Ali members were present. Minutes of the last meeting were read and reviewed. FIRE DEPARTMENT A notice from the Board of Zoning Appeals was presented to the Board relative to the construction of a warehouse across the street from Fire Station #11. The Clerk was directed to notify Chief Bland to examine the matter and, if in his opinion he -deemed it advis- able, to attend the meeting, I.F.A. CONVENTION PARADE Upon motion made, seconded and carried, the 'Board approved the requeste.*f the Fire Chief for' the International Firefighter's Association to Mid a parade with their convention, withzthe recommendation that 'the Chief check with the Urban Redevelopment Commission`to make sure ail the streets on the route will be open to traffic. POLICE DEPARTMENT Applications for the South Bend Police Department were ordered filed for the following: David Michael Beaty Dennis Thomas Dulcet Elwood Allen Mayes John Michael Keb Raymond Ernest Kruszewski Carl Francis Pemberton Francis Raynor Spreeman Jake Thomas, Jr. James Dean Vance, Jr. 1 Michaei Vuckovich And sent to the Personnel office. BUILDING DEPARTMENT - SUB STANDARDS DIVISION Mr. Richard Llszewski, Sob -Standards Director, was present and matters pertaining to his department were discussed. 2410-2412 West Ford Street This matter was continued to this date. - Mr. Gene Arnett, owner of the property, appeared before the Board`to request a ninety day extension of time to rehabilitate the property. Mr. Walter Kopczynski, 832 S. Greenview Avenue, South Bend, appeared before the Board to remonstrate against an extension. Mr. Kopczynski stated that the property inquestion was in hazardous condition, that children played in it and the doors and windows were open. Mr. Liszewski informed the Board that this matter had been going on for a period of years. On the basis of ali the information, upon motion made, seconded and carried, Mr. Liszewski was authorized to seek bids for the demolition of the structure at 2410-2412 W. Ford Street. Upon motion made, seconded and carried, the Board granted permission to Mr. Liszewski to request the owners of the following properties to appear before the Board to show cause why demoliti6n should not take place: 213-215 S. Chestnut Street George Gandy,Sr.'& Elizabeth Gandy 621 Columbia Street Charles W. & Tennie Barnettex 706 S. Fellows Street Emma J. Nash 732 & 742-44 LincoinWay E. Harvey F. & Lillian Roland 814 Forest Avenue Robert L. & Patricia Seilers 219 E. Ohio Street This being the date set, the following bids were opened for the demoiitibn of the structure at 219 E. Oh ,Street: 243 3/20/72 Midwest Demolition Co. $623.00 B b J Demolition Co. 600.00 Machinery Supply Co. 535.99. O'Neal Trucking Co. 574.00 Upon motion made, seconded and carried, the bid was awarded to Machinery Supply Company on'its low bid of $535.99. Mr. Jerry Davis of Machinery Supply Company; appeared before the Board and he was directed to complete the cleaning up of the demolition of the demolition of the building on Western Avenue and the Bissell Street property immediately. ST JOSEPH COUNTY POLICE DEPARTMENT - REQUEST FOR PARKING The following letter was received by the Board: March 11, 1972 The Honorable Board of Public Works e� City of South Bend e—I County -City Building South Bend, Indiana 46601 C.) Gent Imen: U As you know, we at the County Police Department have a serious parking problem around our complex and it has been multiplied with our taking over of the City Police booking duties. Our cars and those of the public must continuously encroach upon the metered area along our Main Street fron side. i take this opportunity to petition your Board for the removal of two meters and designating an area as being "parking for Police Business only," or some such appellation: The area I refer to would be that which extends north from our Main Street ramp entrance to the first fire plug, about seventy-five feet (or less) of usable space. Thank you for any possible action in this direction. BOY SCOUTS OF AMERICA - REQUEST TO HANG BANNER The following letter was presented to the Board: March 14, 1972 Clerk of Public Works Department City Hall South Bend, In 46601 Dear Sir: The new Northern Indiana Council, Boy Scouts of America will hold a Scout-O-Rama Sbout Show, at the Athletic and