Minutes of the last meeting were read and approved. FIRE DEPARTMENT Applications for the Fire Department were filed and directed to the attention to the Personnel Director, for the following: Bert Ronald Prawat Federico Rodrigues Michael b. Kalka Robert James Orszulak Lawrence Edward Dyguiski Chief Bland appeared before the Board and presented the following letters: DEMOTION OF LT, THOMAS JOZWIAK May 10, 1972 Fire Chief Jack R. Bland South Bend Fire Department 701 West Sample Street South Bend, Indiana 46601 Dear Chief Bland: Since January 1, 1972, 1 have been assigned to.Ambo Unit 134 for the South Bend Fire Department and have found that this particular duty has not met with my satisfaction in that I feel that I could better support the total overall function of the fire service in the City of South Bend in a different capacity than what I am doing at present. Therefore, 1 am requesting your consideration that I be reduced from my present assignment as lieutenant and be reassigned within the department ina position where my con- tribution can, in fact, be greater. i would appreciate your consideration in this matter. PROMOTION OF PR'J VATE DENNIS DE BUYSSER May 11, 1972 Board of Public Works and Safety 13th Floor County City Building South Bend, Indiana Honorable Board Members: Pursuant to the resignation of Lt. Thomas Jozwiak from Unit 134 of the South Bend Fire Department, I am requesting that consid- eration be given to Private Dennis L. DeBuysser for promotion to .the rank of Lieutenant on this Unit. Private DeBuysser has ex- hibited all of the qualities and skills necessary to perform this very important service. RETIREMENT OF FIREFIGHTER EDWARD R. PINKOWSKI May 12, 1972 Board of Public Works and Safety 13th floor County City Building South Bend, Indiana Re: Firefighter Edward R. Pinkowski Honorable Members of the Board: Attached hereto please find the Application and Declaration of Retirement of the above named firefighter, He wishes his retirement to be retroactive to May 11, 1972. Firefighter Pinkowski has completed twenty-two (22) years of service on the South Bend Fire Department. He was appointed on October 24, 1949. He was born on March 16, 1927. Pinkowski. 3 0-0, 5/15/72 FIREFIGHTERS TO CONVENTIONS Upon motion made, seconded and carried, the -Board accepted the recommendation of Chief Bland and granted permission for various firefighters to attend several conventions, as follows: May 23-24 Professional Firefighters of Indiana at Indianapolis, Indiana Carl Zwierzynski Joseph Vargyas Joe Pajakowski Keith Kramer July 28-30 Indiana Firefighters Association at South Bend, Indiana Carl Zwierzynski August 14-18 international Association of Firefighters at Los Angeles, California Carl Zwierzynski Joseph Vargyas June 7-9 Indiana State AFL-CIO at Indianapolis, Indiana Carl Zwierzynski John Fezy Frank Gion It is understood there will be -no expense to the city at the attendance of any of these firefighters. POLICE DEPARTMENT: Chief Seals was present at the meeting and matters pertaining to his department were discussed. The following applications for -the South Bend Police Department were filed and ordered sent to the Personnel Department: Loren P. Eck Michael C. Grant Martin Thomas Kelly PERMISSION TO HOLD BICYCLE AUCTION Upon motion made, seconded and carried, the Chief was granted per- mission to hold the annual bicycle auction and to auction the accum- ulation of miscellaneous property now held by the Police Department, the date being May 26, 1972 at 1:00 P.M. PATROLWOMEN C. MILLER AND V. TAYLOR TO SEMINAR Upon motion made, seconded and unanimously carried, the Board granted the request of the Chief to permit Patrolwomen C. Miller and V. Taylor to the International Association of Women Police Officers Seminar -to be held at Palos Hills, Illinois on May 22- and 23, 1972. There will be no cost to the City. DETECTIVE SERGEANT CLOYD COFFMAN TO IDENTI-KIT TRAINING -CLASS Upon motion made, seconded and carried the Board approved the recomm- endation of Chief Seals to send Detective Sergeant Cloyd Coffman to the Identi-kit Training Class to be held at the Indiana Central College in Indianapolis May 16 through 18, 1972. SPECIAL POLtCE COMMISSION DENIED - JOSEPH L. SCHUBERT Upon motion made, seconded and carried, the Board denied the application of Joseph L. Schubert for a Special Police Commission as recommended by the Legal Department, as it not being necessary for his type of work. 1 L E 304 , 5/15/72 SIDEWALKS ON IRONWOOD AVENUE A large group of persons appeared before the Board to discuss pro and con the installation of sidewalks on three blocks of North Ironwood Drive. Mrs. Joseph Csiszar, 124 North Tuxedo Drive, on behalf of the South Bend Community School' P.T.A., again stressed the impor- tance of sidewalks for the many school children using Ironwood. Mr. Wilfred Mayette, Attorney, representing the John Heisler family , 725 North Ironwood, spoke on the matter and asked that the Board adopt a resolution pursuant to the statutes on the matter of sidewalks. Councilman Roger Parent asked about a petition which was filed in 1971 asking for sidewalks to be installed. Mr. Richardson said the time had probably run out on it. Mrs. Rocco Papandria, 609 North Ironwood Drive, said everyone walks on her lawn, and have never been told to stay off. Mr. Peter George, 714 North Ironwood Drive, said he has raised U five