The minutes of the previous meeting were reviewed and approved. AREA"..PLAN COMMISSION RECOMMENDATION - ALLEY VACATION - STATE WIDE ALUMINUM PRODUCTS Area Plan Commission files with the Board its favorable recommendation for the vacation of: "all of Fairview Avenue" situated west of Main Street from the west line of Main Street to the east right of way line of Penn. -Central Railroad. Upon motion made, seconded and unanimously carried the petition is referred to the City Engineer for the preparation of a vacation resolution. APPLICATION FOR APPOINTMENT TO FIRE DEPARTMENT C� The application of Ronald Gene Marciniak for appointment to the South Bend Fire Department is filed with the Board and referred to the Personnel Director for further processing. APPLICATIONS -FOR APPOINTMENT TO POLICE DEPARTMENT Applications for appointment to the South Bend Police Department were filed with the Board and referred to the Personnel Director for further processing as follows: Donald Arthur Madaras Milton Harmon Malone PROMOTIONS - POLICE DEPARTMENT Upon motion duly made, seconded and unanimously carried, the Board approved the recommendation of Chief of Police Thomas H. McNaughton for the following promotions: Lieutenant Ralph Wolfe to the rank of Captain Sergeant Harold McMichael to the rank of Captain REQUEST TO ATTEND NATIONAL PISTOL MATCHES, TAMPA, FLORIDA Upon motion duly made, seconded and unanimously carried, the Board approved the request of Chief of Police Thomas McNaughton for the following police officers, members of the Police Pistol Team, to attend the annual National Pistol Matches in Tampa, Florida, March 10 through March 20, 1969: Detective Sergeant R. Albright Detective Sergeant D. Foy Detective Sergeant W. Floring Training Sergeant K. Zeider Patrol Sergeant R. Jensen ORGANIZATIONAL CHART FOR SOUTH BEND POLICE DEPARTMENT A proposed organizational chart to serve as a guide in the matter of the police duties was filed with the Board by Chief of Police Thomas H. McNaughton. Approval was postponed until January 20, 1969, to afford Mr. Crumpacker, City Attorney, an opportunity to review it. STATISTICAL REPORTS FOR DECEMBER, 1968 - POLICE DEPARTMENT Police Department statistical reports for the month of December., 1968, were_ reviewed by the Board and ordered filed. CANCELLATION OF SPECIAL POLICE COMMISSION - DANIEL PAUL CISCHKE Commission as a special police officer issued to Daniel PAUt Cischke is cancelled at the request of American District Telegraph Company, Mr. Cischke being no longer employed by ADT. 1/13/69 BUILDING DEPARTMENT - SUB -STANDARDS DIVISION Mr. W. J. Adamson, Sub -Standards Director, appeared before the Board and the following matters were taken up. 806 N. St. Peter Street. Mrs. Sylvia Warren, 1323 E. Howard Street, owner of this property, appeared before the Board and stated that she had sold this property, on a land contract to Charles Howell; that payment had been made to her and she expects to give Mr. Howell a deed this week. The matter was postponed until January 20, 1969, to permit Charles Howell an opportunit.y to appear before the Board. REQUEST FOR SIGNAL TECHNICIANS TO ATTEND SIGNAL SEMINAR INDIANAPOLIS INDIANA Upon motion duly made, seconded and unanimously carried, the Board approved the request of the Traffic Engineer for signal technicians George Ladewsk'i and Frank Kuminecz to attend a Traffic Signal Seminar January 15 and 16, 1969, in Indianapolis, Indiana. STREET LIGHT REQUESTS Upon motion made, seconded and carried, the Board approved the recommendation of the Traffic Engineering Department for street lights as follows: Wall & 30th Streets - Increase of existing 4000 L INC to 7000 L MV. 400 S. Grant - Mid block. 621 N. St. Louis - Removal of 9 boulevard lights and installation of four 7000 L MV in replacement. Mr. Bickel abstained from voting. FIRE HYDRANTS APPROVED - AIRPORT INDUSTRIAL PARKING Upon motion duly made, seconded and unanimously carried, the Board approved the recommendation of the City Engineer for the installation of: Fire hydrant on the north side of Voorde Drive approximately 500 ft. west in center line of Progress Drive; Fire hydrant on Bendix Drive approximately 500 ft. north of the existing hydrant in front of Simon Brothers, Inc. BUILDING DEPARTMENT - REQUEST TO ATTEND BUILDING OFFICIALS CONFERENCE Upon motion made, seconded and unanimously carried, the Board approved the request of Building Commissioner Forrest West to attend the Building Officials Conference of American in Miami, Florida January 15 to January 20, 1969. WEIGHTS AND MEASURES - REQUEST TO ATTEND TECHNICAL TRAINING SCHOOL Upon motion made, seconded and unanimously carried, the Board approved the request of Bert Cichowicz, City sealer, to attend the Weights and Measures Technical Training School in Indianapolis, Indiana, January 15, 16 and 17, 1969. REPORT OF ST. JOSEPH COUNTY HEALTH DEPARTMENT ON RESTAURANT LICENSES The report of St. Joseph County Health Department listing restaurants not having obtained City restaurant license due January 1, 1969, was reviewed by the Board and ordered filed. 