A special meeting of the Board of Public Works and Safety convened at
2:30 P.M., on December 10, 1970, for the -consideration of an emergency
situation arising as the result of the cave-in of a culvert on South Iron-
wood Drive north of Ridgedale Road. Present were Lloyd S. Taylor and James
A. Bickel.
Upon motion made, seconded and carried, the fiollowing Resolution was
adopted:
"RESOLUTION NO. 12�-10'70
WHEREAS, a brick arch culvert constructed some 40 or 50
years ago has suddenly failed causing a cave in on South Ironwood
Drive 458 feet north of Ridgedale Road, and
WHEREAS, this cave in has exposed a six inch high pressure
gas main and part of the narrow pavement has dropped away causing
an extreme traffic hazzard, and
WHEREAS, barricades and light for night protection are
continually being moved without authorization by unknown persons,
and
WHEREAS, the South Bend Water Works is concerned about
the 12 inch feeder main that may be exposed in the event of an
unusual rain storm,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC
WORKS AND SAFETY that an emergency exists and that the Engineer-
ing Department be instructed to prepare plans and specifications
immediately and to solicit three letter proposals for construction
from interested contractors.
Due to the extreme emergency, the Board of Public Works
and Safety, after review of said proposals, will award the contract
to the lowest and best bidder without advertising so that the work
can be accomplished at the earliest possible date. (See attached
pictures and letter from the South Bend Police Department.)
