Ail members were present. BIDS OPENED - FIRE DEPARTMENT UNIFORMS This being the date set for receiving bids for uniforms for the Fire Department for the period from August 1, 1972 to.August 1, 1973, the Clerk tendered proofs of publication of notice in the South Bend Tri- bune and the Tri County News which were found to be sufficient. The only bid was from Gerber Manufacturing Company, Harrison Road, Mishawaka, Indiana. The bid was ;opened. Non Collusion Affidavit was found to be in proper order. The bid was accompanied by a bid bond in the sum of 10% of bid. The Chairman stated that since the bid was by items and quite lengthy it would not be read item by item unless requested but would be open for inspection. No one requested the bid be read in detail. POLICE DEPARTMENT BIDS OPENED - POLICE UNIFORMS This being the date set for receiving bids for uniforms for the Police Department for the period from July 1, 1972 to July 1, 1973, the Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County news and same were found to be sufficient. BUILDING DEPARTMENT - SUB STANDARDS DIVISION, Mr. Isiah Steed, Sub -Standards director, appeared before the Board and was introduced. 530 S. Fellows Street Mr. Steed asked permission to bring Ethel Anne Rice, owner of the property at 530 S. Fellows Street before the Board to show cause why the property should not be demolished. Upon motion made, seconded and carried the request was granted. 124 E. Elder Street Upon motion made, seconded and carried, Industrial Savings and Loan Association is to be notified to come before the Board to show cause why the structure at 124 E. Elder Street sho ld not be demolished. 201-203 E. Elder Street Upon motion made, seconded and carried, Nelle Laughunn is to be notified to come before the Board to show cause why the structure at 291-203 should not be demolished. 713 S. Clinton Street Mr. Harry Heppenheimer, Attorney for the estate of Franklin E. & Loella L. Roberts, appeared before the Board to ask for a continuance of thirty days. Upon motion made, seconded and carried, Mr. Steed was -directed to seek bids for the demolishing of the structure at 713 S. Clinton Street, bids to be returnable in two weeks, as they felt this gave Mr. Heppenheimer enough time. 1318 South Rush StreetDale E. & Doris M. Rouch having been notified to appear before the Board, but no receipt showing letter had been received appearing in•file, the Board directed Mr. Steed to send another letter to Dale E. & Doris M. Rouch, and continued the matter for two weeks. 2503 Bertrand Street Upon Mr. Steed's request this matter was continued for one week. 608 Crescent Street A letter having been received from Manila Wilbon stating that she and her sister Galia Fonseca had no interest in the property, Mr. Steed, upon motion made, seconded and carried is now authorized to seek bids for the demolit"ion of the property at 608 Crescent Street. 1 377 7/17/72 209 East Elder Street Mildred Dallie Rice appeared before the Board to state she has no interest in the property and would donate it to the city. She was advised to contact the Legal Department for the proper procedure. 608 East Ohio Street Harry Brooks not having appeared before "the Board, and it appearing that he had not received the letter requesting him to do so, another letter is to be sent to him and the matter is continued for two weeks. 1123 East Donald Street The matter of the sub standard condition of the structure at 1123 East Donald Street having been continued to this date, Upon motion made, seconded and carried, Mr. Steed is now authorized to seek bids for the demolition of the structure. 7292 Rush Street The demolition of this structure was contracted for in January, but the Demolition Company has gone out of business. Upon motion made, seconded and carried Mr. Steed was authorized to readvertise for bids for the demolition. 1813:West Sample Street Mr. Clem Winkowski, 801 West LaSalle Street, 91-14 South Bend, Indiana, appeared before the Board to state that he has r-4 been unable to rehabilitate the structure because the electricity was shut off. People are living in the building. A temporary permit V will be issued so the electricity can be turned on and upon motion made, seconded and carried, Mr. Winkowski was directed to appear be- fore the Board in two weeks to tell them the repairs to the building have been made. 711 George Avenue Mr. Julius O'Neal appeared before the Board to in- form them that he had received the contract for the demolition of the structure at 711 George Avenue and had moved his equipment to the site. He was stopped before he could begin working by the owner who said he had not had an opportunity to appear before the Board. Upon motion made, seconded and carried, the Clerk was directed to write a letter to Mr. Richard D. Turk, 1416 Mishawaka Avenue, South Bend, Indiana re- questing him to appear before the Board on July 24th to show cause why the building should not be demolished. COMPLAINT - MRS. JANET ALLEN - 2318 ELWOOD AVENUE Mrs. Janet Alien appeared before the Board to complain that the Candy Store operating at 2318 Elwood Avenue is still violating several sections of the Municipal Code.Upon motion made, seconded and carried, the Clerk was directed to write to Mr. Edward M. Szczesniak, 1922 N. College Street, owner of the place, to request that he appear before the Board on Monday, July 24, 1972 to explain what has been done with regard to the violations. APPLICATIONS FOR POLICE DEPARTMENT Applications for the Police Department were directed to be sent to the Personnel Department for filing: John Joseph Smiertelny Melvin J. SPECIAL POLICE BOND - BENDIX CORPORATION A Special Police Bond for employees of the Bendix Corporation was in the form of a continuation which expires December 31, 1974. The Clerk tendered proofs of publication of notice on the 7th day of July and the 14th day of July, 1972 in the South Bend Tribune and the Tri County News and same were found to be sufficient. No remonstrators having appeared and no written remonstrances having been filed, upon motion made, seconded and unanimously carried, said Resolution adopted on July 3, 1972 is ratified and confirmed