sons at that address. There are many places in South Bend that do not have sidewalks, why should this Board be concerned about the few people who walk that short distance, instead of being concerned about all the people. Mrs. Clement Zebrowski, 722 North Ironwood, said she is interested only in the safety of the children. After some discussion, upon motion made, seconded and carried, the Board referred the matter to the City Engineer for the preparation of plans and costs of Barrett Law Proceedings for sidewalks on Ironwood Drive. Mr. Edward Krol, 737 North Ironwood; Mrs.Leo Zmudzinski, 615 Northwood Drive and David Block, 733 North Ironwood Drive also spoke. A letter was received from the St. Anthony Home and Schooi Association, signed by John T. Leader, Prestdent, stating they were in favor of putting in sidewalks between Bader Street and Rockne Drive. BUILDING DEPARTMENT - SUB STANDARDS DIVISION Mr. Richard Liszewski, Sub -Standards Director, was present and matters pertaining to his department were discussed. St. Joseph Street MachinerySupply Company $850.00 B'& J Demolition 1,070.00 O'Neal Trucking Company 749.00 Upon motion made, seconded and carried, -the bid was awarded to O'Neal Trucking on its low bid of $749.00. 1805 East Ewing Mr. Liszewski reported he had investigated the above address and found the premises, which had been secured until recently, look as though some one has been working there to clean it up. Mr. Liszewski was instructed to see if he can determine the owners and ask them to rehabilitate the structure. RANDOLPH STREET AREA Mr. David Wells, Assistant City Engineer, reported Mr. Vanatk is proceeding with the clean up of the Randolph Street area, and he would recommend honoring his contract as soon as the work is com- pleted. LETTER FROM COUNCILMAN ROGER PARENT' The following letter was received from Councilman Roger Parent: May 15, 1972 Mr. Charles Sweeney, Chairman Board of Public Works and Safety South Bend, Indiana Dear Mr. Sweeney: Residents have complained about the unsafe conditions caused by an excavation on the southwest corner of Arthur and Cedar Streets. Construction of a house was started on said lot about one year ago and only the footing for the foundation has been finished. in preparing the land to build the house, the major roots of a large tree were severed. The tree is now dead and seems ready to topple, on the house next door. Additionally, the excavation itself and the debris on the lot and the sidewalk are safety hazards. r iJ I �1 L 303. 5/15/72 Mr. Forest West, Buklding Commissioner, has been alerted to this situation. However, it appears that the lot in questions has been deeded to the City and that the matter should be handled by the Board of Public Works and Safety. LOUTS ROZEK Mrs. Louise Rozek, 624 North Birdsell Street, complained to the Board about a number of properties in the model Neighborhood Area. 1114 She presented pictures showing the houses that should be boarded up, including those at 672 LaPorte Avenue; 1334 Fassnacht Street; lf� 1325 Linden Avenue, and a garage at 1319 Linden that should be demolished. These matter s were referred to Mr. Liszewski for investigation and report. LETTER FROM LLOYD S. TAYLOR - STUDEBAKER CARS A letter was received from Mr. Lloyd S. Taylor, Museum Director, informing the Board that the Miciiana Chapter of the Studebaker Drivers Club is hosting the 8th Annual National Meet in South Bend in July. They asked about the possibility of having an auction to salvage some of the parts of the old studebaker cars which were abandoned and towed to the City parking area. The following letter was sent by Mr.. Charles A. Sweeney, Jr., Pres- ident of the Board: May 11, 1972 Lloyd S. Taylor, Executive Director, Department of Redevelopment, South Bend, Indiana Dear Lloyd: Your inquiry concerning the possibility of the Michiana Chapter of the Studebaker Drivers Club holding an auction of Studebaker cars in the city's abandoned car lot has been considered and approved. The question of diversion of the funds to the Museum must be answered in the negative. Would you please contact Jim Barcome reference the actual physical handling of the auction. He will coordinate the removal of the Studebaker automobiles so that the bidders might inspect the same. Sincerely yours, s/ Chases--4. No remonstratore appeared and no written remonstrances having been received, upon :. motion made, seconded and unanimously carried, the Assessment Roll showing no net damages and no net benefits was approved as adopted and said Resolution in all things ratified and confirmed and said proceedings closed. ASSESSMENT ROLL HEARING - VACATION RESOLUTION NO, 3357,1972 - STEEL WAREHOUSE ET AL This being the date set hearing washeld on the Assessment Roll in Vacation Resolution No. 3357,1972, for the vacation of Kaley Street from the South right of way line of Tucker Drive, south to the south right of way line of the St. Joseph South Bend and Southern Railroad. