A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M. on January 18, 1971. Present were S. J. Crumpacker, City Attorney,
and James A. Bickel, City Controller, Mr. Bickel acted as chairman of the
meeting.
BIDS OPENED - MOTOR EQUIPMENT (GROUPS III TO XI)
This being the.date set for receiving rebids for 1971 motor equipment as
follows:
Group III 17 - 4 door Sedans for Police Department
Group IV 2 - 4 door Sedans for Waste Water Treatment Plant
Group V 1 - 4 door Sedan for Human Relations Department
Group VI 4 - 2 door or 4 door Sedans for Building Department
Group VII 1 - 4 door Sedan for Sanitation Department
Group VIII 3 - 4 door Sedans for Fire Department
Group IX 1 - 4 door Sedan for Department of Redevelopment
Group X 1 - 4 door Sedan for Park Department

Upon motion made, seconded and carried, the bids were referred to the
Engineering Department for study and recommendation to the Board.
OPEN BIDS FOR TWO-WAY RADIOS
This being the date set for receiving bids for two-way radios for various
Departments, as follows:
#1— 3 - Two way FM single frequency standard squelch radios,
complete with accessories for -Street Department.
Trade-ins.
#2. 1 - Radio (same description as #1). Engineering Department.
No trade-ins.
#3. None.
A. 8 - Two-way FM single frequency dual squelch radios for
Waste Water Treatment Plant. No trade-ins.
#5. 4 - Radios (same description as #1) for Fire Department.
Trade-ins.
#6. 1 - Two-way FM single frequency dual squelch base station with
remote control console for Street Department. No trade-in.

complete with accessories for Police Department. Trade-

Upon motion made, seconded and carried, the bids were referred to the
Engineering Department for study and recommendation to the Board.
FIRE DEPARTMENT - RESIGNATION
Upon motion made, seconded and carried, the Board accepted the resignation
of Larry R. Ernsberger from the South Bend Fire Department, effective as of
January 15, 1971, as recommended by the Fire Chief.
REQUEST TO ADVERTISE FOR TRUCK FOR FIRE DEPARTMENT
Upon motion made, seconded and carried, the Board approved the request of
Fire Chief Joseph L. Zurat to advertise for a step type van truck for the
Fire Department. February 8, 1971, was set as the date for receiving bids
and the Clerk of the Board was directed to give notice by publication in the
South Bend Tribune and the Tri County News on January 22 and January 29, 1971.
REQUEST TO ATTEND MEETING IN CLEVELAND, OHIO - POLICE DEPARTMENT
Upon motion made, seconded and carried, the Board approved the request of
Chief of Police Loren M. Bussert for Detective Sergeants Robert Bella and
Richard Chlebekz to attend a burglary investigation course January 26 to 28,
1971, at Case Western Reserve University in Cleveland, Ohio.
APPOINTMENTS - POLICE DEPARTMENT
Upon motion made, seconded and carried, the Board approved the following
appointments to the South Behd Police Department, effective as of January
16, 1971, upon the recommendation of Chief of Police Loren 14. Bussert:
Daniel Charles Dutrieux Richard A. Klosowski
Larry Richard Ernsberger Michael Jay McGann
PROMOTION - POLICE DEPARTMENT
Upon motion made, seconded and carried, the Board approved the promotion of
Corporal Roland Greene to the rank of sergeant, effective as of January 16,
1971, upon the recommendation of Chief of Police Loren M. Bussert.

STATISTICAL REPORTS - POLICE DEPARTMENT
Statistical report for December, 1970 and traffic reports for December
1970 and for the year 1970 were reviewed and ordered filed.
BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
° Richard Liszewski, Sub -Standards Director, appeared before the Board and
the following matters were taken up:
1631 S. Franklin Street. Mr. Liszewski reported this structure has been
secured. Upon motion made, seconded and carried, the matter of 1631
S. Franklin Street was continued indefinitely and the Sub -Standards
Department was requested to keep the property under surveillance.
2116 Western Avenue. Mr. Stratigos did not appear as requested. The
Sub -Standards Director reported he had been notified by letter to appear
and telephoned personally this date. Upon motion made, seconded -and
carried contract for demolition of the structure at 2116 Western Avenue
was awarded to Midwest Demolition Company on its low bid August 31, 1970,
of $4,413.00. And the Clerk is directed to return the $25.00 deposit
to Steven J. Tsalikis.

