Ali members were present. Minutes of the last meeting were read and approved. COMPLAINT - MRS. JANET ALLEN Mrs. Janet Alien appeared before the Board to complain that a house at the corner of Elwood and Olive Streets is being used for a purpose for which it has no permission, and that it is only partially on a comer cial lot. The business is being run by Edward Szczesniak, who lives at 922 North College Street. He originally was given permission to have a candy store, but is presently running a carry -out food business and is allowing parking on part of the lot. Upon motion made, seconded and carried, this was referred to the'Legal Department. COMPLAINT OF MRS. LEE SWAN Mrs. Lee Swan, 2022 South Swygart Street appeared before the Board to complain about the trucks using Ewing Avenue. This was, upon motion made, seconded and carried, referred to the Engineering Department. e-i 2lJ BUILDING DEPARTMENT - SUB STANDARDS DIVISION C.) 1631 South Franklin Street Mr. Liszewski, who was present, requested a continuation of one week in this matter. Upon motion made, seconded and carried, the matter was:,continued for one week. 672 LaPorte Avenue Mr. Jerry Davis appeared before the Board and asked for an extension of time before the demolition of this building. Upon motion made, seconded and carried, the Board instructed Mr. Liszewski to seek bids for the demolition of the structure at 672 LaPorte Avenue. 140 East North -Shore Drive Mr. Liszewski was granted permission to notify the owners to appear before the Board to show cause why the structure at 140 East North Shore Drive should not be demolished. 21641 West Victoria Street Mr. Liszewski was granted permission to notify the owners to appear before the Board to show cause why the structure at 21641 West Victoria Street should not be demolished. 711 George Avenue Mr. Liszewski was granted permission to notify the owners to appear before the Board to show cause why the structure at 711 George Avenue should not be demolished. 2405 Kenwood Avenue Mr. Liszewski was granted permission to notify the owners to appear before the Board to show cause why the structure;;at 2405 Kenwood Avenue should not be dmolished. 832 East Indiana Avenue This matter, upon the recommendation of Mr. Liszewski was continued for one week. 1219 Whiteman Court Mr. Durwood Elliott, 1130 East Cedar Street, appeared as the buyer on land contract of this property. He asked for an extension of time because he is waiting for an insurance settlement. He was advised to contact his attorney, Mr. Joseph Ettle, to inform him that Mr. Liszewski was instructed to seek bids for the demolition of the structure at 1219 Whiteman Court. Mr. Gerard Feeney, Attorney representing the owners, Gordon and Virginia Byer, said this was satisfactory, as the insurance settlement should be made by that time. 1123 East Donald Street "Mr. Karl Dubail having been instructed to appear before the Board, ;;and Mr. Liszewski having informed the Board that no receipt showing the registered letter had been delivered, having been re- ceived, this matter is now continued for one month. 330 6/5/72 405 East Dubail Mr. and Mrs. Roy A. Ward appeared before the Board to state they had no objections to the structure at 405 East Dubai] being demolished. Upon motion made, seconded and carried, Mr. Liszewski was authorized to seek bids for the demolition. 1007 Lincoln Way West Burke E. Hammond, having been instructed to appear before the Board to show cause why the structure at 1007.Lincoln Way West should not be demolished, and Mr. Hammond not having appeared, Mr. Liszewski is now authorized to seek bids for the.demolition of the structure. 616 East Wenger Street Mr. DuComb, attorney for the owners, appeared ,before the Board and stated the owners had.,no objection to the demol- ition of the structure at 616 East Wenger Street. Thereupon Mr. Liszewski was authorized to seek bids for the demolition. 618 East Wenger Street This matter having been continued to this date, Mr. Liszewski is now authorized to seek bids for the demolition of the structure at 618 East Wenger Street. 