All members were present. Minutes of the last meeting were read and reviewed. FIRE DEPARTMENT Chief Bland was present and matters pertaining to his department were discussed. A lease between the City of South Bend and A.C.T.I.O.N. was, upon motion made, seconded and carried, approved for Lots #61 and 62 [n bubaii's Second Addition to the City of South Bend, more commonly known as the old #10 Fire Station, 1820 South Michigan Street. for $4,800.00 in the form of an in -kind credit to the Lesser's share of local government's contribution to the support of the local anti -poverty program. APPLICATIONS FOR FIRE DEPARTMENT Applications for the Fire Department were ordered filed and sent to the Personnel Office for the following: Anthony Lee Boldini Daniel R. NEIDBALSKI - PROMOTION TO CAPTAIN The following letter was presented: March 21, 1972 Board of Public Works and Safety City of South Bend County City Building South Bend, Indiana Gentlemen: it is most respectfully recommended that Sergeant D. Niedtlalski, currently assigned to school education, working with elementary student levels in the field of safety and appointed to the Police Department on date of October 1, 1932 be promoted to the rank of Captain in the same field of assignment he currently enjoys. The recommended promotion has been so made in recognition of the outstanding devotion to duty and to the children of our community displayed by Sergeant Niedbalski in his current assignment and it is requested that such recognition be read into the minutes of the meeting of the Board of Public Works and Safety as a Rutherance of the appreciation of Sergeant Niedbaiski's efforts expressed to this office by so many citizens, teachers and students of South Benda This recommendation in no way is intended to assert the institution of the rank of Captain becoming a regularly complemented fact in the area of future assignment of personnel to this area of police labor but rather, as a signal of our appreciation of a job well done by Sergeant Niedbalski. 3/27/72 It is requested that such promotion be made effective on date of April 1, 1972. PROMOTION OF CORPORAL>WILLI S SHOEMAKER - TO SERGEANT The following letter was presented: March 21, 1972 Board of Public Works and Safety City of South Bend County City Building ed1 South Bend, Indiana r! Gentlemen: It is respectfully recommended that Corporal Willis Shoemaker be promoted to the rank of Sergeant technician and assigned to the photographic dark- room as a laboratory technician, effective on date of April 1, 1972. Corporal Sheomaker, appointed to the police department on date of March 1, 1953, has spent many of his years of service assigned as a technician in the above area and his assisngment therein will facilitate the easing of a shortage of trained technicians created by recent realignments and assisgnments to make available for street date More youthful technician* personnel. Currently assigned to the Desk area as an N.C.i.C. operator, Shoemaker's transfer as cited above will not retract any effort to increase street -assigned manpower. The promotion and assignment herein recommended will create a realistic In-depth availability of techbician personnel already trained and make the tast of training a replacement for Corporal Shoemaker as he nears retirement eligibility. SPECIAL POLICE COMMISSION APPLICATIONS Special Police Commission applications were received for the following: Donald L. Decker Taffie Mallard Archie Henderson Gloria Mae Filley Christy Tirotta Richard Louis Handley Anthony Kovateh Robert Francis Hambright Taffie Mallard already holds a Special Police Commission for work at the South Bend Housing Corporation, but is requesting that it be enlarged so that he might work at the S. S. Kresge store. 124S 3/27/72 Mr. Sweeney, City Attorney, made the statement that the whole pro- cedure of granting Special Police Commissions is being studied with the idea of either doing away with special police commissions or writing more stringent requirements. upon motion duly made, seconded and unanimously carried the above applications were referred to the Legal Department for study. CANCELLATION OF SPECIAL POLICE COMMISSIONS The following letter was presented: March 20, 1972 Mrs. Freda Noble, Clerk The Board of Public Works and Safety City of South Bend, Indiana Dear Mrs. Noble: Effective March 31, 1972, we are terminating the special police officer status of our watchmen:;. The watchmen affected are: Frank Wolfinger, Chester Spychalski, Jens Pedersen, Stanley Mitchell, Darwin Wilkeson, James French and William Dreibelbis. Two watchment have appled for special police commission but have not received them. therefore you may cancel their applications. They are Stanley Bogucki and Edward Cole. CANCELLATION SPECIAL POLICE BONDS Upon motion made, seconded and carried the Board approved the request of the insurance Company of America to cancel the Special notice bond coverinc Frank J. Wolfinger, Darwin Earl Wilkerson, Stanley Harrison Mitchell, Chester Casimer Spychalski, Jens A. Pedersen, James Edgar French, William Isaac Dreibelbis, Stanley Thomas Bogucki and Edward Leroy Cole, NCR INCREASE IN COMPUTOR RATES A letter was received from the National Cash Register Company relative to a price increase effective July 1, 1972 on a computor agreement with the Police Department, This was referred to the Legal Department for study and report. CANCELLATION SPECIAL POLICE BOND 4� ROBERT RANDEL HENRY Upon motion duly made, seconded and carried the special police bond for Robert Randel Henry was cancelled. 