The minutes of the previous meeting were reviewed and approved. BIDS OPENED FOR ABANDONED VEHICLES This being the date set for receiving bids for approximately 500 abandoned vehicles, the Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on November 6 and November 13, 1970, which were read and found to be sufficient. Walnut St. South Bend, Indiana, 46621------------------ $5,555.00 Over 500 vehicles, plus $11.11 per vehicle in excess of 500. Upon motion made, seconded and unanimously carried the bids were referred to the Engineering Department for review and recommendation. BIDS OPENED FOR FIRE HOSE This being the date set for receiving bids for fire hose for the Fire Depart- ment, the Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on November 13 and November 20, 1970, which were read and found to be sufficient. The only bid received was from Midwest Fire and Safety Equipment Company, Inc., 1605 Prospect Street, Indianapolis, Indiana, which was accompanied by a non collusion affidavit and bid bond in the amount of 109% of the bid. FIRE DEPARTMENT - APPLICATION The application of Gerald James Kwiatkowski for appointment to the South Bend Fire Department was filed with the.Bsbard and referred to the Personnel Director for further processing. POLICE DEPARTMENT - APPLICATION The application of John Joseph Pickens for appointment to the South Bend Police Department was filed with the Board and referred to the Personnel Director for further processing. BUILDING DEPARTMENT - SUB -STANDARDS DIVISION J. W. Adamsen, Sub -Standards Director, appeared before the Board and the following matters were taken up: 1818 S. St. Joseph Street. Upon motion made, seconded and carried, the matter of 1818 S. St. -Joseph Street was continued one week at the request of the Sub -Standards Director. 1011 S. Rush Street, The Sub -Standards Director reports this building open and vandalized; that the First Federal Savings and -Loan Association has asked that the matter be continued until their next Board meeting December 14, 1970, at which time they will advise whether the structure will be re- habilitated or torn down. Upon motion madg, seconded and unanimously carried, the matter was continued three weeks. Benjamin Burns, 743 N. Elmer Street, owner of the property across the alley, objected to the continuation. 603 E. Kease . Upon motion made seconded and unanimously carried, the matter of 603 E. Keasey Street was continued one week for attorney Lang to get in touch with the .owners who live in.Florida. 205 N. Walnut. The Sub -Standards Director reports this building has been posted as unfit for human habitation; that a second fire occurred there Saturday morning; and that he understands the owner does not intend to rehabilitate the building. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for the de- molition of the structure at 205 N. Walnut Street. 122 S. Laurel Street. Max Cohen, father of the owner, and Joseph Wein, son-in-law of Max Cohen, III Tuxedo Drive, South Bend, Indiana, appeared before the Board on behalf of the owner Joseph Kahlnick. Mr. Wein stated the owner intends to repair the downstairs of the structure. Upon motion made, seconded and unanimously carried, the matter pertaining to 122 S. Laurel Street was continued four weeks on condition that the structure be kept closed; and the Sub -Standards Director was requested to keep the property under surveillance. 509 W. Monroe Street. Max Cohen, owner, was present. The Sub -Standards Director reports this building unoccupied and presently closed, and that it has been posted as unfit for human habitation. Upon motion made, seconded and carried, the matter of 509 W. Monroe�Street was continued indefinitely and the Sub -Standards Director was requested` to keep the property under surveillance. . 11/30/70 702 E. Wenger Street. The Sub -Standards Director rep©rts the owner has ad- vised she is unable to rehabilitate this property. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for the demolition of the structure at 702 E. Wenger Street. 530 E. Wenger Street. Upon motion made, seconded and carried, the matter of 530 E. Wenger Street was further continued one week. 223 S. Chapin Street. The owner James N. Baker appeared before the Board. Mr. Adamson reports the property is now closed. U pon motion made, seconded and unanimously carried, the matter of 223 S. Chapin Street was continued indefinitely and the Sub -Standards Director was requested to keep the property under surveillance. 