Monday, March 13, 1972 at 9:30 A.M: All members of the Board were present. Minutes of the last meeting were read and reviewed. FIRE DEPARTMENT Chief Bland was present and matters pertaining to his Department were discussed. Chief Bland presented the following letter: March 10, 1972 Board of Public Works and Safety 13th Floor County city Building South Bend, Indiana Honorable Board Members: On Saturday and Sunday, April 29 and 30, 1972 the Fire Chief Mag- azine, Chicago, Illinois, is sponsoring a"High-Rise Firef'igh'ting Seminar for Fire Chiefs and Fire Officers. The following letter was presented by the Chief: March 10, 1972 Board of Public Works and Safety 14th Floor County City Building South Bend, Indiana Re: I.F.A. Convention Parade July 30, 1972 Honorable Board Members: On Sunday, July 30, 1972, the Indiana Firefighters Association will be ending their annual convention, which is being held in South Bend. it is respectfully requested of this Board to approve a parade route being sponsored by the Association at 3:00 o'clock p.m. on Sunday afternoon. Fire Chief JRB/ss Ll 3/13/72 2331 A question was raised as to whether or not`all of the streets on the parade route would be accessible because of urban renewal. The matter was continued for one week until the schedule.of work can be checked, CHARGES AGAINST CORPORAL WILLIAM STOYNOFF-POLICE DEPARTMENT Corporal William Vessele Stoynoff appeared before the Board in person and through Irving J. 'Smith, his attorney. Mr. Smith informed the Board that he had just returned to the city and had not had time to study the case, and therefore, asked for a continuance, The Board set the time as Tuesday, March 28, 1972 at 9:30 A.M. for a hearing on the charges to be held. POLICE DEPARTMENT - CHARGES AGAINST PATROLMAN MAURICE WOODS The Chairman stated that in reference to charges filed against Patrolman Maurice Van Woods on February 4, 1972, by Chief of Police Robert Seais for violation of Sections 1.4. 1.8, 4.2 and 4.50 of the General Rules and Regulations of the Police Department of the City of South Bend, Indiana, the Board had t--i considered the matter and made its findings. The findings of'the Board as to guilt or innocence to each of the counts was read aloud. At the conclusion of the reading of the findings of ithe Board, it was moved, seconded and unanimously carried that Patrolman Maurice Van Woods be found guilty of the charge in Count iII of grabbing and shaking Alien Howell. Additionally, the motion was made that Patrolman Maurice Van Woods be found guilty of specification C of Count IV alleging the same grabbing and shaking and the same constitution conduct unbecoming an officer In the South Bend Police Department. The motion was seconded and carried. It was further moved that the finding of guilty to Counts III and Specification a of Count IV of the charges that Patrolman Maurice Van Woods be suspended from the South Bend ' Police Department effective February 4, 1972 for a period of 60 days without pay. A second part of the motion was that Patrol- man Maurice Van Woods be reprocessed through rookie school at the South Bend Police Department. The motion was seconded and carried. RETIREMENT FROM POLICE DEPARTMENT-EUGENE WILLIAM ANDERT Upon motion made, seconded and unanimously carried the Board approved the application of Police Officer Eugene William Andert to retire from the South Bend Police Department as of March 15, 1972. Upon motion wade, seconded and carried the Board approved the request of Officer Edward R. DeCraene to attend two weeks Naval Reserve Training from Sunday March 26 to Saturday April 8, 1972. SPECIAL POLICE BOND - DONALD J. BRUNETTE -OFFICERS TORRiNGTON CO. Upon motion made, seconded and carried, the Board approved a Special Police Bond for Donaid J. Brunette. Upon motion made, seconded and carried the Board approved the Special Police Continuation bonds for the following for the Torrington Company: Edward T. Wagnerowski Frank Sochocki, Jr. Stanley V. Coleman and Birdie Jean Coleman not having appeared before the Board as requested, Mr. Richard Liszewski, Sub -Standards Director is now authorized to. seek bids for the demolition of the structure'at 1134 Georgianna Street, 611 South Rush Street This being the date set, and Kin A. Bird not having appeared before the Board as requested, Mr. Liszewski is now authorized to seek bids for the demolition of -the structure at 613 S. Rush Street. 516 E. Bronson Street This being the date set, and David Newsome and L. T. Newsome not having appeared before the Board as requested, Mr. Liszewskl is now authorized to seek bids for the structure's-tdemolition at`516 East Bronson -Street. 