A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M., on December 14, 1970, with all members present.
BIDS OPENED FOR JANITORIAL.SERWICES
This being the date set for receiving bids for janitorial services for
Municipal Services Facility and Municipal Parking Garages #1 and #2, proofs
of publication in the South Bend Tribune and the Tri County News were read
and found to be proper. The following bids were received:
ABC Floor Cleaning Service, 821 N. Notre Dame Avenue, South Bend, Indiana.
Non collusion affidavits were found to be proper. The bids were accompanied
by certified checls in the amount of $960.00 and $150.00. Bids were as follows:
Municipal Services Facility @ $19,200.00 per year, payable $1,600.00 per mo.
Municipal Parking.Garage #1 @ 3,000.00 per year, payable @ $ 250.00 per mo.
Municipal Parking Garage #2 @ 3,000.00 per year, payable @ $ 250.00 per mo.
with option to renew for 1972 at the same price.
South Bend Window Cleaning Co., 501 E. LaSalle Street, South Bend, Indiana.
Non collusion affidavit was found to be proper. Bid was accompanied by a bid
bond in the amount of 5% of the bid. The bid was as follows:

Municipal Parking Garage #1 @ $ 3,480.00 per year, payable @ $ 290.00 per mo.

The bid of Armstrong Building Maintenance. 917 21st Street, South Bend, -Indiana,

The bid of Major Qualls Cleaning Company, 116 S. Chestnut Street, South Bend,
Indiana, was opened and was not considered because the non collusion affidavit
was not signed.
Upon motion made, seconded and carried, the bids to be considered were referred
to the Purchasing Department for review and recommendation.
BIDS OPENED FOR 1971 MOTOR EQUIPMENT
This being the date set for receiving bids for 1971 cars for various Departments
proofs of publication of notice in the South Bend Tribune and the Tri` County News
on November 20 and November 27, 1970, were read and found to be proper. The
following bids were received:
Freeman Spicer, 520 S. Lafayette, South Bend, Indiana. Non collusion affidavit
was found to be proper. The bid was accompanied by a b.id bond in the amount of

Upon motion made, seomhded and unanimously carried, the recommendation of
Clyde E. Williams & Associates, Inc., was approved and the bid of Ritschard
Brothers, Inc., at $41"69.00 was accepted as the lowest and best bid received.

The following applications for appointment to the South Bend Fire Department
were filed with the Board and referred to the Personnel Director for further

POLICE DEPARTMENT - TRAFFIC REPORT FOR NOVEMBER, 1970
Police'Department traffic report for November, 1970, was reviewed and ordered
filed.
SUB -STANDARDS DEPARTMENT
Forrest West, Building Commissioner, appeared before the Board and the follow-
ing matters were taken up:
1613 S. Leer Street. Mrs. Lottie King, the owner, is to be requested by the Sub -
Standards Division to remove all the furniture on the front porch, remove
screens and storm sash from the back area, clean the yard and secure the
unoccupied building. Upon motion made, seconded and carried, the matter was
continued six weeks to permit the above action.
1316 Hine Street. Mrs. Bernice Bell appeared before the Board and stated she
cannot afford to bring this structure up to standard and wishes to have the
Board take bids for demolition. It was moved, seconded and unanimously carried
that the Sub -Standards Division be authorized to seek bids for the demolition
of the structure at 1316 Hine Street.
1230 W. Colfax Avenue. The motion was made, seconded and unanimously carried
that the Sub -Standards Division be authorized to seek bids for -the demolition
of the structure at 1230 W. Colfax Avenue.
1631 S. Franklin Street. Minion Stanton appeared before the Board. Upon motion
made, seconded and unanimously carried, the matter of 1631 S. Franklin Street
was continued two weeks for the owner to secure the building.
1312 S. St. Joseph Street. Ray Braden, land contract buyer, appeared before the
Board and stated he has contracted to have the building secured but due to the
work .load the contractor has not yet been able to get the job done. It was
moved,,seconded and unanimously carried that the matter be continued for two
weeks to permit the owner to close the building.
1014 S. Fellows Street. Upon motion made, seconded and unanimously carried, the
Sub -Standards Department was authorized to seek bids for demolition of the
structure at 1014 S. Fellows Street.

structures. Non collusion affidavits were examined and found to be proper.