128L S. Laurel Street. Upon motion made seconded and carried, the matter of 1 S. Laurel Street was.further continued one week, 118 E. Paris Street. The Sub -Standards Director reported the owner is willing for the City to demolish the structure. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for demolition of the structure at 118 E. Paris Street. 1606 Prairie Avenue, The Sub -Standards Director reported this structure has been demolished by the owner. Demolition bids: This being the date set, bids for demolition,of the following structures were opened. Non collusion affidavits were found to be proper. The bids were as follows: 709 N. HI11 Street O'Neal Trucking Co. $1,000.00 John Vanek 636,00 Bryant Excavating Co. 741,00 Midwest Demolition Co. 864.00 It was moved, seconded and unanimously carried that contract for demolition of the structure at 709 N. Hill Street be awarded to John Vanek as the low bidder on condition that he provide the City with a statement in writing that the matter pertaining to the sidewalk at 412 Wilber Street!.will be satisfactorily taken care of and that any money owed to the City for parking meter bags may be deducted from.any payment due on the.contract. 133-135 E. Keasey O'Neal Trucking Co. $ 899.00 Midwest Demolition Co. 899.00 Bryant Excavating Co. 741.00 B & J Demolition Co, 735.00 John Vanek 620.00 It was moved, seconded and unanimously carried that contract for demolition of the structure at 133-135 E. Keasey Street be awarded to John Vanek on his low bid of $620.00, on condition that he provide the City with a statement in writing that the matter pertaining to the sidewalk at 412 Wilber Street be satisfactorily taken care of and that any money owed to the City for parking meter bags may be deducted from any payment due on the contract. Request for owners of sub -standard properties to appear before the Board 12/14/70 Upon motion made, seconded and unanimously carried, the Board approved the re- quest of the Sub -Standards Director for the following persons to appear before the Board December 14, 1970, to show cause, if any they have, why the following structures should not be demolished: 1613 S. Leer Street - Lottie King 1316 Hine Street - Athonia and Bernice Belt 1230 W. Colfax Ave. -, Henry and Berdella Blain 1631 S. Franklin - Danilo Miskin 1312 S. St. Joseph - Minion A. Stanton 1 And the Clerk was directed to so notify said owners by certified mail. 11/30/70 REQUEST TO ADVERTISE FOR BIDS FOR JANITORIAL SERVICES - MUNICIPAL SERVICES FACILITY AND MUNICIPAL -GARAGES NOS. 1 AND 2 Upon motion made, seconded and -carried, the'Board approved the request of the Purchasing Director for permission to advertise for bids for janitorial services for Municipal Services Facility and Municipal Garages Nos. I and 2 for the calendar year 1971. -December 14, 1970, was the date set for receiving bids, and the Clerk was directed to give notice by publication in the South Bend Tribune and the Tri County News on December 4 and December 11, 1970. REQUEST TO ADVERTISE FOR BIDS FOR 1971 TRUCK EQUIPMENT Upon motion made, seconded and carried, the Board approved the request of theCity Engineer for permission to advertise for bids for'1971 truck equip- ment for various departments. December 21, 1970, was the date set for re- ceiving bids, and the Clerk was directed to give notice by publication in the South Bend Tribune and the TriCounty News on December 4 and December 11, 1970. e-.•I REQUEST TO ADVERTISE FOR BIDS FOR MISCELLANEOUS EQUIPMENT Upon motion made, seconded and carried, the Board approved the request of the City Engineer for permission to advertise for bids for 1971 truck ` equipment.. December 21, 1970, was the date set for receiving bids, and the Clerk was directed to give notice by publication in the South Bend Tribune and the Tri County News on December 4 and December 11, 1970. ADVERTISE FOR BIDS FOR SANITARY SEWER - AIRPORT INDUSTRIAL PARK, PHASE III Upon motion made, seconded and carried, the Clerk of the Board was authorized to advertise for bids for the construction of a sanitary sewer in Airport Industrial Park, Phase III. December 