A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M., on June 15, 1970, with all members present. The minutes of the last
meeting were reviewed and approved.
BIDS OPENED FOR TEMPORARY LOAN WARRANTS
This being the date set for receiving bids for temporary loan warrants in the
amount of $1,350,000.00, the Clerk tendered proofs of publication in the South
Bend Tribune and the Tri County News on May 29 and June 5, 1970, which were
read and found to be proper.
Bids were submitted by the First Bank and Trust Company, 133 S. Main Street,
South Bend, Indiana, at an interest rate of 4.28% per-annum, with no premium;
and by the St. Joseph Bank and Trust Company, 202 S. Michigan Avenue, South
Bend, Indiana, at an interest rate of 5.625% per annum, with a premium of
$11.00.
There being no other bids received, the motion was made, seconded and
unanimously carried, to accept the bid of the First Bank and Trust Company
at the interest rate of 4.28°% per annum.
'BIDS OPENED - FIRE DEPARTMENT UNIFORMS
This being the date set for receiving bids for uniforms for the Fire Department
for the period 7/l/70 through 12/31/70, the Clerk tendered proofs of publication
in the South Bend Tribune and the Tri County News on June 5 and June 12, 1970,
which were examined and found to be proper.
The only bid received was from Gerber Manufacturing Company, Inc., 1655 E.
12th Street, Mishawaka, Indiana. Non collusion affidavit was found to be
proper. The bid was accompanied by a bid bond in the amount of $6,000.00.

Upon motion made, seconded and -unanimously carried, the bids were referred
to the Chief of Police and the Purchasing Director for review and recommendation.
FIRE DEPARTMENT - REQUEST TO ATTEND INDIANA FIREFIGHTERS ASSN MEETING
Upon motion made, seconded and unanimously carried, the Board approved the
request for Captain William Schmidt to attend and address the Indiana Fire-
fighters Association meeting in Indianapolis, Indiana, on July 9, 1970.
FIRE DEPARTMENT - RE -QUEST TO PRESENT DEMONSTRATION AT DECATUR, MICHIGAN
Upon motion made, seconded and unanimously carried, the Board approved the
request of Fire Chief Joseph L. Zurat for officers Daniel Plencner, Victor
Richart and Joseph Jelinski to present an instructive demonstration to the
American Red Cross summer aquatic school at Lake of the Woods, Decatur,
Michigan, June 18, 1970, on first aid and rescue.
FIRE DEPARTMENT - APPOINTMENT OF WALTER JAMES WEST
Upon motion made, seconded and unanimously carried, the Board approved the
recommendation of Fire Chief'=Joseph L. Zurat'-for the appointment of Walter
James West to the South Bend Fire Department, effective June 15, 1970.
FIRE DEPARTMENT - APPLICATION FOR APPOINTMENT
The applications of Frank Murphy and Wendeline James Switalski for appointment
to the South Bend, Fire Department were filed with the Board and referred to the
Personnel Director for further processing.

The recommendation of Chief of Police Loren M. Bussert and Services Division

POLICE DEPARTMENT - ADOPTION OF PHYSICAL REQUIREMENTS

Upon motion made, seconded and unanimously carried, physical requirements for
appointment to the South Bend Police Department were adopted as follows:
"PHYSICAL REQUIREMENTS FOR APPLICANTS OF SOUTH BEND POLICE FORCE
AND PENSION FUND.
Any military classification of 4-F or 1-Y or any medical dis-
charge may be considered sufficient cause for rejection.
EYES - - - - - A minimum vision of 20/70 in each eye, correctible
to 20/20. No organic disease of eye. No nystagmus
or strabismus. .
COLOR Pseudo-isochromatic test. Normal color vision re-
PERCEPTION- --quired.
EARS - - - - - Hearing 15/15 by whispered voice or 20/15 spoken voice.
No chronic otitis media or perforation of ear drum.
NOSE AND No infected tonsils, malformations or obstruction of
THROAT - - - - nasal passages.
TEETH - - - - Must have vital, serviceable teeth including four opposing
molars and four opposing incisors. Any plate, denture
or bridge is to be considered as sufficient teo-th,
providing they are directly opposite
NECK - - - - - No enlarged cervical glands, goiter or tumors.
SPINE - - - - No curvature of spine in any degree in which function
is interfered with.
CHEST - -
- - No deficient expansion of chest or deformity which re-
sults in reducing chest capacity and diminishing the
respiratory functions to such a degree as to interfere
with vigorous physical exertion or to produce dis-
figurement when applicant is dressed.
LUNGS - -
- - No abnormal physical findings.
HEART - -
- - -No hypertrophy, murmur or other pathology. Pulse rate
of 50 or below and 166 or above which persists is
cause for rejection. Hop 20 times on each foot,
one hop a second. The exercise test should be given
to determine efficiency of the heart muscle, any
dyspnea or other symptoms of circulatory failure.
A persistent systolic pressure above 140 or a
persistent diastolic pressure above 95 before or
after exercise is cause for rejection.
ABDOMEN -
- - -No hernia, abdominal mass or abnormally enlarged organ.
RECTUM- - -
- No pilonidal cyst or hemorrhoids or anal dermatis.

