The Division of Utilities will appropriate sufficient funds from the Wastewater Capital Account (642-0630-415-43-66). Additional funding is being supplemented through the Water Service and Sewer Agreement (March 22, 2016) with the Pokagon Band of Potawatomi Indians and the Pokgaon Gaming Authority under the Band Parties Obligations, Item 5 (e) which reads as follows: Contribute $400, 000 to the City to assist with the cost of replacement and upgrading the Calvert Street Lift Station, which contribution shall be made by the Band within fifteen (15) days from the date the City issues a notice to proceed to a contractor engaged by the City to perform the work. DLZ reviewed the submitted documents and offers the following analysis and recommendation: 1) A certified bid tabulation is attached and indicates that HRP Construction is the lowest, most responsive, and responsible bidder for this project. HRP acknowledged all addenda and provided all required documentation to be submitted with their bid. Their bid amount is $917,000.00 which is below the Engineer's estimate. 2) The bid for Haskins Underground was either missing the following items or had mathematical issues: a. The MBE/WBE Participation Form (MWBE-1.0) was not in the bid packet; b. The wrong bid form was utilized; and c. The correct total amount for bid item #16 was not provided. Items and c' as listed above would not affect the conclusion that HRP provided the lowest bid for the project. 3) Grand River Construction did not calculate their base bid total properly. Adding up the individual bid items, their total bid would be $1,247,014.00.