28, 1970, was the date set for re- ceiving bids, and the Clerk was directed to give notice by publication in the South Bend Tribune and the Tri County News on December 4 and December 11, 1970. ENGINEER !'RECOMMENDATION - IMPROVEMENT RESOLUTION NO. 3323 - HUMBOLDT STREET For the improvement of Humboldt Street, from Elmer to Huey, by constructing a Class C pavement with curbs. Clyde E. Williams & Associates, Inc., consulting engineers, having examined the bids received November 23, 1970, for said improvement, finds that McIntyre and Jones Construction Company, Inc. has the lowest and best bid for Class C, Type I concrete and Rieth Riley Construction Company, Inc., has the lowest and best bid for Class C, Type III -A concrete, and recommends that Class C, Type I concrete be used. Upon motion made seconded and carried, action by the Board was postponed one week. AGREEMENT WITH INDIANA STATE HIGHWAY COMMISSION FOR RELOCATION OF STATE HIGHWAYS NOS. 31 and 33 AND SR2 A proposed agreement between the Indiana State Highway Commission and the City of South Bend, by its Board of Public Works and Safety, for the re- location of U. S. Highways Nos. 31 and 33 and SR2 consistent with the City urban renewal plans was approved and executed by the Board and forwarded to the Indiana Highway Commission, 100 N. Senate Avenue, Indianapolis, Indiana, 46204 , for its approva'l'and execution. PETITION FOR SEWER - E. P. SCHULZ, 604E. FARNEMAN STREET Upon motion made, seconded and carried, the petition of E. P. Schulz, 604 E. Farneman Street, South Bend, Indiana, for a sewer on E. Farneman Street, and the report of the St. Joseph County Health Department of unsanitary conditions because of septic tanks were referred'to the Engineering Department for study and recommendation. 11/30/70 PETITION FILED TO VACATE ALLEY - FRANK J. MORROW Arthur W. Frisk attorney, files with the Board the petition of Frank J. Morrow, to vacate the east -west alley between Lots 56 and 57, between the west line of South 24th Street and the east line of the first,-Morth-south alley west of South 24th Street, in the city of South Bend, Indiana, together with a deposit of $65.00•for costs. Upon motion made, seconded and card ed, the petition was referred simultaneously to the Engineering Department and the Area Plan Commission for study and recommendation, COMPLAINT OF CLARA NOWICKI - JUNK CARS Mrs. Clara Nowicki, 1410 W. Ford Street, South Bend, Indiana, appeared before the Board and complained of "junk" cars parked on either side of her garage for a long period of time and asked that they be removed. The matter will be referred to Cecil McHenry for investigation. TAXICAB DRIVERIS LICENSE - ROBERT HENDERSON Robert Leon Henderson appeared before the Board in reference to his appli- cation for a taxicab driver's license, previously denied, explaining he was out of town on September 28, 1970, when requested to appear before the Board and was unable to be present. Mr. Henderson asked a review of his application and was referred to the office of the City Controller. COMPLAINT OF MELTON 0. BRANNAN A letter -of complaint from Melton 0. Brannan, President, River Park 3rd District Democratic Club, Inc., 3024 Mishawaka Avenue, South -Bend, Indiana, regarding the use of snow plows by the Street Department was reviewed and referred to the Street Department. REQUEST OF GREYHOUND LINES TO ESTABLISH BUS SERVICE BETWEEN CHICAGO AND NOTRE DAME WEEK ENDS Upon motion made, seconded and carried, the -Board approved the request of Greyhound Lines, Clark and Randolph Streets, Chicago, Illinois, 60601 to establish a bus service between Chicago and Notre Dame on Fridays and Sundays, traveling between U. S. #31 and the campus via Angela Boulevard. CERTIFICATES CONTINUING CONTRACTORS' BONDS REJECTED Certificate continuing contractor's bond on behalf of'Hickey Construction Company to 1/l/72 was rejected and ordered returned for the attachment of a proper power of attorney. Certificate continuing contractor's bond on behalf of Tuggy Ito, d/b/a Ralph Keller Company was rejected and returned for the attachment of a proper power of attorney. CERTIFICATE CONTINUING EXCAVATION BOND REJECTED Certificate ¢ontinuing excavation bond on behalf of Tuggy Ito, d/b/a Ralph Keller Company was rejected and ordered returned for a proper bond.