Upon motion made seconded and carried, contract for demolition of the
structure at 530 E. Wenger Street was awarded to Midwest Demolition Company
on its low bid of $829.00.
VACATION RESOLUTION NO. 3331, 1970 - DEPARTMENT OF REDEVELOPMENT
For the vacation of portions of Leon Court, Catalpa Street and Chapin Street;
and portions of five north -south alleys between Prairie and Catalpa Streets,
Catalpa and Chapin Street and Chapin and Kendall Streets.
Mr. Slabaugh of the Department of Redevelopment appeared before the Board
and stated he had met with Mr. Harry Delinski, 1502 S. Catalpa Avenue, and
that Mr. Delinski objects to a lack of parking in front of his house. Upon
motion made, seconded and carried, the matter was continued until December
21, 1970, and Mr. Slabaugh was requested to inform Mr. andMrs. Delinski and
Mr. and Mrs. Louis Jonas of the further hearing on that date.
DEDICATION OF STREETS - DEPARTMENT OF REDEVELOPMENT - PROJECT INDIANA R-56
It was moved, seconded and unanimously carried to approve a resolution for
dedication of certain areas in Project R-56 and to maintain and repair
s aid streets upon the completion of the construction in accordance with
plans and specifications previously approved by said board.
HEARING ON ASSESSMENT ROLL - VACATION RESOLUTION NO. 3332 1970 - 36TH
STREET AND ALLEYS
This being the date set, hearing was held on the assessment roll in Vacation
Resolution No. 3332, 1970, for the vacation of:
36th Street, from the south line of Lots 40 and 65 north to the
south line of Washington Street. Also, the north -south alley
lying between 35th and 36th Streets from the south line of Lots
101 and 62 north to the south line of Washington Street. Also,
the east -west alley, running from 35th to 36th Street and lying
between Lots 101 and 102 and Lots 61 and 62. Also, the east -west
alley running from 36th Street east to the first north -south alley
and lying.between Lots 43 and 44. All in Belmont Addition to the
City of South Bend, Indiana.
Proofs of Publication in the South Bend Tribune and the Tri County News on
November 20, November 27 and December 4, 1970, were read and found to be
proper. No remonstrators having appeared and no written remonstrances
having been received, upon motion made, seconded and carried, the assess-

ment roll was in all things approved as presented and the resolution in all
things ratified and confirmed and the proceedings closed and the property
vacated.
VACATION RESOLUTION NO. 3333, 1970 ADOPTED - JEROME F. CLAEYS
RESOLVED BY THE BOARD OF7PUBLIC WORKS AND SAFETY OF THE
CITY OF SOUTH BEND, INDIANA, That it is desirable to vacate the
following:
The first north and south alley west of Taylor Street
running north from South Street to the first east and
west alley north of South Street. Also, the first
east and west alley north of South Street running
west from'Taylor Street to 152'.56 feet west of Taylor
Street.
Reserving the rights and easements of all utilities and the
Municipal City of South Bend, Indiana, to construct and maintain any
facilities, including, but not limited to, the following: electric,
telephone, gas, water, sewer, surface water control structures and
ditches, within the vacated right of way, unless such rights are re-
leased by the individual Utilities.
The following property may be injuriously or beneficially
affected by such vacation:
Lots 1, 2, 3, and 4 of Touhey and Hagerty's Sub. of B.O.L.
59, and the remainder of the area bounded by South Street
on the south, Scott Street on the west, Western Avenue on
the north and Taylor Street on the east. '
. Notice of this Resolution shall be published on the 8tht day'
of January, 1971 and on the 15.0 day of January, 1971, in the South
Bend Tribune and the Tri County News.
This Board, at its office, on the 18th day of January, 1971,
at 9:30 o'clock, A.M., will hear and receive remonstrances from all
persons interested in or affected by these proceedings.

