Taylor, City Engineer, and S. J. Crumpacker, City Attorney, present. The minutes of the previous meeting were reviewed and approved. POLICE DEPARTMENT - REQUEST TO ATTEND EASTMAN.KODAK PROGRAM, OAK BROOK, ILLINOIS Upon motion made, seconded and carried, the Board approved the request of Chief of Police Loren M. Bussert for Sergeant Robert Riddle and Sergeant George Hertz to attend a law enforcement program by the Eastman Kodak Company, Oak Brook, Illinois March 2, 1971,.and on March 4, 1971, the program on photographic lab techniques; and to use a Department vehicle for transportation. POLICE DEPARTMENT - REQUEST TO ATTEND PISTOL MATCHES, TAMPA, FLORIDA Upon motion made, seconded and carried, the Board approved the request of Chief of Police.Loren M. Bussert for Division Chief Kenneth McDonald to attend the annual National Mid -Winter Pistol Matches in Tampa, Florida March 8 through March 18, 1971, along with members of the South Bend Police Pistol Team as follows: Captain Richard Albright, Sergeant Keith Zeider, Sergeant Florian Szuba, Patrolman James Grummell and Patrolman Frank Mattel, and to use mechanical vehicle #2-A for transportation. The expense of the trip will be paid by the Pistol Team. POLICE DEPARTMENT - REQUEST TO ATTEND TRAFFIC LAW ENFORCEMENT COURSE, CHICAGO, ILL. Upon motion made, seconded and carried, the Board approved the request of Chief of Police Loren M. Bussert for Sergeant Joseph Radecki and Patrolman. Larry Blume, of the Traffic Police Department, to attend a traffic institute at Northwestern University March 1, 1971, and lasting three weeks. POLICE FAMILIARIZATION PROGRAM REPORT A report from Notre Dame law students participating in the Police familiarization program of last fall wherein the students were permitted to accompany police patrol officers, and the favorable evaluation of that experience, was read and ordered filed. BUILDING DEPARTMENT - SUB -STANDARDS DIVISION Richard Liszewski, Sub -Standards Director, appeared before the Board and the following matters were taken up: 321 N. Brookfield. Mr. Liszewski reported the owner is willing for the building to be demolished. Thereupon the motion was made, seconded and carried that the Sub -Standards Department be authorized to seek bids for demolition of the structure at 321 N. Brookfield. 223 N. Johnson Street. Mr. Liszewski reported this property has been closed. Upon motion made, seconded and carried, the matter of 223 N. Johnson Street was continued indefinitely and the Sub -Standards Department requested to keep the property under surveillance. 325 S. Taylor. Mr. Liszewski reported this property has been posted for a long time; that the Relocation Department has been notified to relocate the tenant, but that the tenant is still in the premises and refuses to leave. The City Attorney recommended that if all proper steps have been taken by the Sub - Standards Department, the removal of the tenant to another location should be accomplished so that the building can be taken down. 238 E. Paris. Mr. Liszewski reported this property badly damaged by fire,and that the owner has given permission for its demolition. Upon motion made, seconded and carried, the Sub -Standards Director was authorized to seek bids for the demolition of the structure at 238 E. Paris Street. 134 S. Dundee Street. Mr. Liszewski reported this property is owned by the d o BoarSt. Joseph County Commissioners as the result of unpaid taxes; that it is unoccupied and was severely damaged by fire about a year ago. Upon motion made, seconded and carried, the Sub -Standards Director was authorized to seek bids for demolition of the structure at 134 S. Dundee Street. 3/1/71 832 Marietta Street. A letter from S. G. Kovacs, 10414 Audrey Drive, Sun City, Arizona, asking a 30 day continuance in response to a notice to Elizabeth M. Kovacs to appear before the Board on March 8, 1971, was read and ordered filed until March 8, 1971. Request for sub -standard property owners to appear before the Board 3/15/71 Upon motion made, seconded and carried, the Board approved the request of the Sub -Standards Director for the following persons to appear before the Board on March 15, 1971, to show cause, if any they have why the follow- ing structures should not be demolished: 238 E. Paris Mamie Warren 134 S. Dundee Street - St. Joseph County Commissioners CASH REGISTERS FOR MUNICIPAL PARKING GARAGES Upon motion made, seconded and carried, the recommendation of the Purchasing Department was approved for the purchase of cash registers for the two municipal parking garages on the quotation submitted by Don Weninger 1; Company, 1614 Mishawaka Avenue, South Bend, Indiana. JO CITY ENGINEER'S RECOMMENDATION ORDER FOR PRELIMINARY PLANS Q ON THE PETITION OF JOHN HEISLER, JR. - N. IRONWOOD DRIVE SIDEWALK Lloyd S. Taylor, City Engineer, files with the Board his recommendation that the petition of. Mr. and Mrs. John Heisler, Jr., 725 N. Ironwood Drive, South Bend, Indiana, for the improvement of N. Ironwood Drive, from Bader Avenue to Corby Street, by constructing a public sidewalk, be granted. Upon motion made, seconded and carried, the Board approves such recommenda- tion, and Clyde E. Williams and Associates, Inc., consulting engineers, are directed to prepare preliminary plans, estimates and preliminary improvement resolution for such improvement. CERTIFICATE OF COMPLETION ASSESSMENT ROLL ADOPTED IMPROVEMENT RESOLUTION NO. 3321, 1970 - BEALE STREET SEWER For the improvement of Beale Street from Cushing Street to Riverside Drive, by constructing a local sewer. Clyde E. Williams and Associates, inc., consulting engineers, files"its certificate of completion for the construction of said -improvement in accordance with the plans and specifications for such project. Lloyd S. Taylor, City Engineer, files assessment roll in said improvement with the names of the owners and a description of the property subject to be assessed, with the amount of the prima facie assessments in the total sun of $17,275.63. Thereupon the Board adopts a resolution accepting said assessment roll as presented and sets March 22, 1971, at 9:30 A.M., in Room 1308 County City Building, South Bend, Indiana, as the time and place for receiving remonstrances against the amounts assessed on said roll and at which time it will determine whether such lots or tracts of land have been or will be benefited by such improvement to the amounts named. And the Clerk is directed to give notice of such hearing by publication in the South Bend Tribune and the Tri County News on March 5 and March 12, 1971. REPORT OF BUILDING DEPARTMENT - FORREST HANNA COMPLAINT The Building Commissioner filed his report with the Board that an investigation had been made concerning the complaint of Mr. Forrest Hanna of unauthorized parking on a vacant lot next.to the property of Mr. Hanna and that on five different occasions of checking, no cars were found parked there.