249 L 1 3/27/72 BUILDING DEPARTMENT - SUB STANDARDS DIVISION Mr. Richard Lisiewski, Sub -Standards Director, appeared before the Board and matters pertaining to his department were discussed. 949-West-Wash4ngton-Street Mrs. Ruth Price having requested that the demolition of the structure at 910 West Washington Street be held up while the possibiity of the Model Cities being able to rehabilitate the structure is explored, was continued until this date. Mrs. Price not having appeared the Board now directs the Clerk to write to Mrs. Price asking her to appear at the next Board meeting with information regarding the structure. .LI)4 Georcli ana This being the date set, the following bids were opened for the demolition of the structure at 1134 Georgianna Street: Midwest Demolition O'Neal Trucking $335:00 329.00 Upon motion made, seconded and carried the bid was awarded to O'Neal Trucking on its low bid of $129.00. 613 S. Ruth Street This being the date set the following bids were opened for the demolition of the structure at 613 S. Rush Street as follows: Midwest Demolition Co. $535.00 O'Neal Trucking Co. 550.00 Upon motion made, seconded and carried, the bid was awarded to Midwest Demolition on its low bid of $535.00+ 516 East Bronson Street This being the date set the following bids were opened for the demolition of the structure at 516 E. Bronson Street: Midwest Demolition O'Neal Trucking Co. $478.00 450.00 Upon motion made, seconded and carried, the bid was awarded to O'NEal Trucking on its low bid of $450.00 PETITION TO VACATE ALLEY NORTH FROM DUNHAM STREET FOR TED BRZEZNIAK ET AL A petition was received asking for the vacation of an alley running north from Dunham Street alongside Lot I in Harris Addition, thence'East and along the rear of lots 1, 2, 3 and 4 all in Harris Addition to the City of South Send,'indiana, by Ted Brzezniak et al. $75.00 was deposited for costs. Upon notion duly made, seconded and carried the petition was referred to the Engineering Department and the Area Plan Commission simultaneously for study and recommendation. TO ROGER AND TO MEADE - PARK Area Plan Commission files with the Board its favorable recommendation for the vacation of Meade Street from Roger to Westmore and Longley Street from Eclipse to Meade Street. The matter is now referred, upon motion made, seconded and carried, to the Engineering Department for the preparation of a vacation resolution. 1 25ti 3/27/72 iVE - JAMES M.QUiLL ET AL A petition was received from James M. Quili at al to vacate Oak Park Drive from Oakridge Drive/Oak Park Drive intersection to the West property line of 1817 Oak Park Drive, The following letter accompanied the petition; March 17, 1972 Mr. Charles Sweeney, President Board of Public Works and Safety 14th floor County City Building South Bend, Indiana Dear Chuck: i wholeheartedly support the petition of the 'residents, who live on Oakpark and Oakridge drives intersection, to vacate the dangerous hill immediately east of said intersection. The Oakpark and Oakridge intersection has been the scene of many accidents which have resulted in many injuries and much property damage. Four accidents have occurred since January 1 of this year. The permanent vacation of the Oakpark Drive hill has simply become a matter of public safety, i also support the petitioners' request that the $75.00 fee to defray the cost of advertising for the necessary public hearings be waived. The vacation of the dangerous hill of Oakpark Drive is necessary for the safety of the public and no specific benefit will accrue to the petitioners. Enclosed is a copy of the letter from the City Legal Department pertaining to the request to waive the $75.00 fee, Thank you. j vg The Honorable Roger 0. VACATION OF KALEY STREET FROM TUCKER DRIVE TO RAILROAD -STEEL WAREHOUSE ET AL AREA PLAN COMMISSION RECOMMENDATION Area Plan Commission filed with the Board its favorable recommendation for the vacation of Kaley Street from the south right of way line of Tucker Drive, south to the south right of way of the St, Joseph, South Bend and Southern Railroad. Upon notion made, seconded and carried the matter is now referred to the Engineering Department for the preparation of a vacation resolution. LETTER FROM CHICAGO, SOUTH SHORE AND SOUTH BEND RAILROAD The foil owing letter was presented to the Board: March 17, 1972 2f� �+ File: Birdsall St. Crossing #1.20 U Board of Public Works and Safety City of South Bend County City Building, Room 1316 South Bend, Indiana 46601 Gent lmen: The Chicago, South Shore and South Bend Railroad maintains automatic flashing light signals and gates where its former passenger trakc crosses Birdseli Street and Walnut Street in the City of South Bend. The track is now used