OPEN BIDS FOR GASOLINE AND FUEL OIL This being the date set for opening of bids, the Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on May 29 and June 5, 1970, which were found to be sufficient. The following bids were received: Gulf Oil Co. US., 2800 E. 39th St., Indianapolis, Ind. Non collu- sion affidavit was -found to be proper. Upon motion made, seconded and unanimously carried the bids are feferred to the Director of Purchasing for review and recommendation. LeFEBURE CORPORATION A letter from the LeFebure Corporation requesting permission to tie their alarm system for Tower Federal Savings & Loan into a--Mosler or Diebold panel at the Police Department was accepted for file. The Clerk of the Board was instructed to inform LeFebure Corporation that the Police Dept. recommends the installation favorably providing it can be connected into the existing equipment,and that the Board will require a written verification from either Mosler or.Diebold as to the use of their equipment for this purpose. REQUEST FOR MILITARY LEAVE OF ABSENCE It was moved, seconded and carried that the request of Chris Hoffman for military leave be approved upon recommendation of Chief Bussert. REQUEST FOR TRANSFER OF FUNDS -- POLICE DEPARTMENT Upon motion made, seconded and carried the request to transfer $3000.00 from Account P-11 (Services Personal) to Account P-262 (Medical, Surgical and Dental) was approved, and referred to the Legal Department for drafting of the ordinance for presentation to the Council. REQUEST TO ATTEND INTERNATIONAL MUNICIPAL PARKING CONGRESS WORKSHOP A motion was made, seconded and carried that Alvin Reeder, Supt. of Parking Meter Dept. be given permission to attend Workshop on June 14 through 17, 1970 in Detroit Mich. WEIGHTS AND MEASURES DEPT. Report for the month of May, 1970 from Bert S. Cichowicz was placed on file. 6/8/70 HEARING ON VACATION RESOLUTION NO. 3317 (VACATION OF EASEMENT ALONG HYDRAULIC AVE.) MILL RACE, INC. This being the date set, Hearing was held on Vacation Res. No. 3317, and the Clerk tendered proofs of publication of. notice in the South Bend Tribune and the Tri County News on May 29 and June 5, 1970, which were found to be sufficient. Bruce H. Stewart, Attorney, appeared on behalf of the petitioners, and it was moved, seconded and carried that Hearing be continued in two weeks to allow time to determine a drainage matter. COMPLAINT OF CHARLES HOWELL OF BUILDERS UNITED CONSTRUCTION CO. Mr. Howell appeared to complain that prefabricated house parts which were loaded on a semi -trailer truck had been otwed away at the request of the Police Dept. due to complaints by neighbors. Mr. Howell was told that the Board would check with the Police Dept, to work out a procedure whereby large trucks would be authorized to park in the street for several hours while being unloaded. BUILDING DEPARTMENT -- SUB STANDARDS DIVISION 725 Fellows - Mr. Mendenhall, owner, appeared before the Board, together with his attorney John Gonas. He was informed that neither of the buildings at this address are to be occupied by anyone and must either be (1) closed up tightly, (2) repaired or (3) demolished. J. W. Adamson, Sub -Standards Director, appeared before the Board, and by motions made, seconded and carried, the Board took actions. as follows: 2116 Western Ave. - Continued for a period of 6 weeks. 1110 N. Hill - Continued for one week. 1002 Culver Place - Continued indefinitely. 1137 S. Franklin - Continued one week to determine if owner of record, Anastasia Leweicka, is the same as Anastasia Nietch who signed return receipt for certified mail notice to appear. 1506 S. Kemble - Two week continuance to give owner time to secure the building. 2202 Pleasant - Two week continuance granted to allow time to arrange for demolition by private contract. 305 E. Wenger - Continued for one week, and Sub -Standard Division directed to hand -deliver certified notice. 507 E. South - It was reported that this structure had been secured, and this case is continued indefinitely with buildingto be kept under surveillance. 1237 Van Buren - Continued for one week, and if building is not secured in this time bids will be sought for demolition. 2808 Pleasant - It was reported that this structure has been secured. This matter to be continued indefinitely and building kept under surveillance. 721 W. Wayne - Sub -Standards Division authorized to seek bids for demolition. 720 George St. - Continued for two weeks. 1022 Franklin - Sub -Standards Division authorized to seek bids for demolition. 1218 S. Request for owners of sub -standard properties to appear before Board June 22, 1970: Upon motion made, seconded and unanimously carried, the Board approved the request of the Sub -Standards Director for the following owners of sub -standard properties to appear before the Board on June 22, 1970, to show cause, if any they have, why the following properties should not be demolished. AWARD OF CONTRACT -- SITE IMPROVEMENTS AT CHIPPEWA AND MAIN Upon motion made, seconded and carried the recommendation of Engineering Planning Services, Inc. in their letter of June 2, 1970 was accepted, and the contract for bids taken June 1,;1970 awarded to Rieth-Riley Construction Co., Inc. in the amount of $18,984.50 subject to the availability of funds. IMPROVEMENT RESOLUTION NO. 3311 - ALLEY BETWEEN HOLLYWOOD PLACE AND INGLEWOOD PLACE.`FROM WOODLAWN TO OAKWOOD . It being determined that the remonstrances filed with the Board on May 28, 1970 did not contain the required number of signatures of resident freeholders to rescind this improvement resolution, the move was made, seconded and carried that resolution be finally confirmed and that plans and specifications be adopted. The Clerk of the Board is instructed to give notice by two weekly publications that bids will be received on June '22, 1970'at 9:30 A.M. in Room 1308 of the County -City Building for thisimprovement. It was moved, seconded and carried that the resolution be adopted and referred to the Legal Department for the drafting of the proper ordinance or resolution for action by the Common Council. REQUEST FOR 12 MINUTE PARKING METER - 200 W. Colfax Qh the recommendation of the Traffic Engineer it was moved, seconded and carried that the request of the South Bend Tribune to reduce parking meter time on the north side of the 200 block W. Colfax be approved. This is for a period of 90 days at which time a final report and recommendation will be made. RECOMMENDATIONS FOR TRAFFIC REGULATIONS The motion was made, seconded and carries to approve the recommen- dation of the Traffic Engineer to install 3 - 30 minute time limit signs and posts on the west side of 25th St. alongside 2416 Mishawaka Ave. The first paragraph of the Traffic Engineer's letter of recommenda- tion is to be returned for further clarification. REMOVE ONE HOUR SIGNS AND POSTS IN FRONT OF 730 S. LAFAYETTE It was moved, seconded and carried that the recommendation of the Traffic Engineer to remove 5 one hour signs and posts be approved. STREET LIGHT OUTAGE REPORTS Street light outage reports for the period 5/27/70 to 6/5/70 were ordered filed.
