The minutes of the previous meeting were reviewed and approved. OPEN BIDS - CONSTRUCTION OF LOGAN-36TH STREET STORM SEWER AND LAGOON "Kit This being the date set for receiving bids for the construction of Logan-36th Street storm sewer and Lagoon "K," the Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on the 16th day of October and on the 23rd day of October, 1970, which were read and found to be proper. All bids were accompanied by non collusion affidavit, bid bond in the amount of 9/o of the bid, and Indiana State Board of Accounts Form 96-a (bidder's financial statement). Upon motion made, seconded and unanimously carried, the bids were referred to the Engineering Department for review and recommendation. FIRE DEPARTMENT - APPOINTMENTS Upon motion made, seconded and carried, and upon the recommendation of Fire Chief Joseph L. Zurat, the following appointments were made to the South Bend Fire Department effective November 2, 1970: Timothy H. Germann Ralph J. Szymanski Thomas R. Janowiak Dale R. Wedel Stephen M. Sayer FIRE DEPARTMENT - RETIREMENT Upon motion made, seconded and unanimously carried, the Board accepted and approved the retirement of fireman John Gish effective November 7, 1970, fireman Gish having been appointed to the Department October 26, 1943, and having served 27 years on the Fire Department. REQUESTS O INSPECT FIRE APPARATUS FACTORY - FIRE DEPARTMENT Upon motion made, seconded and carried, the Board authorized the"rookie class" of the Fire Department to visit the John Bean Factory in Tipton, Indiana, for a training session and to inspect fire apparatus, December 7, 1970. 1 REQUEST TO TRANSFER FUNDS - FIRE DEPARTMENT Upon motion made, seconded and unanimously carried, the Board approved the re- 11/2/70 quest by the Fire Department for the transfer of $2000.00 from the general fund to Account Q-262 (medical, surgical and dental), and the request was referred to the Legal Department for the preparation of an ordinance for the consideration of the common Council. POLICE DEPARTMENT - APPLICATION The application of Richard Fredrick Wagnerowski for appointment to the South Bend Police Department was filed with the Board and referred to the Personnel Director -for further processing. POLICE DEPARTMENT - APPOINTMENTS Upon motion made, seconded and unanimously, and upon the recommendation of Chief of Police Loren M. Bussert, the Board approved the appointment to the South Bend Police Department, effective as of November 1,' 1970, of the' following; Shirley A. Woods Norval J. Williams e-i BUILDING DEPARTMENT - SUB -STANDARDS DIVISION J. W. Adamson, Sub -Standards Director, appeared before the Board and the following matters were taken up; 118 E. Paris Street. Louis Anderson did not appear as.requested. Upon motion made, seconded and carried, the matter was continued one week. 128 E. Paris Street. Mr. Adamson reported the family living here has been relocated; that the house is open; that the owner has advised he cannot repair the place. Upon motion made, seconded and carried, the Sub -Standards Director was authorized to seek bids for the demolition of the property at 128 E. Paris Street. 10124014 E. Western. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for the demolition of the structures at 1012-1014 E. Western. 1109 W. Colfax Avenue. Mr. Adamson reported the building is'open and has been posted as unfit for human habitation. Upon motion made, seconded and carried, the Sub -Standards Director was authorized to seek bids for the demolition of the structure at 1109 W. Colfax Avenue. 2712 S. Main. Upon motion made, seconded and unanimously carried, the Sub - Standards Director was authorized to seek bids for demolition of the structure at 2712 S. Main Street. 1137 S. Lafayette. Mr. Adamson reported nothing has been heard from the attorney representing the owner; that the structure has been fire bombed. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for the demolition of the structure at 1137 S. Lafayette Street. 132 E. Elder. Mr. Adamson reported the house has been gutted by fire and is open. Upon ;motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for demolition of the structure at 132 E. Elder Street. Mr. Adamson was requested to obtain pictures of the inside and outside of the structure. 