The minutes of the previous meeting were reviewed and approved. OPEN BIDS — CHECK PROTECTOR AND CHECK SIGNER FOR CONTROLLER This being the date set for receiving bids for a check protector and a check signer, proofs of publication in the South Bend -Tribune and the Tri-County News on February 7 and February 14, 1969, were read and found to be proper. The only bid received was from Burroughs Corporation, Business Forms & Supplies Group, 1335 Mishawaka Avenue, South Bend, Indiana, 46615, which was opened. Non collusion affidavit and certified check in the amount of $276.50 were found to be sufficient. The bid was as follows: One T142-C control center unit Check Protector and check signer combination ------------------------- $2 765.00 less trade in ----------- 300.00 Net-------$2,465.00 This being the only bid received and upon the Controller's recommendation as no exceptions were made to the specifications, upon motion made, seconded and unanimously carried, contract was awarded to Burroughs Corporation. OPEN BIDS - JANITORIAL SERVICES FOR MUNICIPAL SERVICES BUILD.,ING This being the date set for receiving bids for janitorial services for Municipal Services Building, 701 W. Sample Street, for the period. 3/l/69 through 12/31/69, proofs of publication in the South Bend Tribune and the Tri-County News on January 31 and February 7, 1969, were read and found to be sufficient. The following bids were opened: ABC Janitor Service, 821 N. Notre Dame Avenue, South Bend, Indiana, 17. Non collusion affidavit was found to be proper. Certified check in the amount of $787.50 accompanied the -bid. -Financial Statement_,For;n Mo.- 9%=.a=also=accompanied the -bid - wB_id-being-as:=follows: "for- the<°sum of $1750.00 per month or $15750.00 for: 9..,months. $1750.00 per mo." South Bend Window Cleaning Co., 501 E. LaSalle Street, South Bend, Indiana. Non collusion affidavit and bid bond were found to -be sufficient. The bid was also accompanied by Financial Statement Form No. 96-a and certificate of general insurance in effect -until 7/11/69. Bid being as follows: Janitorial services from 3/1/69 through 12/31/69---$15,800.00 Midwest Janitor Service & Supply, Inc., 1809 E. Ireland Road, South Bend, Indiana, Non collusion affidavit and certified check in the amount of $800.00 were found to be sufficient. Bid was as as follows: Janitorial services for Municipal Services Facility for the period 3/1/69 through 12/31/69----$15,750.00 Upon motion made, seconded and unanimously carried, the'bids were referred. to the director of purchasing,. for review and recommendation to the Board. REQUEST TO ATTEND INSTRUCTOR'S SCHOOL - CARL LEDERER - FIRE DEPARTMENT Upon motion made, seconded and unanimously carried, the Board approved the request of Fire Chief Joseph L. Zurat for Lieutenant Carl Lederer to attend the Fire Instructor's School at Indianapolis, Indiana, April 21 to April 25, 1969. REQUEST -TO ATTEND INSTRUCTOR'S TRAINING CONFERENCE - BN. CHIEF DALE FORTIN AND CAPTAIN WILLIAM SCHMIDT - FIRE DEPARTMENT Upon motion made, seconded and unanimously carried, the Board approved the request of Fire Chief Joseph L. Zurat for Battalion Chief Dale Fortin and Captain William Schmidt to attend the Fire Instructors Training Conference at Ann Arbor, Michigan, February 25 and 26, 1969; and to attend a one day session Am 2/17/69 at the Training Academy in Detroit, Michigan on fire fighting procedures for multi -story and high rise buildings, on February 27, 1969. REQUEST LEAVE FOR M141TARY DUTY - SGT. MARVIN 0. MARTZ -.POLICE DEPARTMENT Upon motion made, seconded and unanimously carried, the Board approved the request of Sgt. Marvin 0. Martz to be excused from duty April 12 through April 27, 1969, for military service with the U.S. Marine Corps Reserve at Camp LeJeune, North Carolina. REQUEST FOR EXTENSION OF SICK LEAVE - DENNIS BAILEY t'E. J. NAWROCKI - POLICE DEPARTMENT Upon motion made, seconded and carried, the Board deferred action on the re- quest of Police officers Dennis Bailey and E. J. Nawrocki for additional sick leave to a later date to enable the Board to review the matter. REQUEST FOR PERMISSION TO ADVERTISE FOR BIDS FOR SLURRY SEAL MACHINE - STREET DEPARTMENT Upon motion made, seconded and unanimously carried, the Board approved the request of"the Street Department to advertise for bids for the following: One 0,000 lb. GVW tri-axle cab and chassis One continuous mixing slurry machine and the Clerk is directed to advertise in the South Bend Tribune and the Tri- County News on February 21 and February 28, 1969, for bids to be received on March 10, 1969. WEIGHTS & MEASURES - MONTHLY REPORT Monthly report for January, 1969, of Weights and Measures was reviewed and ordered filed. BUILDING" DEPARTMENT - SUB -STANDARDS DIVISION J.W. Adamson, Sub -Standards Director, appeared before the.Board and the following matters were taken up: Request for demolition of the following: 227 S. Walnut Street - Owner, Estate of Amelia Bertok,_(Peter Nemeth, atty.) 911 Oak Street - Owner, Ella Campbell 414 E. Pennsylvania Ave. - Owner Ronald and Gladys Kapala 1702 E. Calvert St. - Thomas E. and Patsy Doyle, owners 727 Columbia Street - Owner - Henry Taylor Upon motion made, seconded and carried the Clerk of the Board was directed to notify owners of hearing at the offices of the Board at 10:00 A.M. on March 3, 1969. 