2410-2412 West Ford Street Mr. Gene Arnett having requested a continuance on the matter of the --sub-standard structure at 2410-2412 West Ford Street because of his absence from the city; the Board now continues the matter for one week. 1504 Swygart Street Mr. Liszewski informed the Board that the dwelling at 1504 Swygart Street was being rehabilitated by the owners, and the Board dir- ected Mr. Liszewski to keep the building under surveillance. 717 S. CLINTON STREET This being the date set bids were opened for the demolition of the structure at 717 South Clinton Street, as follows: O'Neal Trucking Company $349.00 Machinery Supply Company $337.50 Midwest Demolition $317.00 B & J Demolition $517.00 The Machinery Supply Company bid was not properly notarized, to the bid was disregarded. Upon motion made, seconded and carried, the bid for demolition of 717 S. Clinton Street was awarded to Midwest Demolition Company on its low bid of $317.00 501 Pennsylvania Street This being the date set, bids were opened for the demolition of the structure at 717 South Clinton Street, as follows: O'Neal Trucking Company #618.00 B & J Demolition $619.00 Machinery Supply Co. $637.00 Midwest Demolition $541.00 The Machinery Supply Company bid was not properly notarized, ;so the bid was disregarded. Upon motion made. seconded and carried, the Bid of Midwest Demolition Company was awarded, for the structure at 501 Pennsylvania. 3/13/72 Mr, Liszewski informed the Board that Jerry Davis of the Machinery Supply Company is not properly cleaning up after demolition and is a little behind in his contracts. The"Board directed the Clerk to write to Mr. Davis informing him that no contracts would be awarded to him until he has properly completed the ones he now holds, and that his bids were not property completed. MUNICIPAL PARKING FACILITY Mr. Stanley Null, Municipal Parking Facilities Manager was present and presented the following letters to the Board: �o 3/13/72 March 9, 1972 Board of Public Works and 'Safety City of South Bend, Indiana Gentlemen: The Redevelopment Commission has taken"over the parcel of land on the Southeast`'aorner of`Jefferson Blvd.` and"St. Joseph Street. Mr Harrison Miller and Rev.'Billy Kirk are willing to lease this band to Ithe city for $10.00 per month. This lot is rented by the St. Joseph Bank and Trust Company on a flat lease basis, 20 spaces at $i2.00 each Per month. They have leased this from a`private owner'for the last year, and the Bank Is willing to pay us for this lot. There will be absolutely no maintenance on the iot with the exception, of course, of snow re- moval and I suggest that we do leaselthe lovand get this revenue from the St. Hoseph Bank who will use it exclusively for their own employees This will not hurt ourrevenue from the Jefferson -St. Joe ramp in any way. If you wiii give me your approval, i will collect from the bank starting March 1, and request that the Legal Department draw up a lease with the Redevelopment Commission as they do on other flat lots. March 10, 1972 Board of Publid Safety City of South Bend South Bend, Indiana Gentlemen; As you know, we are operating Lot No. 2 under a lease from the Redevelopment Commission at the southeast corner of LaSalle and Michigan Streets and In the first two weeks of operation, we have only collected $34.00 because this lot is uneanned and we are finding out that over one-half of the cars are parked without putting money in the box. Mr. Richard Russell, Manager of the LaSalle Motor Inn, now pperates the lot next to the hotel which was formerly owned by Bitl Sheehan. On this lot he parks his guests plus regular customers with a manned attendant on the lot at ail times. 1 would like to enter an agreement with them to man out tot also which is across the street from the hotel with this some attendant, and raise the price of the fee from 50 to 60 cents and at the end of each month Mr. Russell would give us an accounting and we would split the parking fee fifty-fifty. I am sure that with an attendant on this lot both day and night, we will realize a greater profit than under the present operation. If you are will- ing to go along with me on this, I request that Mr. Sweeney write up a form of agreement with the La Salle Motor inn to this effect. The matter was referred to the Engineering Department to check on possible route changes because of construction work, and was continued until the next meeting. ENGINEERING DEPARTMENT - NEW SPECIFICATIONS FOR PUBLIC WORKS Mr. William Richardson, City Engineer, filed the Specifications for Public Works, and upon motion made, seconded and unanimously carried, the Board approved the Specifications for printing and distribution. Mr. Richardson, Mr. Donald Decker, Street Commissioner, and Mr. Fletcher Coleman were authorized to attend a Slurry Seal School in Waco Texas, from March 14 to 17th, without expense to the City. CONTRACTOR'S BOND - VERIFICATION - LEONARD GEANS A Verification Certificate for a Contractor's Bond for Leonard Geans was approved by the Board.