PETITION FOR SIDEWALK - N. IRONWOOD DRIVE - JOHN HEISLER JR.
Mrs. John Heisler, Jr., 725 N. Ironwood Drive, South Bend, Indiana, appeared
before the Board to file a petition to improve North Ironwood Drive, from Bader
to the Rockne Drive Corby Street intersection, by the construction of a public
sidewalk according to Barrett Law.
There was discussion regarding the lack of cooperation of residents to remove
encroaching shrubbery on public right of way, and this will be'discussed with
the Park Department which has jurisdiction over parkway rights of way.
The motion was made, seconded and carried to refer the petition to the
Engineering Department for review and recommendation.
PURCHASE ORDER FOR PARTITIONS - 14TH FLOOR COUNTY CITY BUILDING
Upon motion made, seconded and unanimously carried, the Board authorized the
issuance of a purchase order in the amount of $1163.00 for partitions on the
14th floor of the County City Building to accommodate the CAMPS Program
from the Cumulative Capital Improvement Fund.
REQUEST TO ADVERTISE FOR BIDS FOR SLURRY MACHINES
Upon motion made, seconded and carried, the Board approved the request of the
City Engineer for permission to advertise for two slurry machines. January 11,
1971 was set as the time for receiving bids, and the Clerk was directed to

give notice by publication in the South Bend Tribune and the Tri County News
on January 1 and January 8, 1971.
REQUEST TO ADVERTISE FOR BIDS - GILMER PARK TRUNK SEWER
Upon motion made, seconded and carried, permission was granted to advertise
for bids for construction of the Gilmer Park Trunk Sewer, Division A.
January 11, 1971, was set as the date for receiving bids and the Clerk was
directed to give notice by publication in the South Bend Tribune and the
Tri County News on Saturday, December 19 and Saturday, December 26, 1970.
TRAFFIC OPERATIONS PROGRAM FOR INCREASING CAPACITY AND SAFETY (TOPICS)
Upon motion made, seconded and carried, the following Resolution No. 12-14-70
was adopted;
"RESOLUTION NO. 12-14-70
"WHEREAS, The Board of Public Works and Safety has hereto-
fore entered into an agreement with St. Joseph County and the
`�'� State of Indiana for the execution of a Traffic Operations Pro-
gram for Increasing Capacity and Safety (TOPICS) plan for the
area, and
WHEREAS, The Board of Public Works and Safety on September
28, 1970, entered into a contract with Clyde E. Williams and
Associates, Inc., a consulting engineer, for the preparation of
a TOPICS plan as set forth in Exhibit "A," the TOPICS study de-
sign, and
WHEREAS, Paragraph IV of the TOPICS study design sets forth
a plan for early implementation projects and the consultant having
submitted a list of seven projects for early implementation,
NOW, THEREFORE, BE IT RESOLVED, That the Board of Public
Works and Safety herein accepts the recommendation and orders
the consultant to proceed with the preparation of final design
plans and specifications.
The Board further orders that the necessary ordinances be
prepared to appropriate funds for engineering, land acquisition
(whether by purchase or condemnation) and construction.
The Board further orders that application be made for local
road and street funds from the State auditor.

MATTER PERTAINING TO DISMISSAL OF RONALD SILCOTT AND JAMES W. ADAMSON
A letter was opened and read from Albert J. Beutler regarding the action
of the Board relative to Ronald Silcott. Mr. Taylor announced several
letters have been received by the Board pertaining to the Board's action
and are on file in the Board office for any one wishing to read them.
PARK DEPARTMENT - ACQUISITION OF REAL ESTATE 900 BLOCK N. ST. LOUIS BOULEVARD
An appraisal in the amount of $3200 for three lots on the east side of
the 900 block of North St. Louis Boulevard was filed with the Board, and
the Board of P8 rk Commissioners are to be requested to file a resolution
with the Board of Public Works and Safety setting out their need for this
real estate and requesting that the Board of Public Works and Safety
make this acquisition for the City of South Bend from the cumulative
capital improvement fund.