2018 S. Michi an. Upon motion made, seconded and unanimously carried, the matter of 2018 S. Michigan was continued one week. 1022 S. 35th Street. Mr. Adamson reported the garage has.been torn down but not removed and that there is still debris in the yard. Upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for completion offthe demolition of the garage and the removal of related debris of the property at 1022 S. 35th Street. 11/2/70 Demolition bids opened; This being the date set for receiving bids for demolition of the following structures, bids were opened. Non collusion affidavits were found to be proper and the bids were as follows 122 N. St. Louis Street. (accessory building) B & J Demolition Co. O'Neal Trucking Co. $185.00 $150.00 Upon motion made, seconded and carried, contract for deriholition of the accessory strwcture at 122 N. St. Louis Street was awarded to O'Neal Trucking Company on its low bid of $150.00. 722 E. Miner Street. B & J Demolition Co. $600.00 Midwest Demolition Co. $533.00 O'Neal Trucking Co.- $600.00 Upon motion made seconded and carried, contract for demolition of the structure at 722 E. Miner Street was awarded to Midwest Demolition Company on its low bid of $533.00. Request for owners of sub -standard properties to appear before Board 11/16/70 Upon motion made, seconded and carried, the Board approved the request of the Sub -Standards Director for the following persons to appear before the Board on November 16, 1970, to show cause why, if any, the following structures should not be demolished: 830 S. Chapin Street, South t� Bend, Indiana, and Mrs. Louis Jonas, Sr., 1505 S. Catalpa Street, South Bend, Indiana, all of whom were concerned with ingress and egress rby the closing of portions of Catalpa and Chapin Streets without provision for a turn around. After hearing all who wished to speak, the hearing was continued for further study and recommendation regarding ingress and egress for certain residents. And the Clerk was directed to notify the above named persons of the date set for further hearing. PLANS ANDSPECIFICATIONS ADOPTED - IMPROVEMENT.RESOLUTION NO. 3323 - HUMBOLDT STREET Upon motion made, seconded and unanimously carried, the Board approved and ordered placedon file profiles, drawings, plans, specifications and estimates filed with the Board by Clyde E. Williams and Associates, Inc., for the im- provement of .Humboldt Street, from Elmer Street to Huey, by constructing a Class C pavement with curbs. November 23, 1970, at 9:30 A.M., was fixed as the time for receiving.bids for the construction of said work, and the Clerk was directed to give notice by publication in the South Bend Tribune and the Tri County News on November 6 and November 13, 1970. CONTRACT AWARDED FOR CONSTRUCTION OF HEPLER-34TH STREET STORM SEWER AND LAGOON "A" Charles W. Cole & Son, consulting engineers, file with the Board its recommendation for the award of contract for the construction of the Hepler- 34th Street storm sewer and Lagoon "A" to Woodruff & Sons, Inc., as the lowest and best bid, over-all. The Board being duly advised in the premises, upon motion made, seconded and unanimously carried, contract for such construction was awarded to Woodruff & Sons, Inc., on the basis of their alternate bid of $65 878.65. REQUEST TO MOVE HOUSE FROM 2111 S. MIAMI TO 1021 E. ECKMAN (CONT. FROM 10/26/70) Upon motion made, seconded and unanimously carried, the matter pertaining to the removal of the house from 2111 S. Miami Street to 1021 E. Eckman Street was further continued one week. ' REQUEST OF INDIANA CAB COMPANY - CAB STANDS ON MAIN AND WASHINGTON STREETS Clem F. Hazinski, Director of Traffic Engineering, files with the Board his recommendation that two cab spaces in the 200 block on West Washington Street, just west of the alley on the north side of the street; and two cab spaces in the 100 block on North Main Street, on the west side of the street, be granted to the Indiana Cab Company. Upon motion made, seconded and unanimously carried, the matter was referred to the City Controller for review and recommendation. 