1217 South Rush Street This being the date set for receiving bids for demolition of 1217 S. Rush Street, the following bids were opened, and all non -collusion affidavits were found to be in order: Machinery Supply Company $875.00 O'Neal Trucking Co. 765.00 Upon motion made, seconded and carried, the bid was awarded to O'Neal Trucking Company on its low bid of $765.00 614 East Kease Street This being the date set for receiving bids for demolition of 6117 East Keasey Street, the following bids were opened and read: All non -collusion affidavits were found to be in order.. Machingery Supply Co. $395.00 O'Neal Trucking Co. 563.00 Bid was awarded to Machinery Supply on its low bid of $395.00 225-227 East Elder Street This being the date set for receiving bids for the demolition of the structure at 225-227 East Elder Street, the following bids were opened: Non -collusion affidavits were found to be in order: Machinery Supply Co. $875.00 O'Neal Trucking Co. 814.00 Upon motion made, seconded and carried, the bid was awarded to O'Neal Trucking Company on its low bid of $814.00 612 East Wenger Street This being the date set for receiving bids for the demolition of the structure at 612 East Wenger Street, the following bids were opened: Non -collusion affidavits were found to be in order. Machinery Supply Co. $745.00 O'Neal Trucking Co. 784.00 Upon motion made, seconded and carried, the bid was awarded to Machinery Supply Company on its low bid of $745.00. 906 Stanfield Street This being the date set for receiving bids for the demolition of the structure at 906 Stanfield Street, the following bids were opened: Non -collusion affidavits were found to be in order. Machinery Supply Co. $665.00 O'Neal Trucking Co. 1,000.00 Upon motion made, seconded and carried, the bid was awarded to Machinery Supply Company on its low bid of $665.00. 331 6/5/72 ACTION IN -KIND VOUCHERS FILED ACTION in -kind vouchers covering estimated rental valuation for Fire Stations #5, #7, #8 and #10 were filed for the month of June, 1972. WEIGHTS AND MEASURES REPORT Mr. Bert Cichowicz appeared before the Board and filed his report for the month of May, 1972. Upon motion made, seconded and carried, the report was ordered filed. PARK AND RECREATION DEPARTMENT LETTER The following letter was received by the Board: May 31, 1972 Board of Public Works City of South Bend "44 County -City Building r-I M Gentlemen: U The Department of Public Recreation has presented to the Traffic Eng- ineer of the City of South Bend and to representatives of both the South Bend Police and Fire Departments a proposed route for a bicycle trail in the northwest section of the City. These officials have given their approval of the route and I am now presenting it to you for final approval. I would appreciate it if this could be put on the agenda for your June 5th meeting. This route would be laid out so as to use city streets and county streets over a 12 mile route beginning and ending at the Leeper Park Tennis Center building in the 800 block of North Lafayette. From Leeper Park the route would follow Riverside Drive to Pinhook Park, loop into and out of Pinhook Park and continue north on Riverside Drive to the bridge across the St. Joseph river on Darden Road, proceed across the bridge north on Darden Road and turn right on Brooktrails Drive to Kennilworth and south on Kenilworth to Cleveland Road, use the sidewalk on the north side of Cleveland to go west to Riverside Drive, turn left on Riverside and proceed south to the Angola Street Bridge, go east across the bridge and turn to the right on North Shore Blvd., to Michigan Street, go south onMichigan to Leeper Park and then west on Riverside Drive back to the Leeper Park Tennis Center Building. This route will be marked with official signs indicating it as a "Bike Route" and with adequate directional signs. Such a route will nor- mally not have any organized bicycle traffic using it bit will be one which people will be encouraged to use in whatever number they choose at whatever time is convenient for them - seven days a week. After a full discussion the matter was continued one week, until the June 12, 1972 meeting. 