Taylor and S. J. Crumpacker present. The minutes of the last meeting were reviewed and approved. OPEN BIDS FOR STREET MATERIAL This being the date set for receiving bids for street material as follows: Item #1 - 301,000 tons hot asphaltic concrete Item #2 - 7,200 tons limestone aggregate Item #3 - 240,000 gallons emulsified asphalt Item #4 - 200,000 gallons dust control oil or oil -based concentrate to produce equivalent gallons Item #5 - 40,000 tons various gravels and ice control sand Item #6 - 2,000 tons street patching material Item #7 500 cubic yards of ready -mix concrete (Class A) 200 cubic yards of ready -mix concrete (Class B) the Clerk tendered proofs of publication in the South Bend Tribune and the Tri-county Nevis on February 14, and February 21, 1969, which were read and found to be sufficient. Box 26114, Lawrence, Indiana 46226, was opened. Non -collusion affidavit and bid bond of $1,500.00 were found to be suffi- cient. The bid being as follows: one - Hi-Way.Slurry Master, less trade in $71100.00 factory installed delivery of unit to So.Bend 220.00 The bid of Brook Motor Sales, Inc., 916 E. McKinley Ave., Mishawaka, Indiana, was opened. Non -collusion affidavit and bid bond of 10% of total bid were found to be sufficient. The bid being as follows: one - 1969 Mack, $15,745.00 delivery of 90 to 120 days verbally state by Brooks agent at Board mtg. The bid of International Harvester Co., 1319 S. Lafayette Blvd., South Bend, Ind., was opened. Non -collusion affidavit and Treasurer's check of $11600.00 were found to be sufficient. The bid being as follows: one - International 62,000 GVVi, cab and chassis $15,175.95 delivery 150 days Upon motion made, seconded and carried, said bids were referred to the Engineering Department for review and recommendation to the Board. MR, SMITH &_MR.. LEDDY - CHARITABLE SOLICITATIONS CGRj1ITTEE Mr. E. Smith and Mr. Leddy of the Charitable Solicitations Committee appeared to ask the Board to establish a policy on sidewalk solicitations. The case of the request of the Muscular Dystrophy Assoc. of America, Inc. was used as an example. The discussion was tabledfor another time when the Board and the Solicitations Committee can meet to further discuss policy. MUSCULAR DYSTROPHY ASSOCIATIONS OF 9AERICA INC - TAG DAY MARCH 15 1969 The request of the Muscular Dystrophy Assoc. to have a tag day March 15, 1969, in the down town area was reviewed by the Board and the solicitations committee. Having been cleared by that committee the Board upon motion made, seconded and carried approved the request. FIRE DEPARTIVIENT APPOINTMENT - Upon motion made, seconded and carried, the Board, upon recommendation of Fire Chief Joseph Zurat, approved the appointment of the following: Harold Bailey Timothy Makowski DanielV L. Meller to the South Bend Fire Department, effective March 16, 1969. Notice of acceptance for membership in the Firemen's Pension Fund is ordered filed. PRaLOTION - JOHN SAA IARICH - FIRE DEPARDiENT Upon motion made, seconded and carried, the Board, upon recommendation of Fire Chief Joseph L. Zurat, approved the promotion of Fireman John Samarich to the rank of Lieutenant, effective March 16, 1969. APPLICATION FOR APPOINI'1,ENT - FIRE DEPARTMENT The applications of Bernard Joseph Dobski and Anthony Joseph Repczynski for appoint- ment to the South Bend Fire Department were filed with the Board and referred to the Personnel Director for further processing. RETIREMENT - POLICE DEPARTMENT Police Chief Thomas McNaughton submitted the declaration for retirement and appli- cation for pension fund benefits of Leon W. Helak. Upon motion made, seconded and carried, application was approved. /I 3/10/69 APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER - ames Mumford Upon motion made, seconded and carried, the recommendation of Thomas H. McNaughton Police Chief, was approved and James Mumford appointed as special police officer. Mr. Mumford is employed by Redden.Travel Bureau. APPLICATION FOR APPOINTIVIENT - POLICE DEPART\,4ENT The applications of: James E. Roberts Patrick Galloway Gerald J. ?