A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M. on Tuesday, February 16, 1971, with all members present.
POLICE DEPARTMENT - REQUEST TO ATTEND CONFERENCE IN ELMIRA. NEW YORK
Upon motion made, seconded and unanimously carried, the Board granted
permission, upon the recommendation of Chief of Police Loren M. Bussert,
for Sergeants Bruce Stickley and Daniel Martin, of the Community Re-
lations and Juvenile Division, to attehd the national conference of
Christians and Jews Workshop on the Scranton Commission Report on Student
Unrest from February 21 to 26, 1971, and to use a Police Department
vehicle for transportation.
APPOINTMENT TO POLICE DEPARTMENT - JOHN JOSEPH BLILEY
Upon motion made, seconded and unanimously carried, the Board approved
the appointment of John Joseph Bliley to the South Bend Police Department
effective February 16, 1971.
RESIGNATION FROM POLICE DEPARTMENT - FREO )OS€P,H QANTERT
Upon motion made, seconded and unanimously carried, the Board accepted
and approved the resignation of Fred Joseph Gantert from the South Bend
Police Department effective February 16, 1971.
POLICE DEPARTMENT - TRAFFIC REPORT FOR JANUARY, 1971
The traffic report of the Police Department for January, 1971, was reviewed
and ordered filed.
FIRE DEPARTMENT - RETIREMENT OF ROBERT BANACH
Upon motion made, seconded and unanimously carried, the Board approved
the disability retirement of Robert Banach from the South Bend Fire De-
partment effective February 20, 1971, upon the recommendation of Fire
Chief Joseph L. Zurat.
REQUEST TO ADVERTISE FOR BIDS FOR STREET MATERIALS FOR STREET DEPARTMENT
Upon motion made, seconded and unanimously carried, the Board approved the
request of the Street Commissioner for permission to advertise for bids
for the following street materials:
Item #1 - 7,500 tons hot asphaltic concrete
Item #2 - 14,000 tons limestone or slag aggregate
Item #3 - 500,000 gallons emulsified asphalt
Item #4 - 30,000 gallons tack and prime coat
Item #5 - 200,000 gallons dust control oil
Item #6 - 25,000 tons various gravels and ice control sand
Item #7 - 450 tons street patching material
Item #8 - 250 cu. yds. ready mix concrete (Class A)
100 cu. yds. ready mix concrete (Class B)
March 8, 1971, was set as the date for receiving bids, and the Clerk was
directed to give notice by publication in the South Bend Tribune and the Tri-
County News on February 19 and February)26, 1971.
CONTRACT AWARDED FOR SLURRY SEAL MACHINES FOR STREET DEPARTMENT
Upon motion made, seconded and unanimously carried, contract was awarded to
Slurry Seal, Inc., of'Waco, Texas, for two slurry seal machines upon their
bid January 11, 1971, in the amount of $19,990.00 net.
CONTRACT AWARDED - STEP VAN TRUCK FOR FIRE DEPARTMENT
Upon motion made, seconded and unanimously carried, contract was awarded to
Gates Chevrolet:Corpocatiori.forra.:1971 Chevrolet Step Van Truck upon their
bid of $4,370.00 February 8, 1971, and optional equipment consisting of
siren, red lights and speakers for siren and radio in the amount of $625.00,
for the Fire Department.

COMMUNICATION FROM MRS. LEE J. SWAN
A letter from Mrs. Lee J. Swan, 2022 S. Swygart Avenue, South Bend, Indiana,
was read and ordered filed. Mrs. Swan complained of having to replace her
garbage can at a cost of $1.17 because of the negligence of the Sanitation
Department. One Dollar and Twenty Cents was contributed by the Board rpembers
and the Clerk was directed to forward it to Mrs. Swan.
STREET LIGHT PETITION - SOUTHMORE HEIGHTS
A petition for street light improvement in the Southmore Heights area signed
by Doris Goon,3542 Longley Drive, South Bend, Indiana, and 203 others, was
filed with the Board and upon motion made, seconded and carried, was referred
to the Traffic Engineering Department for study and recommendation to the
Board.
CONTRACTOR'S BOND CANCELLED
Upon motion made, seconded and carried, Contractor's Bond #N3731425 of the
Hartford Insurance Company for Northern Electric Company, Inc., was cancelled
and the Hartford Insurance Company relieved from liability for any work done
thereunder on or after February 16, 1971.
CONTRACTORS' BOND APPROVED
Upon motion made, seconded and carried, the following contractors' bonds were
approved:
From Building Company - to 1/l/72
Builders United, Inc. - to 1/1/72
EXCAVATION BOND APPROVED
Upon motion made, seconded and carried, excavation bond for Builders United,
Inc. was approved for the period to 1/1/72.
STREET LIGHT OUTAGE REPORTS
Street light outage reports for the period 2/4/71 to 1/10/71 were ordered
filed.
ZONING QKSTION - FOREST HANNA
Forest Hanna, 1427 E. Bowman Street, South Bend, Indiana, appeared before
the Board and complained that a vacant lot to the east of his property is
being used as a parking lot. Upon motion made, seconded and carried, the
matter was referred to the Build:i69 Department for investigation and report.
There being no further business to come before the Board, the meeting adjourned
at 10:10 A.M.
