A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M.,
on April 6, 1970, with Lloyd S. Taylor and James A. Bickel present. The minutes
of the previous meeting were reviewed.
BIDS OPENED - STREET MATERIALS
This being the date set for receiving bids for:
Item #3 (of bid 3/9/70) - 275,000 gals. -more or less, SS-1H
emulsified asphalt (anionic)
Item #6 (of bid 3/9/70) - 900 tons more or less, street
patching material
the Clerk tendered proofs of publication of notice in the South Bend Tribune and
the Tri County News on March 27 and April 3, 1970, which were read and.found to be
proper. The following bids were received:
Bituminois Materials Co. Inc., 417 Marycrest Bldg., South Bend, Indiana. Non
collusion affidavit was found to be proper.' Bid was accompanied by bid bond of
10% of the bid.
Item #3 - $0.1210 per gal(truck delivery). $0.1260 per,gai (tank deliveryl.
Item #6 - $7.25 per ton #11 or #12 crushed limestone mixture

collusion affidavit was found to be proper. Bid was accompanied by a bid bond of
$10,000.00.

Non collusion affidavit was found to be proper. Bid was accompanied by bid bond
of 10% of the bid.
Item #6 - $7.50 per ton - using MC or SC as liquid.
$8.50 per ton using emulsified asphalt
There being no other bids, upon motion made, seconded and carried, the bids were
referred to the Street Commissioner for study and recommendation to the Board.
OPEN BIDS - ROSEMARY LANE SEWER EXTENSION
This being the date set for receiving bids for the construction of approximately
1125 linear feet of 10 inch sewer and sewage lift station for the Rosemary Lane,
Sewer Extension, the Clerk tendered proofs of publication of notice in the South
Bend Tribune and the TO County News on March 13 and March 20, 1970, which were
examined and found to be proper.
Bids were received as follows:
H. DeWulf Mechanical Contractor, Inc., 2540 W. Sixth Street, Mishawaka, Indiana.
Non collusion affidavit was found to be proper. Bid was accompanied by a bid bond
of 10% of the bid and financial statement (Form 96-a).

Dye Plumbing & Heating, 712 Madison Street, LaPorte, Indiana, 46350. Non collusion
affidavit was found to be proper. Bid was accompanied by a bid bond of 10% of the

affidavit was found to be proper. Bid wa accompanied by a bid bond of 10%

statement of performance bond.

There being no further bids,ypon motion made, seconded and carried, the bids
were referred to the consulting engineer, Pharis-Kaser & Associates, °Inc.,
Elkhart,11 Indiana, for study and recommendation to the Board.
APPLICATION FOR APPOINTMENT TO FIRE DEPARTMENT
The application of'lRalph John Szymanski and of Kenneth Aloysius Nowak for
appointment to the South Bend Fire Department were filed with the Board and
referred to the Personnel Director for further processing.
RETIREMENT FROM FIRE DEPARTMENT - CLEM T. BORKOWSKI .
Upon.motion made, seconded and carried, the Board accepted and approved the
retirement of Clem T. Borkowski ,from the South Bend Fire Department effective
April 12, 1970, fireman Borkowski having been appointed 12/17.47 and having
served over 22 years.
REQUEST LEAVE FROM POLICE DEPARTMENT FOR MILITARY DUTY - THOMAS L. DUTRIEUX
Upon the recommendation of Chief of Police Loren M. Bussert, the Board
approved the request of Officer Thomas L. Dutrieux for leave from Police
duty from July 11 through July 25, 1970, for military service at Camp McCoy,
Wisconsin.
APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER - TERRY RICHARD WHEELER
Upon motion made, seconded and carried, the application of Terry Richard Wheeler,
employed by Redden Travel Bureau, for appointment as a special police officer,
was referred to the Legal Department for recommendation regarding such appoint-
ment.
REQUEST TO ATTEND CONFERENCE - WEIGHTS & MEASURES DEPARTMENT
Upon motion made, seconded and carried, the Board approved the request of
Bert Cichowicz, City Sealer, to attend the 57th annual conference of the
Indiana Association of Inspectors of Weights and Measures in Fort Wayne, Indiana,
April 13 through April.15, 1970.
MONTHLY REPORT - WEIGHTS & MEASURES DEPARTMENT
The monthly report of the Weights and Measures Department for March, 1970, was
reviewed and ordered filed.
BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
J. W. Adamson, Sub -Standards Director, appeared before the Board and the
following matters were taken up.
936 W. LaSalle Street. Attorney William A. Hosinski appeared before the Board and
submitted a warranty deed for this property from the owners of 936 W. LaSalle
Street, Jean Pridmore Bryan and Robert J. Bryan, to the City of South Bend which,
upon anotion made, seconded and carried, was accepted by the Board. The further
motion was made, seconded and carried that the Sub-Standards Director be
authorized to seek bids for demolition of the structure at 936 W. LaSalle Street
816 W. Oak Street. Mr. Lamirand appeared before the Board and reported this
structure is now closed. The motion -was made, seconded and carried to continue
the matter indefinitely and the Sub -Standards Director was requested to creep
the property under surveillance and report on its condition in approximately
90 days.

