January 4, 1971
A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M. on January 4, 1971. Present were Lloyd S. Taylor and S. J. Crumpacker.
BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
Forrest R. West, Building Commissioner, appeared before the Board and the follow-
ing matters were taken up:
1631 S. Franklin Street. Upon motion made, seconded and carried, the matter
of 1 31 S. Franklin Street was continued two weeks to permit the owner to
close the building.
1207 King Street. Upon motion made; seconded and carried, the matter of 1207
King Street was continued one week.
2018 S. Michigan Street. Mr. West reports the structure at 2018 S. Michigan
Street has been secured with the exception of the accessory building. Upon
motion made, seconded and carried, the matter of 2018 S. Michigan Street was
continued indefinitely and the Sub -Standards Department was requested to keep
the property under surveillance.
122 S. Laurel Street. Upon motion made, seconded and carried, the matter of
122 S. Laurel Street was continued one week.
1312 S. St. Joseph Street. Mr. West reports this property has now been secured.
2116 Western Avenue. Upon motion made, seconded and carried, the matter of
2116 Western Avenue was continued one week and the Clerk of the Board was
directed to notify Mr. Stratigos, attorney for the estate owner, to be present
on January 11, 1971.
REQUEST OF BUILDING COMMISSIONER TO ATTEND MEETING IN HOUSTON. TEXAS
Upon motion made, seconded and carried the Board approved the request of
Forrest R. West, Building Commissioner to attend the Building Officials Code
Administrators International, Inc. Code Changes Hearings in Houston, Texas,
January 8 to 10, 1971:
ENGINEER'S RECOMMENDATION
AWARD OF CONTRACT - SANITARY SEWER EXTENSION AIRPORT INOUSTR4AL PARK, PHASE III
Clyde E. Williams & Associates, Inc., consulting engineers, having examined
the bids received December 28, 1970, for extension of the sanitary sewer in
Airport Industrial Park, Phase III, files its recommendation for award of contract
to Haskins, Inc. of Lakeville, Indiana, and the Board, being duly advised,
approves said recommendation and upon motion made, seconded and carried, con-
tract for said construction is awarded to Haskins, Inc., on its low bid of
$20,798.00.
CONTRACT AWARDED - GROUP I AND II, MOTOR EQUIPMENT FOR 1971
Upon motion made, seconded and carried, contract was awarded to Gates Chevrolet
Company on Groups I and If (31 4-door Sedans and 1 4-door Station Wagon for the
Police Department) of the bids received December 14, 1970.
Upon motion further made, seconded and carried, permission was granted to re -
advertise for bids on Groups III, 1V, V, VI, VII, Vill, IX, X and XI.
January 18, 1971 was set as the time for receiving bids, and the Clerk was
directed to give notice by publication in the South Bend Tribune and the Tri
County News on January 8 and January 15, 1971.
RECOMMENDATION - MISCELLANEOUS EQUIPMENT AND TRUCKS
The Engineering Department having reviewed the bids for miscellaneous
equipment and trucks received on December 21, 1970, recommends the award of
contract to the low bidder in each instance except for Item VI. Upon motion
made, seconded and carried the award of contracts was postponed two weeks.
DECLARATION OF VACATION - LAGOON A - HEPLER-34TH STREETS
It was moved, seconded and carried, that the streets and alleys located with-
in the perimeter of Lagoon A in the recorded plat of the town of Fairview,
Second Addition, St. Joseph County, Indiana, be vacated.

IMPROVEMENT RESOLUTION NO. 3323 - HUMBOLDT STREET
Upon motion made, seconded and carried, the matter of the improvement of
Humboldt Street, from Elmer to Huey Street, by constructing a Class C pave-
ment with curbs was postponed four weeks.
COMPLAINT OF BERNICE M. FURNISH
The complaint of Bernice M. Furnish in reference to her property at 1418
S. Fellows Street was refe-rred to Cecil McHenry for checking.
SPECIAL POLICE COMMISSION - BRIAN HENRY LEUTHOLD
Upon motion made, seconded and carried the request of Brian Henry Leuthold
for a special police commission in addition to his special police commission
as an employee of American District Telpphone Company was denied in that the
Board does not have authority to grant such commission.
COMMUNICATION FROM CHARLES E. HOWELL
r-q Letter from Charles E. Howell, 1530 Kemble Avenue, South Bend, Indiana in

reference to the parking of trucks in connection with his business on
Q� the streets was ordered filed.
STREET LIGHTING APPROVED - SCOTTSDALE
Upon motion made, seconded and carried,the Board approved the recommendation
of the Traffic Engineering Department for street lighting in the Scottsdale
Area and the areas north of Jackson Road and south of the I & M easement as
follows:
Install 24 7,000L MV OH WP
4 7,000L MV OH WP
4 7,000L MV UG 25'
Remove 25 4,000L INC OH,WP
at a cost of $555.00 per year.
CONTRACTORS' BONDS APPROVED
Upon motion made, seconded and carried the following contractors' bonds were
approved:

John G. Steinhofer - to 1/1/72
Floyd J. and Al Wachowiak, Inc. - to 1/1/72
Certificates continuing contractors bonds:
Oscar Robinson - to 1/l/72

EXCAVATION BONDS APPROVED:
Upon motion made seconded and carried the following excavation bonds were
approved:

United Heating and Plumbing Co. - to 1/l/72
S & W Construction Co. - to 1/1/72
Certificate continuing excavation bond:
William Cinal - to 1/1/72
STREET LIGHT OUTAGE REPORTS
Street light outage reports for the periodl2/21/70 to 12/30/70 were ordered
filed.