"GENITO- Persistent albuminuria or pyuria is cause for
urinary rejection.
EXTREMITIES - - No deformity which interferes with normalfunction.
No vericose veins.
MENTAL - - - - No mental deficiency, abnormal nervous manifestation
or abnormal reflexes. -
SKIN - - - - - - No -severe or disfiguring skin disease.
X-RAYS - - - Chest must be normal.
SEROLOGY- - - - Must be negative."

ment were filed with the Board and referred to the Personnel Director for

APPLICATIONS FOR APPOINTMENT AS SPECIAL POLICE OFFICERS
Upon motion made, seconded and unanimously carried, upon the recommendation
of Chief of Police Loren M. Bussert, the appointment of the following
applicants as special police officers was approved by the Board:
Nathan E. Jones - employed by Consolidated Negro Contractors ,
Stanley Lee Plump - employed by Consolidated Negro Contractors
POLICE DEPARTMENT - STATISTICAL REPORT
Statistical report of the Police Department for May, 1970, was ordered filed.
BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
J. W. Adamson, Sub -Standards Director, appeared before the Board and the
following matters were taken up.
736 Frances Street. Wallace Mitchell, Jr., son of the deceased owner of the property,
appeared before the Board and stated that he has secured the house and cleaned
up the premises, and that he will arrange with Mr. Adamson for him to inspect
the interior. Upon motion made, seconded and unanimously carried, the matter
was continued indefinitely and the Sub -Standards Director was requested to keep
the property under surveillance.
1137 S. Franklin Street. Mr. Nietch appeared before the Board and stated the
property is owned by his mother who is incapacitated, and that it is his
intention to tear the house down. Upon motion made, seconded and unanimously
carried, the matter was continued four weeks for the owner to demolish the
structure, with the understanding that it will be taken down within that time.
2227 Smith Street. Mr. Adamson reported this property in extremely bad condition.
Upon motion made, seconded and unanimously carried, the Board authorized the
Sub -Standards Director to seek bids for demolition of the structure at
2227 Smith Street.
1223 S. Carroll Street. Mr. Adamson reported this structure removed by the
owner.
1325 Liston Street. Mr. Adamson reported this building has been posted as
unfit for human habitation; that it is open and badly.deteriorated. Upon
motion made, seconded and carried, the matter was continued one week to permit
the Sub -Standards Department time to contact the owners.

1110 N. Hill Street. Mr. Adamson submitted a picture of the house which
is on the back of the lot. Upon motion made, seconded and unanimously
carried the Sub -Standards Director was authorized to seek bids for
demolition of the: structure at 1110 N. Hill Street.
305 E. Wenger. Mr. Adamson reported notice to appear before the Board was
hand delivered to Alonzo Johnson on June 8, 1970, and that nothing further
has been hear from Mr. Johnson. Upon motion made, seconded and unanimously
carried, the Sub -Standards Director was authorized to seek bids for demolition
of the structure at 305 E. Wenger Street.
1237 Van Buren Street. Mr. Adamson reported this building open as of
Friday, June 12, 1970, and nothing further has been heard from the owners.
Upon motion made, seconded and unanimously carried, the Sub -Standards
Director was authorized to seek bids for demolition of the structures at
1237 Van';!Buren Street.
k32Q W ne;'Street.-Mr. Adamson reported this building wide open, and that he
has been unable to locate the owner. Upon motion made, seconded and unanimously
carried, the Sub -Standards Director was authorized to seek bids for demolition
of the structure at 1320 Hine Street.
625 Columbia Street. Upon motion made, seconded and unanimously carried,
this matter was continued indefinitely to permit the Sub -Standards
Department time in which to relocate the occupants of the building.
3707 Belle Vista. Mr. Adamson reported the house at this address has been
removed; the garage still stands; that the contractor employed by the owner
has not completed the job and that a dangerous hole remains which should be
filled. Mr. Adamson was requested to contact the Bonding Company in reference
to the situation.
132 E. Paris. Mr. Adamson reported the owner has "quitclaimed" this property
to the City. Upon motion made, seconded and unanimously carried, the Sub -
Standards Director was authorized to seek bids for demolition of the structure
at 132 E. Paris Street.

Upon motion made, seconded and unanimously carried, contract for demolition

Upon motion made, seconded and unanimously carried, contract for demolition
of the structure at 1218 S. Carroll Street was awarded to O'Neal Trucking
Company on its low bid of $598.00.
Request for owners of sub -standard property to appear before Board 6/29/70
Upon motion made, seconded and unanimously carried, the Board approved the
request of the Sub -Standards Director for the following persons to appear

before the Board on June 29, 1970, to show cause, if, any they have,why the
following properties should not be demolished:

