bridge). 1322: 11/17/69 PARKING TIME LIMIT ZONE ON S. MIAMI - APPROVED Upon motion made, seconded and carried, the Board approved the recommendation of the Traffic Director for the following: Two-hour parking limit on the east side of the 2000 block and the west side of the 2200 block of Miami Street. REQUEST TO REPLACE BOULEVARD LIGHTS - EWING AND TWYCKENHAM - DISAPPROVED Upon motion made, seconded and carried, the Board disapproved the recommenda- tion of the Traffic Director to replace three boulevard lights at Ewing and Twyckenham with a single 20,000L MV UG concrete post fixture.