solely to provide freight service to Weisberger Brothers Warehouse on the west side of LaPorte Avenue. In 197t, we delivered 68 cars to this warehouse. An engine with one or two freight cars uses this track approximately 3 times a week usually in the late afternoon. The engine is on the west end of the train and a brakeman is on the most easterly freight car to insure the way is clear. The flashing.light signals and gates were installed bt Birdsall Street Crossing in 1938. The protection at Walnut Street at which location the track is in the middle of Orange Street, was installed In 1949. The gate mechanisms at Birdsall Street are obsolete and we cannot obtain repair parts. The gates at either or both crossings are sometimes in the down position blocking vehicular traffic due to appartus failure or vandalism until out signaimai,ntainer arrives to clear the problem. Because of the limited rail traffic, we believe that it is in the public interest to remove the automatic crossing protection. The South Shore would stop its train before entering each crossing and the brakeman:on the lead car would flag the crossing. There is a street light at each crossing. Removal of the automatic crossing protection would reduce delays to the public when failure or vandaiism.causes the gates to be lowered unnecessarily end would reduce our maintenance expense without de- creasing public safety in our opinion. We respectfully request your approval of this proposed removal before we seek the approval of the Indiana Public Service Commission. Yours truly, s/ C. F. LETTER FROM PASTER WILLIE COATS The following letter was presented: 931 W, LaSalle South Bend, Indiana Board of Public Works: I would like permission to have service at 4:30 P.M. to 5:30 p.m. on the porch at 931 West LaSalle on Saturday evenings. And also on the corner of Washington and Michigan Streets at 1:00 p.m. Saturday evenings to 2:00 p.m.. Upon motion made, seconded and carried, the Board approved the request to hold service on the porch at 931 West LaSalle on Saturday from 4:30 to 5:30 p.m., but denied the request to hold services on the corner of Washington and Michigan Streets. ON A statement was presented for providing general supervision of the construction on the Wastewater Treatment Plan Improvement, in the amount of $30742.78. Upon motion made, seconded and carried, the statement was referred to the Engineering Department to check PROGRESS PAYMENT No. 6 WASTEWATER TREATMENT PLANT ADDITION Upon motion made, seconded and carried the Board approved the payment of Progress payment No. 6 for the Wastewater Treatment Plant Additions in the amount of $137.570.95. CHANGE ORDER - TOPICS PROJECT Upon motion made, seconded and carried the Board approved a change order, relative to catch basins, on the TOPICS pr®ject TX8775. LETTER FROM MARCH OF DIMES A letter was received from Gary T. Algie, Executive Director of the March.of Dimes requesting approval for two changes in their Walk-A-Thon route. In the event of extreme weather an alternate short route wo6ld be used as indicated on a may enclosed. In the Interest of safety and to assure that the walkers finish before dusk all late registrants will be transported by then to'where the bulk of the walkers have progressed. Upon motion made, seconded and carried the changes were approved by the Board and the Clerk was directed to so inform the Police Chief. CAR FOR VEHICLE FOR PARKING METER DEPARTMENT The Parking Meter Department informed the boa0d, by letter, that they are in need of a new station wagon for the department, for which funds have been budgeted. The Clerk was directed to advertise for bids for one Station Wagon, as per specifications received, with bids to be re- turnable on April loth, 1972. 253 3/27/72 CONTINUATION CERTIFICATE EXCAVATION BOND - GEORGE DEVREESE Upon nation made, seconded and carried the continuation Certificate for an Excavation Bond to 1/1/73 was approved for George DeVreese. Revise 60 minute meter to 12 minute meter at the easternmost meter on the south side of 200 W. Jefferson 2. 1112 Minute Parking Limite" sign at easternmost meter on 200 W. Jefferson 3. 2 new,60 minute �°.meters on the south side of 200 W. Washington 4. 7 60 minute meters from Mill Street to a point approximately 80 feet east on the north side of 100 East Washington 5. "No Parking This Side" signs on the south side of E. 2�J Washington from Jefferson to St. Joseph w 6. STREET LIGHTING CENTRAL BUSINESS DISTRICT Upon motion made, seconded and carried, the Board approved the recomm- endation of the City Engineer to Improve the lighting in the Central Business District by the installation of the following: 1. 500 & 600 blocks'South William Street 4- Replace 6 6,000 lumen underground steel post fixtures with 20,000 lumenMV UG SP 2. 100-to 400 blocks W. South Street - Replace 11 10.000 lumen underground steel post fixtures with 20,000 MV UG SP 3. 200 to 400.bBocks West Monroe Street - Replace 9 10,000 lumen Inc UG Sp with 20,000 Lumen MV UG SP 4. The modernization of street lighting in the residential area roughly bounded by Riverside, Sherman, Elwood Portage, Kinyon, Inglewood and Culver. 5.