HEARING ON VACATION RESOLUTION NO. 3315 - BETTY McCLURE
Hearing on Vacation Resolution No. 3315, being for the vacation of:
the first alley east of Portage Avenue from the north
line of McCartney Street to the south line of the first
east -west alley north of McCartney Street.
having been continued from June 1, 1970, was resumed. Petitioner Betty
McClure and attorney H. Theodore Noel] attended the meeting.
Mr. No6ll submitted a letter from the Marathon Oil Company agreeing to
dedicate a five foot strip of land and Mrs. McClure stated her willingness
to dedicate a 20 foot strip of land in connection with the vacation.
Upon motion made, seconded and unanimously carried, the matter was continued
one week and Mr. Noel] was requested to notify the property owners directly
affected, of the continuance.
CONTRACTS AWARDED FOR GASOLINE AND FUEL OIL
Upon motion made, seconded and unanimously carried, contracts for gasoline
and fuel oil for the period 7/l/70 through 12/31/70 were awarded, upon the
recommendation of the Purchasing Director, as follows:

Gasoline: tank wagon delivery @ .1320�; bulk transport @ .1197t.
American Oil Co. (Standard Oil)

RECOMMENDATION - POTAWATOMI PARK BARN
The Board of Park Commissioners recommends that the bid of the Muia Con-
struction Company for the construction of a display barn for the Potawatomi
Zoo be considered as follows:

Upon motion made, seconded and unanimously carried, the matter was continued
two weeks for further study by the Board.
PLANS AND SPECIFICATIONS APPROVED
SEWER EXTENSION - CLEVELAND ROAD TO LILAC ROAD
Upon motion made, seconded and unanimously carried, the Board approved the
plans and specifications filed by Kent S. Kaser, consulting engineer for the
construction of approximately 700 linear feet of 21 inch vitrified clay
sewer, Cleveland Road to Lilac Road.
July 6, 1970, is set as the time for receiving bids for said construction, and
the Clerk is directed to give notice by publication in the South Bend Tribune
and the Tri County News on June 19 and June 26, 1970.

JAMES McNEILE APPOINTED SUPERVISOR OF PARKING FACILITIES
Upon motion made, seconded and unanimously carried, James McNeille was
appointed by the Board of Public Works and Safety as Supervisor of Parking
Facilities, effective June 15, 1970.
REQUEST FOR CAB STAND - COURTESY CAB ASSOCIATION
Upon motion made, seconded and carried, the request of the Courtesy Cab
Association, by Richard Ellis, President, for a cab stand at the new South
Shore Station was referred to the Traffic Engineering Department for
investigation and recommendation to the Board.
COMPLAINT - COMMON COUNCIL
A communication from the office of the City Clerk regarding the complaint
of the City Council as to the paving of roads in newly annexed areas
was referred to the City Engineer for appropriate action.
COMPLAINT - ZONING VIOLATION
Upon motion made, seconded and carried, the complaint of Enid C. Spohnholz,
718 S. Carroll Street, South Bend, Indiana, regarding the use of heavy
machinery in a factory at 720 S. Carroll Street, was referred to the
Building Department for investigation and report to the Board.
COMMUNICATION - ST. JOSEPH COUNTY ENGINEER
Copy of a communication regarding Cleveland Road bridge, addressed to the
Board of County Commissioners by County Engineer William J. Richardson
was ordered filed.
PETITION TO RETAIN PRESENT STREET LIGHTING - PARK AVENUE
Petition bearing the signatures of 132 residents in the 600, 700 and 800
blocks of Park Avenue and the immediate neighborhood for retention of the
present type of street lighting system, upon motion made, seconded and
unanimously carried, was referred to the Traffic Engineering Department
for study and recommendation.
STREET LIGHTING REQUEST- 2000 block S. Swy art Avenue
Petition bearing signatures of 19 persons for additional street lighting
in the 2000 block of S. Swygart Avenue, upon motion made; seconded and
unanimously carried, was referred to the Traffic Engineering Department
for study and recommendation.
STREET LIGHTING REQUEST- CLYDE CREEK AREA - YORK ROAD
The request of Frances Feferman, 2741 York Road, South Bend, Indiana, for
additional street lighting in this area, upon motion made, seconded and
unanimously carried, was referred to the Traffic Engineering Department
for study and recommendation.
TRAFFIC REGULATION - 1500 BLOCK S. MAIN
Upon motion made, seconded and unanimously carried, the Board approved the
recommendation of the Traffic Director to extend the two hour zone length
so as to include a greater curb length in the 1500 block of S. Main Street.
CONTRACTORS' BONDS CANCELLED
Cancellation of contractor's bond-,'T'4227847 on behalf of Willis Brothers
Concrete and contractor's bond ##272770 on behalf of Paul Juhasz, Jr.,
as of June 15, 1970, for any work performed on or after June 15, 1970, was
approved by the Board.

Upon motion made, seconded and unanimously carried,contractor's bond of the
Ohio Casualty Insurance Company on behalf of Herschel Willis, 53335 Olive
Road, South Bend, Indiana, dated 4/21/70 was approved and ordered filed.
STREET LIGHT OUTAGE REPORTS
Street light outage reports for the period 6/4/70 to 6/12/70 were ordered filed.
There being no further business to come before the Board, the meeting ad-
journed at 12:00 noon.

A special meeting of the Board of Public Works and Safety convened at 3:15
P.M. June 15, 1970, with all members present.
The meeting was called for the purpose of considering the appointment of
cadets to the Police Department.