332 6/5/72 PLANS AND SPECIFICATIONS APPROVED Upon motion made, seconded and carried the Board approved plans and specifications for water works installations and fittings. VACATION RESOLUTION NO. 3359.1972-_OAK _PARK DRIVE Area Plan Commission having filed with the Board its recommendation for the vacation of Oak Park Drive from the Oakridge-Oak Park inter- section to the West property line of 1817 Oak Park Drive,,the following resolution was adopted: VACATION RESOLUTION No. 3359,1972 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF SOUTH BEND, INDIANA, That it is desirable to vacate the following: Oak Park Drive from the Oakridge-Oak Park intersection to the west Property line of 1817 Oak Park Drive Reserving the rights and easements of all Utilities and the Mun4c.i.pal City of South Bend, Indiana, to construct and maintain any any facilities, including, but not limited to, the following: electric, telephone, gas, water, sewer, surface water control structures and ditches, within the vacated right of way, unless such rights are re- leased by the individual Utilities. The following property may be injuriously or beneficially affected by such vacation: Lot 57, 84 and a part of Lot 83 of Wooded Estate Addition Notice of this Resolution shall be published on the 9th day of June and the 16th day of June, 1972, in the South Bend Tribune and the Tri County News. This Board, at its office, on the 19th day of June, 1972 at 9:30 A.M o'clock will hear and receive remonstrances from all persons interested in or affected by these proceedings. Noble, Clerk VACATION RESOLUTION NO. 3360.1972 - ALLEY SOUTH OF RIVERSIDE DRIVE Area Plan Commission having filed with the Board its recommendation for the vacation of the first East-West alley south of Riverside Drive running from Leland Avenue to the first North -South alley, the following ■ Resolution was adopted:;' VACATION RESOLUTION NO. 3360,1972 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF SOUTH BEND, INDIANA, THAT IT IS desirable to vacate the following: 333 6/5/72 The first East-West alley south of Riverside Drive running from Leland Avenue to the first North -South alley. Reserving the rights and easements of all Utilities and the .Municipal City of South Bend, Indiana, to construct and maintain any facilities, including, but not limited to, the following: electric, telephone, gas, water, sewer, surface water control structures and ditches, within the vacated right of way, unless such rights are released by the individual Utilities. Noble, Clerk LETTER FROM EMMANUEL CHURCH OF DELIVERANCE A letter was received from the Emmanuel Church of Deliverance, 415 West LaSalle Avenue, South Bend, requesting permission to conduct a March as follows: Originate from the church, proceed South on Williams Street to Jefferson, East on Jefferson to Kresge Co., where songs will be sung, proceed south on Michigan to Western Avenue, West on Wester to Chapin Street, North on Chapin to the K & F Food Mkt. where songs will be sung, proceed north on Chapin to Washington, West on Washington to Walnut where songs will be sung. This is for the opening of its Annual Youth Convention from July 3rd to July 8th. Upon motion made, seconded and carried, this was referred to the Bureau of Traffic for investigation and report. MUNICIPAL PARKING GARAGES - HOURS A letter was received from Mr. Stanley Hull, Manager of the Parking Garages asking for permission to close the Jefferson Garage at 11:00 A.M. instead of 1:00 A.M and the Colfax Garage at 12:00 A.M. instead of 1:00 A.M. Upon motion made, seconded and carried, the Board accepted the above recommendation and directed the garages closed at the stated hours. 334 6/5/72 LETTER REGARDING STREET LIGHT A letter was received from Mike Voynovich, 532 East Oakside Boulevard, requesting that a street light at Oakside Boulevard and Rush Street which is using an incandescent light bechanged to a mercury light. Upon motion made, seconded and carried, this was referred to the Bureau of Traffic and Lighting for investigation and report. CERTIFICATE OF INSURANCE - NORTHERN ELECTRIC COMPANY. A Certificate of Insurance was approved for the -Northern Electric Company, Inc., for blanket contractual insurance for the Central Services Facility Building. TRAFFIC CONTROL DEVICE Upon motion made, seconded and carried, the Board approved the recommendation of the Traffic Department for two hour parking time limit zone for the north one half block on the East side of the street in the 500 block North Michigan Street. STREET LIGHT OUTAGE REPORTS Street Light Outage reports were order filed for the period of 5/22/72 to 6/l/72.