and said alley vacated. The City Engineer 1s directed to prepare an assessment roll showing the award of damages and the assessment of benefits to surrounding properties. HEARING ON VACATION RESOLUTION NO. 3362,1972 - ALLEY BETWEEN MILTON AND CALVERT This being the date set, hearing was had on Vacation Resolution No. 3363,1972 for the vacation of the first North -South alley East of Michigan Street from South R/W line of Milton Street to the North R/W line of Calvert Street. U REQUEST FOR YOUTH CONCERT The following letter was presented: YOUTH ADVOCACY PROGRAM 509 West Washington July 12, 1972 Board of Public Works City County Building 13th Floor South Bend, Indiana Dear Sir: I am writing in interest of being placed on the agenda for the next meeting of the Board of Public Works and Safety. Our interest is closing West Washington Avenue from Camden Street West to Falcon Street during the hours of 1:00 P.M. until 6:00 P.M. on the afternoon of Sunday, July 30. Please find enclosed copy of our program proposal for the peoples youth concert to be held in LaSalle Park adjacent to Washington Avenue on the North. it is the contention of the concert planners that human traffic from South of Washington Avenue along with cars parked along the street would cause danger especially to youngsters if the "hot rod" traffic that usually is present on this stretch of Washington Avenue is not curtailed. So far the enclosed proposal has been received and approved by: Mr. Boehm and Mr. Goodrich of the Recreation Department; The Board of Park Commissioners, and Uniform Division Chief Foy S.B.P.D. Thank you, s/ Steve McMorris Recreation Aide Upon motion made, seconded and carried the request was referred to the Bureau of Traffic and Lighting with the request that a report be received by the next meeting. 7/17/72 REQUEST TO BARRICADE CHAPIN STREET BETWEEN CALVERT AND BRUCE A request was received from Tillie Arch stating the St. Anne Society is having a festival on Saturday, July 22 and requesting permission to have Chapin Street between Calvert and'Bruce Street barricaded by the Street Department. This was, upon motion made, seconded and carried, referred to the Bureau of Traffic and Lighting for study and report. LETTER FROM LAIC - RE: HOUSE ON LAPORTE A letter was received from CAIC-Model City Area complaining about the condition of a house on the corner of LaPorte and Sancome which has been demolished but the premises not cleaned up. Upon motion made, seconded and carried, the matter was referred to the Bureau of Sub -Stand- ard dwellings for investigation and report. LETTER FROM BOARD OF AVIATION COMMISSIONERS July 13, 1972 Board of Public Works and Safety City of South Bend, Indiana County -City Building South Bend, Indiana 46601 Re: Airport Landfill Attention: William J. Richardson, City Engineer Dear Bill: The landfill area at the southwest corner of airport property was to be completed by July 9, 1972 ready for inspection and completion approval by the Aviation Board of specific re- quest for compliance within 30 days. Although Ritschard Brothers began leveling and cover oper- ations in the area on July 9, 1972, the operation is not complete at this date. By the terms of the contract, I am making the required com- pliance request at this time in order to keen the contract open and in effect until the final cover and grade elevations are made in a manner acceptable to the Board. I am ;not registering a complaint at this time as it appears the work is progressing and will be ready for inspection within a reasonable time. The Board will inspect the area when notified by Ritschard Brothers and then issue an approval notice to terminate the contract or request any further action for final compliance. Olive Street for the purpose of a Sales Promotion for a period of seven days. The tents are 301 x 60' are made of a fire proof material. Upon motion made, seconded and carried, the Board approved the request subject to the approval of the Building Commissioner. CREATION OF APPRAISAL BOARD FOR JUNKED VEHICLES Upon motion made, seconded and carried, the Board created an Appraisal Board to consist of the City Attorney, Mr. Sweeney and the City Controller, Mr. Barcome. They then authorized the Board of Public Works and Safety to contract with private firms on an annual basis. INVOICE FOR WASTEWATER TREATMENT PLANT ADDITIONS Q SOLLITT CONSTRUCTION Upon motion made, seconded and carried, the Board approved an invoice for labor material and equipment furnished to complete eht Wastewater Treat- ment Plant Additions in the sum of $282,062.69. LETTER FROM PUBLIC SERVICE COMMISSION OF iNDIANA Lf� A letter was received from the Public Service Commission of Indiana wherein they approve the crossing of a grade crossing for a road into North Shore Woods. Upon motion made, seconded and carried, this was ordered filed. CONTRACT FOR IMPROVEMENT OF IRONWOOD ROAD Upon motion made, seconded and carried, the Board approved a contract between Murphy Consultants, inc., 120 LaSalle West, South Bend, Indiana and the City of South Bend for the improvement of Ironwood Road between Ireland Road and Ewing Road. EXCAVATION BOND - CHARLES 0. HAWKINS Upon motion made, seconded and carried the Board approved an Excavation Bond for Charles 0. Hawkins to 1/l/73. PETITION FOR STREET LIGHT A petition containing seventeen signatures was received asking for the installation of an enclosed street light in the alley East of the 600 Block South Fellows Street and the alley South of the 500 block of East South Btreet. Upon motion made, seconded and carried, this was re- ferred to the Bureau of Traffic and Lighting. PETITION FOR STREET LIGHT A petition containing four names was received asking for the installation of a street light on Kingsmill Court. Upon motion made, seconded and carried this was referred to the Bureau of Traffic and Lighting. TRAFFIC CONTROL DEVICE - STOP SIGN Upon motion made, seconded and carried, the Board approved the recomm- dation of the Traffic Department for a stop sign on Georgiana Street at St. Vincent Street. 382 7/17/72 STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were ordered filed for a period of 7/1/72 to 7/13/72.
