A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M., on April 12, 1971, with all members present. The minutes of the previous meeting were reviewed and approved. POLICE DEPARTMENT - REQUEST TO ADVERTISE FOR BIDS FOR COMPUTER SYSTEM RENTAL AND SERVICES Upon motion made, seconded and unanimously carried, the request of the Police Department for permission to advertise for bids for data processing equipment and services for the Police Department was approved. May 3, 1971, was the date set for receiving bids, and the Clerk was directed to give notice by publication in the South Bend Tribune and the Tri County News on April 16, and April 23, 1971. WEIGHTS & MEASURES - REQUEST TO ATTEND CONFERENCE Upon motion made, seconded and unanimously carried, the request of Bert S. Cichowicz, City Sealer, to attend the 58th annual conference of the Indiana Association of Inspectors of Weights and Measures in Michigan City, Indiana April 21, 22 and 23, 1971, was approved. BUILDING DEPARTMENT - SUB -STANDARDS DIVISION Richard Liszewski, Sub -Standards Director, appeared before the Board and the following matters were taken up: 736 N. Frances Street. Wallace J. Mitchell appeared before the Board as re- quested. Following discussion with Mr. Mitchell regarding the repair of the building or its demolition, Mr. Bickel moved that the matter be continued one week to permit Mr. Mitchell to make arrangements with the Sub -Standards Director to inspect the building and work out a schedule of what is to be done. The motion was seconded and carried. Mr. Mitchell was advised that his failure to comply would result in the structure being considered for demolition at the next Board meeting. 616 Kizer Court. Neither Thomas nor Jessie Pulliam appeared as requested. Mr. Liszewski stated the tenants had moved out and left the property in a bad condition. Upon motion made, seconded and carried, the Sub -Standards Director was authorized to seek bids for demolition of the structure at 616' Kizer Court. 305 Wenger Street. Mr. Liszewski reported the Midwest Demolition Corporation is willing to demolish.the structure at 305 Wenger Street for $587.00 per its bid of June 22, 1970. Thereupon, the motion was made,seconded and carried to execute the contract of June 22, 1970, with the Midwest Demolition Corporation for the demolition of the structure at 305 Wenger Street for $587.00. 622 Euclid. Mr. Liszewski reported some work has been done toward cleaning up these premises. It was therefore moved, seconded and carried that the matter be continued indefinitely but kept under surveillance of the Sub - Standards Department. 2515 W. Grace Street. Mr. Liszewski reported the property has been boarded up but that no improvements have been made. Upon motion made, seconded and carried, the matter was continued one week for the purpose of getting in con- tact with the owner to determine if there is any reason existing why the Board should not order the structure demolished. Demolition bids opened: This being the time set, bids were opened for demolition of the following properties. Non collusion affidavits were examined and found to be proper. The bids were as follows: 4/12/71 31 613-615 N. Hill Street. Mr. Liszewski reported nothing was done to this property in the time allowed and that the owner has now given permission for demolition. The following bids were received: Bryant Excavating Co. $999.00 Midwest Demolition Co. $834.00 Vanek Wrecking & Excavating Co. $697.00 Upon motion made, seconded and carried, contract for demolition of the structure at 613-615 N. Hill Street was awarded to Midwest Demolition Company on its bid of $834.00; The low bidder being behind on'two previous demolition contracts was not considered. 816 E. Colfax. O'Neal Trucking Company $549.00 Bryant Excavating Co. $596.0o Midwest Demolition Corp. $785.00 Vanek Wrecking & Excavating Co. $1000.00 Upon motion made, seconded and carried, contract for demolition of the structure at 816 E. Colfax Avenue was awarded to O'Neal Trucking Company on its low bid of $549.00. 832 Marietta Street. O'Neal Trucking Co. $629.00 Bryant Excavating Co. $580.00 Midwest Excavating Co. $444.00 B & J Demolition Co. $635.00 Vanek Excavating Co. $502.00 Upon motion made, seconded and carried, contract for demolition of the structure at 832 Marietta Street was awarded to Midwest Excavating Company on its low bid of $444.00 . ASSESSMENT ROLL FILED - VACATION RESOLUTION NO. 3264 - IRVING J. SMITH Lloyd S. Taylor, City Engineer, files assessment roll in Vacation Resolution No. 3264, showing award of damages and assessment of benefits, for the vacation of: The east -west alley south of Washington Avenue between St. Peter Street and Notre Dame Avenue running west from Notre Dame Avenue to the first north -south alley. Also, the north -south alley east of St. Peter Street running north from Jefferson Boulevard to the first east -west alley be- tween Jefferson Boulevard and Washington Avenue. And the Board hereby orders that it will meet in Room 1308 County City Building, South Bend, Indiana, at 9:30 A.M. on the loth day of May, 1971, for the purpose of hearing and receiving remonstrances from all persons interested in or affected by said vacation. And the Clerk is directed to give notice of said hearing, together with the amount of damages awarded and benefits assessed, by publication in the South Bend'Tribune and the Tri County News on the 16th, 23rd and 30th days of April, 1971. Following discussion, the hearing on the assessment roll was continued until April 19, 1971, for the City Attorney to confer with the attorney for the Department of Redevelopment regarding the assessment of benefits and the award of damages as shown on said Rolla Pi COMPLAINT - MRS. LEE SWAN �.. Mrs. Lee Swan, 2022 Swygart Street, South Bend, Indiana, appeared before p� the Board and complained about several things, including the lack of law enforcement, trash, noise, drugs and curfew enforcement. Q REQUEST FOR NO PARKING DURING GROUND BREAKING CEREMONY - INDIANA BELL TELEPHONE COMPANY Upon motion made, seconded and carried, the Board approved the request of John R. Kagel, Executive Director of the Downtown Council, 320 W. Jefferson Boulevard, South Bend, Indiana, to prohibit parking in the 300 block of S. Main Street Wednesday morning, April 21, 1971, during ground breaking ceremony for the new Indiana Bell Telephone Company -building. REQUEST TO SELL WHITE CANES - NORTHERN INDIANA CENTER OF THE BLIND Upon motion made, seconded and carried, the Board approved the request of John Janssens for the Northern Indiana Center of the Blind, 1229 W. Bruce Street, South Bend, Indiana,to sell white canes on the public sidewalks of the City af'South Bend, May 15 through May 21, 1971, on the condition that permission is granted by the Charitable Solicitations Commission for such sales. REQUEST TO SELL POPPIES - AMERICAN LEGION AUXILIARY UNIT #50 Upon motion -made, seconded and carried, permission was granted to Mrs. Patricia E. DeClercq for the Amiercan Legion Auxiliary Unit #50, 503 E. Indiana Avenue, South Bend, Indiana, to sell poppies on the public streets of South Bend May 21 and 22, 1971, providing permission for such sales is granted by the Charitable Solicitations Commission. FIRE DEPARTMENT - APPLICATION The application of Robert Leonard Kruszynski for appointment to the South Bend Fire Department was filed with the Board and referred to the Personnel Director for further processing.