Convocation Center, Notee Dame University on Sunday April 16. We would like to adver- tise this event with a street banner suspended over Michigan Street at some appropriate place. We have check with our Insurance company and are covered for any liability w5htch oouid occur through the use of such a banner. We would like to use the banner from April 9th through April 16th. May we have your permission to fly a banner of this type? A petition was received from Jeeitz, South Bend Park Department, to vacate an alley from Oran ?a 0 Li nden Avenue: Parallel Street from North College to North North Adams Street from Orange Street to Linden Avenue. upon eption grade, seconded and carried the petition was referred to the Engineering Department and the Area Plan Commission simultaneously, for investigation and recommendation. PROPERTY AT PORTAGE AND ELWOOD - APPRAISAL The following letter was presented to the Board February 8, 1972 City of South Bend % Robert M Parker Chief Deputy City Attorney City of South Bend, Indiana Dear Mr. Parker: We assigned the appraisal of our property to Ralph C. Michoels,M,A.1., S.R.E.A. in South Bend. There was a mix-up on the appraisal and we have just received his final opinion. i am sorry for the delay. We are now prepared to turn the property over to you for the appraised vatpcation, Please see the appraisal enclosed; Mr. Michaels placed a value of $4,350.00 fear market value on that portion of the site which is to be taken by the City of South Bend for street widening. REQUEST TO HOLD WHITE CANE SALE Upon motion made, seconded and carried the Board approved the request of the Blind b Sighted Workers of St. Joseph County to hold a White Cane Sale April 13th to 28th, inclusive, on the public streets in South Bend. LETTER FROM SOUTH BEND JAYCEES - HONEY SALE The following letter was presented to the Board: March 14, 1972 Board of Public Works and Safety 1316 County City Building, South Bend, Indiana Gentlemen: In behalf of the South Bend Jaycees, I am requesting that you grant them the right to vend containers of honey in the city of South Bend on March 16, 17, 18 and 19, 1972 between the hours of 8:00 A.M. and 6:00 P.M. 1 I I 3/20/72 It is the intention of the Jaycees to sell containers of honey at .the corners of Michigan Street and Jefferson, Michigan and Washington, and Michigan and Wayne. The net proceeds derived from the sale of the honey shall be used for the benefit of Logan School. As a result of.last year's Honey Sunday sale, we turned over approximately $1,200 for the benefit of the retarded children. We have also obtained permission of the Charitable Solicitations Committee to hold this project. The Jaycees deeply regret their delinquency in submitting this request, but the delay is directly attributable'to the fact that the committee In charge of selling the honey was not familiar with the fact that there were legal requirements for vending products in the city of South Bend. Hopefully, the Board will be kind enough to grant our request in order that we might avoid sustaining a loss on this charitable project. Respectfully submitted, M s/ Frederick F. SIGN BOND - MARATHON OIL COMPANY Upon motion made, seconded and carried, the bond for erecting signs within the limits of the City of South Bend for the Marathon Oil Company from April 24, 1972 to April 24, 1973 was approved. CONTINUATION CERTIFICATE CONTRACTOR'S BOND - SOLLITT CONST. CO. Upon motion made, seconded and carried a Continuation Certificate for an Excavation bond for Sollitt Construction Company was appr6ved to 4/2/73. STREET LIGHT INSTALLATION - TUXEDO DRIVE Upon motion made, seconded and carried the Board approved the install- ation of a 7,000 lumen street light in the 100 block -of -Tuxedo Drive. STREET LIGHT PETITIONS A petition was received asking for the installation of a street light on Kirby Court in Garland Woods. This was referred to the Engineering Department for investigation and report. A petition was received asking for the installation of a street light at 822 South Edison This was referred to the Engineering Department for investigation and report. Street Light outage reports were filed for 3/10/72 to 3/17/72 There being no further business to come b fore the Board the meeting was adjourned at 10:30 A.M. Charles A. S ene .