`Nickels Eddie A. Faulkens Clarence Kittrell for appointment to the South Bend Police Department were filed with the Board and referred to the Personnel Director for further processing. ADOPTION - VACATION RESOLUTION NO 3277 1967- EUILOND COURT RESOLVED BY THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, INDLMIA, That it is desirable to vacate the following: a portion of Edmond Court, situated between Notre Dame avenue and Frances Street, from LaSalle Avenue South to the first east -west alley also known as Luther Court. Reserving the rights of all public utilities and the Tunicipal City of South Bend to construct and maintain all publicly owned utilities and surface water control structures and ditches within the vacated right of way. The following property may be injuriously or beneficially affected by such vacation: A parcel of land lying west of and adjacent to the alley to be vacated, said parcel having a frontage of 82.5 feet on LaSalle Avenue and a depth of 198 feet; also a parcel of land lying east of and adjacent to the alley to be vacated, said parcel having a frontage of 55 feet on LaSalle Avenue and a depth of 198 feet. The Clerk is directed to request a copy of the insurance policy held by the West Side Veterans Committee. ',then this policy is received, the matter will again be brought before the Board, BUILDING DEPARUIENT - SUB -STANDARDS DIVISION 4.14 E , Pennsylvania Ave, Wendell Hartman, Elkhart, Indiana, contract buyer of this property, reported structure was secured as directed March 3, and requested an extension of 120 days to make repairs. Upon motion made, seconded and carried, the matter was p ostponed one more week.to enable Sub -standards division to check securing of structure. If structure is found to be secured, the 120 day extension is granted. 1820 S, Taylor Mr. Adamson reports this property has been satisfactorily secured as directed. REPORT OF POLICE DEPARTITNT Report of the police department subsequent to investigation regarding obscene literature was read by the Board and filed. STREET LIGHTING - ST LOUIS BLVD Upon motion made, seconded and carried, additional &,000L I,W OH is to be installed on St. Louis Blvd. according to the Traffic Engineer's recommendation. STREET LIGHT PETITIONS Upon motion made, seconded and carried, the request of the Traffic Engineer for additional street lights as petitioned at the following locations was approved: 100 block N. Edison - installation of 7,000L W OH 1700 block S. Swygart - installation of 71000L MV OH Chapin Street between Bruce and Dubail - installation of 75-000L MV OH STREET LIGHTING IN MODEL CITIES AREA Upon motion made, seconded and carried, the Board approved the following request of Councilman Szymkowiak upon the traffic engineer's recommendation: LaPorte and Walnut - installation of 20,000L MV OH Liston and Birds611-installation of 71000L MV OH 0;+`Brien and Werwinski - installation of 77000L MV OH STREET SIGNS Upon motion made, seconded and carried, the Traffic Engineer for the following: the Board approved the recommendation of "No Parking" signs (one left, one right arrow) in alley running north from the 100 block V.I. Washington on the east side of the alley. 3 - "No Parking" signs yr/attows-_at the northwest corner of Camden and Jefferson at the New Salem Church. "No Parking" dgn on the west side of Eclipse, 50 ft. south of Elwood. Sign to have right arrow.: 52 3/10/69 LOADING ZONE - 100 BLOCKS LAFAYETTE Upon motion, made, seconded and carried, the Board approved the recommendation of Clem F. Hazinski, Traffic Director, to change the first two meters north of Jefferson Blvd., or. the west side of Lafayette, to 15 min. meters to accomodate the loading and unloading of passengers. TAXICAB STAND - ERNIE ZICK - 117 W.'WASHINGTON STREET Upon motion made, seconded and carried, the Board approved the recommendation of Clem F. Hazinski, Traffic Director, that the taxicab stand presently owned by Ernest Ziek at 117 71, Washington Street be relocated to approximately 20 feet east of Main Street, on the north side of the 100 block of West Washington Street, at the first meter east of the proposed stand and that the abandoned taxicab stand be metered with a one hour meter. STREET LIGHT OUTAGE REPORTS Street light outage reports for the period February 27 through March 7, 1969, were ordered filed.