526 N. Arthur Street. Owned by Eardahl Glass. Home open and exposed to general public and being used for a hangout by neighborhood teenagers. Upon motion made, seconded and unanimously ..carried, permission was given to ad- vertise for demolition. 1110 N. Olive Street. This being the date set, bids for demolition of this property were called for. The only bid received was from Harvey R. Bryant, South Bend, Indiana, which was opened. Non`col'lusion affidavit was found to be proper. Bid was in the amount of $535.00 including water shut-off. Upon motion made, seconded and unanimously carried, contract for demolition of the structure was awarded to Bryant, this bid appearing to be reasonable and the only bid received. 804 N. Letter from Charles Howell, owner of this property, giving as the reason for having done nothing.to this property "that we have contacted our bank to obtain a loan -and until this loan has gone through we have been advised not to touch this property," was ordered filed. 2/17/69 1820 S. Taylor. I`ll s. Alen Zakrowski, owner of this property, appeared be- fore the Board thinking hearing was today instead of next Monday. She was referred to Mr. Adamson. 1127,Campeau Street. Clifton (Jerry) Davis appeared in error, thinking hearing was today instead of next week. He was informed that unless this structure is secured and boarded up by the hearing next 'Monday, the structure will have to come down. Also the dead trees on the lawn must be cleaned up., SPECIAL POLICE - ROSS MIKE PERRI The application of Ross Mike Perri.for appointment as a special police officer was received by the Board, with the Police Chief's recommendation. Upon motion made, seconded and unanimously carried, the commission was approved by the Board. Mr. Perri being employed by American District Telegraph Company. SPECIAL POLICE - DONALD L. TENER The application of Donald L. Tener for appointment as a special police C^1 officer was received by the Board, with the Police Chief's recommendation. Upon motion made, seconded and unanimously carried, the commission was approved by the Board. Mr. Tener will serve with the Bendix Corporation. POLICE DEPARTMENT STATISTICAL REPORT FOR JANUARY, 1.969 Police Department statistical report for January, 1969, together with a report by Chief Thomas H. McNaughton on escorts provided during 1968 were reviewed and ordered filed. - RE: PROCEDURE FOR ISSUING PARKING METER BAGS The following recommendation was made to the Board by the Legal Department in reference. to the issuing of parking meter bags: "To carry into effect the procedures recommended by Traffic Engineer C1em.Hazi-nski in his letter addressed to the Board under date of February 10, 1969, it will be necessary to amend the city ordinance. I think it would be appropriate to add a new sub -paragraph (c) to Section 25=60 setting forth the recommended fees and procedures." Upon motion made, seconded and carried, the matter was again referred to the Legal Department for the preparation of such an amendment to the ordinance for the consideration of the Common Council. APPLICATION - FIRE DEPARTMENT - ALLEN JOSEPH STEENBEKE The application for appointment to the Fire Department by Allen Joseph Steenbeke was filed and referred to the Personnel Director for further processing. PETITION TO VACATE ALLEY - CHARLES NIBLICK Petition to vacate the alley between 528 Scott Street and 530 Scott Street was filed by attorney Timothy Wood on behalf of Charles Niblick, 528 N. Scott Street, together with deposit of $65.00 for costs. Upon motion made, seconded and carried, the petition was referred to the City Engineer -for drawing locating utilities, before forwarding to Area Plan Commission for its study and recommendation to the Board. REQUEST TO SELL POPPIES - BENDIX AMERICAN LEGI-ON AUXILIARY UNIT #284 The request of Kay Kyle for Bendix American Legion Auxiliary Unit #284 to sell poppies at Bendix May.'23 and 24, 1969, was filed with the Board and referred to the Charitable Solicitations Committee. 2/17/69 REQUEST TO HOLD STREET SERVICES - CHURCH OF GOD IN CHRISR The request of Dora Lottie, 2024 Pershing Street,' South Bend, for the Church of God in Christ, 323 Liberty Street, South Bend, to hold street services was filed with the Board, and the Clerk was directed to notify Dora Lott ie to appear before the Board on February 24; 1969, to provide further information. The matter was referred to the City Engineer for investigation of lick of sidewalks between Michigan and Main, on the north side of Madison', CITY ENGINEER'S RECOMMENDATION FOR SIDEWALK - SUMMIT DRIVE ORDER TO CONSULTING ENGINEER FOR PRELIMINARY PLANS Upon motion made, seconded and carried. the Board approved -the recommendation of the City Engineer for the improvement of Summit Drive (west side), from approximately 350 feet south of .Western Avenut to approx mately 600 feet north of Western Avenue, by constructing a sidewalk on t e west side, and directs Clyde E. Williams and Associates, Inc., consulti g engineers, to prepare preliminary plans, estimates and the preliminary improvement resolution for such improvement. CONTINUATION CERTIFICATE Certificate continuing contractor's bond on behalf of Leonard Geans to 3/29/70 was -approved and ordered filed. GENERAL INSURANCE Certificate of general insurance on behalf of Aulm Construction Company to 2/1/70 was ordered filed, STREET LIGHT OUTAGE REPORTS Street light outage reports for the period 2/4/69 to 2/14/69 were ordered filed.