740 N. Frances Street. Paul J. Goldberg, 2201 S. High Street, South Bend,:
Indiana, appeared before the Board and stated he has purchased this property
and intends to rehabilitate it. Upon motion made, seconded and carried, the
matter was continued indefinitely, and the Sub -Standards Director was requested
to keep the property under surveillance and report on i-ts condition in
90 days.
1016 W. Washington Street. Upon motion made, seconded and carried, this matter
was continued four weeks for the St. Joseph County Commissioners to investi-
gate the possibility of rehabilitating the building.
123 N. Jackson. This matter was further continued one week for Sub -Standards
Department to further check -the closing of -the building.
661 LaPorte Ave. Mr. Adamson reported he has received a letter from the Health
Department reporting their investigation, and that the premises have been
partially cleaned up. Upon motion made, seconded and carried, the matter was
continued one week for further investigation.
4035 S. Michigan. Upon motion made, seconded and carried, this matter was further
continued to April 20, 1970.

PLANS AND SPECIFICATIONS ADOPTED - IMPROVEMENT RESOLUTION NO. 3294 - ALLEY
FROM.NOTRE DAME TO ST. PETER STREET
Plans and specifications approved by the Board on November 17, 1969, for
the improvement of the alley in the 200 block north of Notre Dame Avenue
from Notre Dame to St. Peter Street, by constructing a Class C, Type 1
concrete pavement, upon motion made, seconded anc carried, were adopted
and ordered placed on file. April 20, 1970, at 9:30 A.M., was set as the
time for receiving bids for said improvement. And the Clerk was directed
to give notice by publication in the South Bend Tribune and the Tri County
News on April 10 and April 17, 1970.
ENGINEER'S RECOMMENDATION - IMPROVEMENT RESOLUTION NO. 3297 - HAWTHORNE DRIVE
Clyde E. Williams & Associates, Inc., having examined bids received on March
23, 1970, for the improvement of Hawthorne Drive, from McKinley to Colfax,
by Constructing a Class C pavement with curb repair, recommends that said
alley be paved with Class C, Type I concrete pavement, and upon motion made
seconded and carried; the Board approved said recommendation.
"IN -KIND" RENT VOUCHERS - ACTION, INC.
"In -kind" contribution vouchers covering rental value of Fire Station #5
in the amount of $169.62 and Fire Station #7 in the amount of $200.00 for
the month of April, 1970, were ordered filed.
"IN KIND" RENT VOUCHERS - INDIANA CRIMINAL JUSTICE AGENCY
"In -kind" contribution vouchers by the Indiana Criminal Justice Agency,
Region One, 1427 County -City Building, South Bend, Indiana, for rent of
Rooms 1427 and 1429 County -City Building for the mon the of February and
March, 1970, in the amount of $150.00 per month were ordered filed.
COMMUNICATION FROM ARTHUR SHULTZ
A letter from Arthur Shults, 1703 N. Kaley Street, South Bend, Indiana, in
reference to the swindling of unsuspecting persons was read and referred to
the Police Department.

A letter from Donald E. Myers, 509 S. Fellows Street, South Bend, Indiana,
submitting a suggested police badge design was referred to the Police Depart-
ment for perusal.

REQUEST TO HOLD STREET SERVICES - REV. BRINDLEY COLLIER
Upon motion made, seconded and carried, the Board approved the request of
Rev. Brindley Collier, 932 E. Sorin Street, for the Emanuel Church of De-
liverance, 415 W. LaSalle Street,'South Bend, Indiana, to hold street
services between the hours of 6:00 and 7:00 P.M. on fridays at Chapin and
Napier Streets and on Saturdays at West Washington and Walnut Streets,
commencing April 10, 1970, and ending about the middle of September.
REQUEST FOR TRAFFIC CONTROL IMPROVEMENT - BYRON DRIVE AND SPRINGBROOK DRIVE
Upon motion made, seconded and carried, the request of Fred H. Graeber, 1217
Echo Drive South Bend, Indiana, Safety Chairman of the Parent-Teacher
Association of John Marshall. School, in reference to improving traffic control
at Byron Drive and Springbrook Drive, was referred to Traffic Engineering
for study and recommendation to the Board.