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on April-20, May 5, and May 12, 1972, and same were found to be sufficient. BIDS ON MORRIS CIVIC AUDITORIUM The following letter was presented to the Board: May 9, 1972 Board of Public Works andSafety County City Building, 1outh Bend, Indiana Re: Additions and Alterations to the Morris Civic Auditorium After careful review of the bids received on May 8, 1972, following are our recommendations for the award of contracts and alternates to be accepted on the subject project. All contracts recommended are the low bidders, and all alternates are add alternates. The Engineer. -.,was directed to.see that the proper bids are presented. CLAIM FOR FIRE PROTECTION AT ST. JOSEPH COUNTY AIRPORT A claim was approved for fire protection at the St. Joseph County Airport, and upon motion made, seconded and carried was directed sent to the City Controller for payment. PLANS AND SPECIFICATIONS FOR NORTHEAST NEIGHBOORHOOD CODE Plans and Specifications for the Northeast Neighborhood Code En- forcement E-3 were presented by the City Engineer, and, upon motion made, seconded and carried, were approved by the Board. REQUEST TO HOLD PARADE - CHET WAGGONER LITTLE LEAGUE A report being submitted by the Traffic Engineering Department stating there is no objection to the parade route given in the request for the Chet Waggoner Little League Parade on May 20, 1972 provided traffic laws are obeyed, police department escort is utilized and the city is indemnified and made safe from liability, the Board now, upon motion made, seconded and carried grants per- mission for the requested parade. REQUEST TO HOLD PARADE - HAMMES LITTLE LEAGUE A report being submitted by the Traffic Engineering Department stating there is no objection to the parade route given in the request for the Hammes Little League Parade on June 3, 1972 at 12:00 noon provided traffic laws are obeyed, police department escort is utilized and the city is indemnified and made safe from liability, the Board now, upon mot#on made, seconded and carried, grants permission for the requested parade. REQUEST FROM PUBLIC LIBRARY A letter was received from the South Bend Public Library as fhg for permission to change the location of the Library's curbside book return boxes from the -east -west alley intersection south of the -Library to a site in front of the Library on West Wayne Street, when the street becomes a one-way street. Upon motion made, seconded and carried this was referred to the Bureau of Traffic for investigation and report. A letter was received from the South Bend Public Library con- 1 1 307 5/15/72 cerning a sidewalk newspaper vending rack for the Weekly People which has been placed on the sidewalk in fron of the Library west of the Main entrance near the no -parking loading zone. They asked that this newspaper vending rack stand not be on the sidewalk near the llb,rary. Upon motion made, seconded and carried this was referred to the Police Department for investigation and report. REQUEST FOR PARADE - HOPE CHAPEL CHURCH OF GOD A letter was received from Rev. James A. Graham requesting permission for the Hope Chapel Church of God to have a parade for the opening of their Bible School on June loth at 1:00 P.M. Upon motion made, seconded and carried this was referred to the Bureau of Traffic for investigation and report. APPROVAL FOR 4-H FAIRGROUND SEWER EXTENSION Upon motion made, seconded and carried, the Board approved a Project Completion Affidavit for the 4-H Fairground Sewer Extension same being an 8 inch sewer from the intersection of Renfrew Drive and Thornhill Drive, southerly to connect with the 4-H Fairground sewers at a point approximately 365 feet west of the centerline of Thornhill DRive �+ projected and 420 feet south of the centerline of Jackson Road, com- prising 824.4 feet of 8 inch vitrified clay sewer and 4 standard V manholes. PORTAGE AND ELWOOD AVENUE PROPERTY Upon motion made, seconded and carried the Board approved the recommen- dation of the City Engineer and rejected and withdrew from negotiations the proposal to purchase land at Portage and Elwood Avenues from the Mobil Oil Corporation for street widening purposes. LAND ON INNER BELT NORTH OF WEST LASALLE STREET Upon motion made, seconded and carried the Board approved the sale of a piece of land at the intersection of Oak Street and the Inner City By Pass to the Twin City Beauty Supply Company, Inc., and directed the matter referred to the Legal Department for proper action under the new city ordinance on sale of city property. STREET LIGHT INSTALLATION ON HIGH STREET FROM DONMOYER TO RIDGEDALE Upon motion made, seconded and carried, the Board approved the in- stallation of 3 7,000 lumen MV OH WP tights; and 1 7,000 lumen MV OH WP light on High Street between Donmoyer Street to Ridgedale Road and space them approximately 250 feet apart. PETITION FOR STREET LIGHTS A petition containing sixteen signatures was received asking for the installation of a street light in the 500 block of South Kaley Street. This was referred to the Bureau of Traffic. A petition containing forty-eight signatures was received asking for the installation of street lights on Gladstone Avenue from Western Avenue to Sample Street. This was referred to the Bureau of Traffic. CONTRACTORS BONDS Contractor's bonds were, ;upon motion made, seconded and carried approved and ordered filed for Alfred Bolden to March 1, 1973 and a Continuation Certificate was, upon motion made, seconded and carred approved for Schumacher -Sons, -,Inc. to May 2, 1973. 1308, 5/15/72 STREET LIGHT OUTAGE REPORT Street Light Outage Reports were filed for the period 5/3/72 to 5/10/72. There being no further business to come before the Board, upon motion made, seconded and carried, the meeting was adjourned at 10:55 A.M.