11/2/70 REQUEST TO ADVERTISE FOR BIDS FOR GASOLINE AND FUEL OIL Upon motion made, seconded and unanimously carried, the Board approved the request of the Purchasing Director to advertise for bids for gasoline and fuel oil for the period Januaory 1 through June 30, 1971, and for the period January 1 through December 31, 1971. November 16, 1970, was set as the date for receiving bids. And the Clerk was directed -to give notice by publication in the South Bend Tribune and the Tri County News on November 6, 1970 and November 13, 1970. REQUEST TO ADVERTISE FOR BIDS FOR,DISPOSAL OF ABANDONED VEHICLES Upon motion made, seconded and carried, the Board approved the request of the Engineering Department for permission to advertise for bids for the removal and disposal of approximately 500 abandoned vehicles acquired under the provisions of the Abandoned Vehicle Act, Chapter 374, Acts of 1969 of the Indiana General Assembly. November 30, 1970, was set as the time for receiving bids. And the Clerk was directed to give notice by publication in the South Bend Tribune and the Tri County News,on November 6 and November 13, 1970. REQUEST TO ADVERTISE FOR FIRE ENGINE - FIRE DEPARTMENT Upon motion made, seconded and unanimously carried, the Board approved the request of Fire Chief Joseph L. Zurat for permission to advertise for bids for a 1500 gallon pumping fire engine for the Fire Department." December 7, 1970, was set as the time for receiving bids. MATERNOWSKI `.IMPRO'VEMENT RESOLUTION NO. 3321 - BEALE STREET SEWER A communication from Charles M. Maternowski, 726 Beale Street, South Bend, Indiana, under date of October 30, 1970, addressed to the Department of Public Works, in reference to the proposed Beale Street Sewer was read and ordered filed. REQUEST TO PARK MOBILE UNIT IN FRONT OF ROBERTSONS - INDIANA & MICHIGAN ELECTRIC COMPANY Upon motion made, seconded and carried, the request of Indiana and Michigan Electric Company, 220 W. Colfax Avenue, South Bend, Indiana, to park a mobile unit in front of Robertson's Department Store November 16, 17 and 18, 1970, was denied as being in violation of a City ordinance. REQUEST FOR "CLEAN-UP" ASSISTANCE - DOWNTOWN SOUTH BEND COUNCIL J A request from John Kagel of the Downtown South Bend Council, 320 W. Jefferson Street, South Bend, Indiana, for clean-up assistance in connection with the Holiday Parade on November 21, 1970, was filed with the Board. It was moved, seconded and carried that the Street Department furnish street sweepers to aid in such clean-up operations. STREET LIGHT REQUESTS Upon motion made, seconded and carried, the request of Luella Myers, 1325 Randolph Street, South Bernd, Indiana, and others,'for a street light:, on Randolph Street at the first alley east of Leer Street, was referred to the Traffic'Engineering Department for study and recommendation to the Board. STREET LIGHTING APPROVED Upon motion made, seconded and unanimously carried, the Board approved the recommendations of the Traffic Engineering Department for relighting and modernizing street lighting in the following areas; The area bounded by Angela, Michigan and the river - at a cost of $863.40 per year. The area bounded by Ewing, Fellows, Farneman and Michigan - at a cost of $1,551.60 per year. 2 71 11/2/70 Area bounded by 30th, Mishawaka Avenue, Ironwood and (but excluding) Jefferson Boulevard - at a cost of $1,477.20 per year. Mishawaka Avenue, from 30th to Ironwood - at a cost of $412.80 per year. PARKING METER CHANGES APPROVED Upon motion made, seconded and unanimously carried, the Board approved the recommendation of the Traffic Engineering Department for the following parking meter changes: Parking meters #9, #11, #13 and #15 on the north side of the 200 block of W. LaSalle removed and replaced with "no parking" zmne. Parking meters #2 and #4 on the south side of the 100 block of E. LaSalle, just east of Michigan, removed and replaced with a "no parking" zone. Parkin meters #2 through ##14 total of �. g g ( 7) on the southwest side of pa the 200 biock of Lincolnway East removed and rep aced with a "no parking" zone. Q ' Parking meters ##1 through #9 (total of 5) on the north side of the 200 block of E. Jefferson Boulevard removed and replaced with a "no parking"zone. Install parking meters at the rear of the Municipal Parking Garages at Jefferson and St. Joseph and at Main and'Colfax Avenue. REQUEST FOR PARADE APPROVED - WASHINGTON HIGH SCHOOL The request of the Washington High School on September 28, 1970, to hold a parade on Friday, September 30, 1970, commencing at 6:15 P.M., from Washington High School and traveling to School Field, with police escort, approved by the Board on September 28, 1970, is hereby confirmed and made a part of these minutes. STREET LIGHT OUTAGE REPORTS Street light outage reports for the period 10/22/70 to 10/29/70 were ordered filed.