106 restaurants still unpaid. "IN KIND" RENTAL VOUCHERS FILED BY A.C.T.I.O.N. In -kind rental vouchers for rent for January, 1969, were filed with the Board by A.C.T.I.O.N., Inc. as follows: Fire Station #5 - $169.58 Fire Station #7 - $200.00 1/13/69 COMMUNICATION FROM SALVATION ARMY A letter of appreciation from the Salvation Army for permission to place their kettle booths on Michigan Street at Christmas time was,:ordered filed. AGREEMENT WITH INDIANA STATE HIGHWAY COMMISSION FOR MAINTENANCE OF TRAFFIC SIGNALS Agreement with the Indiana State Highway Commission for maintenance of. traffic signals on State routes through the City of South Bend, submitted by the Indiana State Highway Commission, was referred to the Legal Depart- ment for study and recommendation. PAYROLL CONTRACT - SOUTH BEND COMMUNITY SCHOOL CORPORATION Contract between the City of South Bend and the South Ben& School Corpora- tion for the South Bend School Corporation to prepare employee payrolls for the City of South Bend is executed by the Board. Said contract pro- viding: 1968 - at the rate of $540000 per year payable April 1, July 1, September 1 and December 15 C1^ il- 1969 - (and thereafter until modified or cancelled) at the rate of $5700.00 per year payable April 1, July 1, September 1 and December 15 RENEWAL OF LEASE - FIRE STATION #6 - SOUTH BEND CIVIC THEATRE, INC Renewal of lease for Fire Station #6, 701 Portage Avenue, by South Bend Civic Theatre, Inc., is executed by the Board. COMPLAINT - SMOKE AND SOOT - RAY KEISER A letter of complaint of excessive smoke and soot in the area of Main and Navarre Streets was received from Ray Keiser, 721 Riverside Drive, South Bend and referred to the Engineering Department for investigation. REQUESTS TO ADVERTISE FOR BIDS Upon motion made, seconded and carried, the Board approved the following requests to advertise for bids: 1. Two 8-channel recorders for the Fire Department. 2. One communications monitoring instrument for the Radio Maintenance Department. 3. Nine dump bodies complete with hydraulic systems mounted on trucks to be furnished by the City. February 3, 1969, is set as the date for receiving bids, and the Clerk is directed to publish notice in the South Bend Tribune and the Tri-County News on January 17 and January 24, 1969. REQUEST FOR FIREMEN TO DISTRIBUTE CANNISTERS - MARCH OF DIMES The request of Mrs. Charldine Hamilton, executive secretary of the March of Dimes Drive, 1026 E. Indiana Avenue, South Bend, Indiana, for the Fire Department to distribute cannisters in connection with the March of Dimes drive January 18 to January 26, 1969, after discussion was denied by the Board for the reason that the request was for the placing of some 750 cannisters by "on -duty" firemen'_which would require an anusual amount of time. CONTRACTORS BONDS Contractors bond for Edward C. Hermann expiring 12/26/69 and certificate continuing contractors bond for John D. Skiles Construction Company to 2/5/70 were approved by the Board. ANSURANCE CERTIFICATE FILED - AMERICAN NATIONAL BANK BUILDING, WASHINGTON AND MAIN STREETS Attorney Stephen A. Seall filed with the Board certificate of insurance, being a part of Policy No. 513,1132317, effective December 18, 1968, issued by St. Paul Insurance Companies to American Realty of South Bend, Inc., et al, designating limits of property damage as $1,000,000.00 for each occurrence and $1,000,000.00 aggregate, indemni-fying the City of South Bend from any and all liability resulting fr6m the construction and existence of cement canopies over the Main Street and the Washington Street entrances of the American National Bank Building under construction at the corner of Main and Washington Streets. Upon motion made, seconded and unanimously carried the Board approved this document as fulfilling the conditions of the Board's approval on December 9, 1968, for such canopies. STREET LIGHT OUTAGE REPORTS Street light outage reports for the period 12/30/68 to 1/9/69 were ordered filed.