HEARING ON VACATION RESOLUTION NO. 3333 - JEROME F. CLAEYS

This being the date set, hearing was held on Vacation Resolution No. 3333
Q for the vacation of:
The first north -south alley west of Taylor Street running
north from South Street to the first east -west alley north
of South Street; also the first east -west alley north of
South Street running west from Taylor Street to 152.56 feet
west of Taylor Street.
The Clerk tendered proofs of publication of notice in the South Bend Tribune
and the Tri County News on January 8 and January 15, 1971, which were read
and found to be sufficient.
The petitioner Jerome F. Claeys and his attorney Louis C. Chapleau appeared
before the Board.
Also appearing before the Board were Mrs. Frank Litow, 106 E. Angela
Boulevard, South Bend, Indiana' and Walter Schoenrock on behalf of the
Grand Trunk Western Railroad Company, 131 W. Lafayette Boulevard, Detroit,
Michigan.
Upon explanation of the exact location of the two alleys to be vacated, Mr.
Schoenrock stated that the property of the Grand Trunk Western Railroad would
not be affected and withdrew their objection to the vacation. Mrs. Litow
also stated that she had no objection to the vacation of the alleys.
No other remonstrances having been received and no one further having
appeared either for or against the vacation, upon motion made, seconded and
carried, the resolution was confirmed as adopted December 14, 1970. And
the City Engineer was directed to prepare an assessment roll.
CONTRACT AWARDED - GILMER PARK TRUNK SEWER DIVISION A
Upon motion made, seconded and carried, contract for the construction of
the Gilmer Park Trunk Sewer, Division A, was awarded as recommended by
Charles W. Cole and Son, Inc., consulting engineers, to H. DeWulf Mechanical
Contractor on its low bid of $75,443.50.
LETTER FROM ELKHART WELDING AND BOILER WORKS, INC. RE ITS BID 12/21/71
Upon motion made, seconded and unanimously carried, a letter dated January
14, 1971 from Elkhart Welding and Boiler Works, Inc., in reference to its
bid December 21, 1970, on Item #8, was referred to the Engineering Depart-
ment to be considered along with the bids submitted.
Thereupon, the meeting recessed at 11:00 A.M. to reconvene at 3:00 P.M.
Due to unforseen circumstances, the meeting at 3:00 P.M. was postponed and
reconvened at.8:30 A.M. on January 19, 1971, with all members present.

BID ON ITEM #8, MISCELLANEOUS EQUIPMENT 12/21/70 - ELKHART WELDING ;
AND BOILER WORKS, INC.
The City Engineer reported back in the matter of the bid of Elkhart
Welding and Boiler Works, Inc., and recommended that the bid be rejected.
Thereupon, the motion was made, seconded and carried that the bid of
Elkhart Welding and Boiler Works, Inc., for Item #8 of its bid submitted
December 21, 1970, for dump bodies be rejected in that it does not meet
specifications for hydraulic system.
AWARD OF CONTRACTS CONTINUED - MISCELLANEOUS EQUIPMENT BIDS 12/21/70
The award of contracts for miscellaneous equipment on Items #1, #2,
#3, A, #5 and #8 of bids received December 21, 1970, was further con-
tinued.

Upon motion made, seconded and unanimously carried, contracts were
awarded for Groups X, XVIII and XIX for truck equipment on• bids re-

A letter from Mrs. Richard W. Clemens, 19325 Sundale Avenue, South Bend,
Indiana inquiring if the property at 803 Notre Dame Avenue is for sale
was read and ordered filed. The Clerk was directed to write Mrs. Clemens
it is not for sale.

A letter from Mrs. Martha Flanagan of the Humane Society in reference
to the destruction of pigeons was read and referred to the City Engineer,
INDEMNITY AGREEMENT APPROVED - AMERICAN NATIONAL BANK & TRUST COMPANY
Upon motion made, seconded and carried,indemnity agreement provided by
the American National Bank and Trust Company to hold the City of South
Bend harmless in connection with the erection of two flag poles on Main Street
in front of the Bank Building,,was approved by the Board upon the
recommendation of the City Attorney.
INSURANCE CERTIFICATE FILED - PANEL ADS, INC.
Certificate of liability insurance coverage for Panel Ads to 12:00 noon
December 31, 1971, was ordered filed. ,
IN -KIND RENT VOUCHERS - A.C.T.I.O.N. Inc.
In -kind rent vouchers for January for Fire Stations #5 and #7 and for
the months of May, 1970 through January, 1971, for Fire Station #8j were
ordered filed.