APPLICATION FOR ELECTRICITY - BRENTWOOD COURT
Upon motion made, seconded and carried the Board approved the application
of Joseph Manning and William Drehmel for electricity for a mobile home
to be used only as an office and display area, with no sewerage or water
connections to be made, on property designated as Brentwood Court at
Mayflower Road and Sample Street.
TAXICAB STANDS APPROVED - INDIANA CAB COMPANY
Upon motion made, seconded and unanimously carried, the Board approved
the request of the Indiana Cab Company for cab stands on Washington Avenue
and N. Main Street as follows:
2 - cab stands in the 200 block of West Washington Avenue, just
west of the alley on the north side of the street.
2 - cab stands in the 100 block of N. Main Street, on the west
side of the street.
REQUEST TO BURN TREES DENIED - SCOTTSDALE MALL
Upon motion made, seconded and unan1mously carried, the Board denied the re-
quest of Bartolini Excavating Company, 16242 Day Road, Mishawaka, Indiana, to
burn trees in cleaning up a tract of approximately 50 acres on the corner of
Miami and Ireland Road in the Scottsdale Mall upon the recommendation of the
Fire Chief since no permits have been issued for burning since September,
1970.
REQUEST TO ERECT FLAG POLES IN FRONT OF AMERICAN NATIONAL BANK BUILDING
Upon motion made, seconded and unanimously carried permission was granted
to the American National Bank to erect two flag poles on N. Main Street bn
front of the building on the condition that t_5e City of South Bend be provided
with a hold harmless agreement.
REQUEST OF GRANADA THEATRE
Upon motion made, seconded and unanimously carried, the Board approved the
request of H. J. Schenkel, Manager of the Granada Theatre for traffic control
in front of the Theatre for the invitation premiere of "The Wild Country" December
15, 1970, and the request was referred to the Traffic Division of the Police
Department for execution.
CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TRANSFER - ZICK TO THOMPSON
Upon motion made, seconded and carried, the Board approved the transfer
of certificate of public convenience and necessity from Ernest Zick to Grady
L. Thompson, 1134 Harvey Street, South Bend, Indiana, for Cab #11 on condition
that the vehicle passes inspection and the filing of a certificate of liability
insurance with the City of South Bend.
STREET LIGHTING APPROVED
Upon motion made, seconded and unanimously carried, the recommendations of the
Traffic Engineering Department were approved for the following street lighting:
Installation of one 20,000L MV OH WP at the intersection of
Angela and Eddy, at a cost of $66.00 per year.
Installation of three 43,000L FL UG SP lights at the American National
Bank Building, two in the 200 block of W. Washington and one in the
100 block of N. Main Street, at a cost of $49.80 per month.
TRAFFIC REGULATIONS APPROVED
and carried,
Upon motion made, seconded,/the recommendations of the Traffic Engineering
Department were approved for the following traffic regulations:
Prohibit parking in the 100 block of W. Navarre Street until the con-
struction of Memorial Hospital has been completed.
Install a "stop" sign at Corby homes exit, at Corby Street and Patty Lane.

Change "yield" -signs and posts to "stop" signs on Oakridge at Corby,
and install "stop ahead" signs in advance.
Install "no parking" signs on the south side of the east -west alley
south of 100 W. Pokagon Street.
Paint Notre Dame Avenue approach curbs yellow for 50 feet in advance of
the intersection. Paint exit curbs yellow for 30 feet from the inter-
section.
Paint Corby Street approach curbs a standard 30 feet in advance of the
stop signs. Paint exit curbs a standard 20 feet from the intersection.
Paint "no parking" signs to supplement the yellow curb.
Speed limit - Cleveland Road: Post roadway east of Riverside to the
city limits 1145 MPH."
EXCAVATION BOND RELEASED - J. B. FLECK
Upon motion made, seconded and carried, excavation bond ##27474 13 4248 64
issued by Uoited States Fidelity and Guaranty Company on behalf of J. B.
Fleck was released and cancelled as of December 31, 1970.
