All members were present. The minutes of the previous meeting were reviewed and approved. POLICE DEPARTMENT - APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER Upon motion made, seconded and unanimously carried, the Board approved the appointment of Watsey Gauldin as a special police officer for the city of South Bend, Mr. Gauldin has been appointed Environmental Inspector. SERGEANT LARRY RANDT TO ATTEND SCHOOL Chief Seals requested permission to send Sergeant Larry Randt, a member of the South Bend Police Department, to attend a Hazardous Devices Course at Redstone Arsenal, Alabama on February 6th through February 25th, 1972, upon the nomination by the law Enforcement Assistance Division, State of Mississ- ippi of Sergeant Randt. The parent Law Enforcement Assisstance Administration, Washington, D,C., will reimburse the City for the per diem and the City will pay transportation. Upon motion made, seconded and unanimously carried, the Board approved the �{ request and Sergeant Larry Randt wes permitted to attend the school which 2tJ trains in the general area of bombs, bomb disposal and all hazardous devices. LETTER RELATIVE TO PRESS IDENTIFICATION �U January 31, 1972 Board of Public Works and Safety City of South Bend County City Building South Bend, Indiana Gentlemen: The need to update under the authority of this administration the Press Identification instrument is respectfully called to your attention. It is suggested that a combined Police and Fire Service type of instrument be utilized to prevent confusion and to allow economy in this necessary provision. A meeting has been held with representatives of the news media of this locality and a procedure and format agreed upon for submission to the Board of Public Works and Safety for approval. The instruments viewed as essential to proper identification of authorized media personnel and to proper procedure to be followed at the scenes of major fires and criminal investigations, allowing such matters as access to such scenes by news personnel, decisions pertaining to recognition of press vehicles at such scenes, etc., are attached for your examination and approval. They include: 1. Personal identification cards of wallet -size, bearing all required personal identication-descriptions and a photo- graph of the bearer to whom such would be issued. 2. A sun visor -sized automobile identification card to be used only at scenes similar to those described above and not as items to be displayed to secure free or improper parking in any other areas of the City. This identification will display the legally issued license number of the car to which such will be issued, thus allowing police control of any possible misuse of such identification. Through a splendid cooperation of all news media personnel of this City, it has been agreed that the time and expense of effecting identification - photographs of the personnel involved will be carried by certain members 1/31/72 of the press -media at no expense to the City. This will allow the sole expense to the City herein involved being that of printing such identifi- cation and controlling the issuance of such. Your approval of this procedure, signaled by the signature of the President of the Board of Public Works and Safety on the instruments, is most earnestly requested with the approval of Chief J. Upon motion made, seconded and umbn1mously carried, the Board approved the type of press media identification requested by the Chief. BUILDING DEPARTMENT - SUB- STANDARDS DIVISION Mr. Richard Liszewski, Sub -Standards Director appeared before the Board and the following matters were discussed: 125 East Dayton Street A letter was received from Garnette R. Horner asking that this matter be continued until an investigation by the Insurance Company has been completed. Upon the recommendation by Mr. Liszewski, the Board, upon motion made, seconded and carried, continued the matter for two weeks. 717 S. Clinton Street Certified mail notice to Bert M. & Ida B. Dudley having been returned as undeliverable, Mr. Liszewski asked permission to advertise for bids returnable on February 7, 1972. Upon motion made, seconded and carried permission was granted to advertise for bids on the demolition of the structure at 717 S. Clinton Street. 1613 S. Leer Street A letter was received from Clarence F. Tuskey,repre- senting James E. Kushto, Guardian of the Estate of Lottie J. King, indicating that his client would not appear before the Board of Public Works and Safety to file objections to any action taken by the Board on January 31, 1972, as he believes that it is not in the best interest of the said Guardianship Estate to make any repairs to the captioned real estate. Mr. Liszewski asked permission to ask for bids on the demolition of the structure at 1613 S. Leer Street. Upon motion made, seconded and carried, the Board granted his request to ask for bids on the demolition of the structure at 1613 S. Leer Street. 423 Kosciuszko Street Nancy E. Hosack not having appeared as requested, upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for the demolition of 423 Kosciuszko Street. 1125 East Bissell Street Mattie Samue.ls not having appeared as requested, upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for the demolition of the structure at 1125 East Bissell Street. 827 S. Rush Street The matter of the sub -standard condition of the subject property having been continued till this date, upon motion made, seconded and carried, the Sub -Standards Director was authorized to seek bids for the demolition of 827 S. Rush Street structure. 1315 S. Main Street Mr. Charles W. Hahn having sent a deed to the City of South Bend for this property, upon motion made, seconded and unanimously carried, the Sub -Standards Director was authorized to seek bids for the demolition of the structure at 1315 S. Main Street. 191 1/31/72 PETITION TO VACATE KALEY STREET FROM TUCKER DRIVE SOUTH TO THE RAILROAD TRACKS Steel Warehouse Company, Inc., and Stanley Body and Equipment Company, by Frederick K. Baer, attorney, files its petition to vacate Kaley STreet from Tucker Drive South to the Railroad Tracks, and deposits $75.00 to pay for costs. Upon motion made, seconded and unanimously carried, the petition was referred, simultaneously, to the Engineering Department and the Area Plan Commission for study and recommendation to the Board. ADOPTION OF VACATION RESOLUTION NO. 3351-72 HEARING HELD - DEPT. OF REDEVELOPMENT This being the date set, hearing was had on Vacation Resolution No. 3351, 1972, for the vacation of: Lincoln Way East - from 55 feet south of Jefferson Street to St. Joseph Street East Jefferson Street - from St. Joseph Street to the 1%H curve on Jefferson -Wayne Connector Street r-4 East Washington Street - from St. Joseph Street to [� Artesian Avenue U Artesian Avenue - from Washington Street to the South- erly end of Artesian Avenue. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on Jenum.vy 21 and January 26, 1972, which were found to be sufficient. No remonstrators appears and no written remonstrances were received. Upon motion made, seconded and carried unanimously, said resolution adopted on January 17, 1972 was ratified and confirmed and said streets were vacated. The City Engineer is directed to prepare an assessment roll showing the award of damages and the assessment of benefits to surrounding properties. HEARING ON VACATION RESOLUTION NO. 3352,1972 - MASTIC CORPORATION This being the date set, hearing was had on Vacation Resolution No. 3351, 1972, for the vacation of: The following seven parcels of land described as follows: 102 x 483 feet E. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on January 21 and January 28, 1972 which were found to be sufficient. No remonstrators appeared and no written remonstrances were received. Upon motion made, seconded and unanimously carried, said resolution adopted on January 17, 1972 was ratified and confirmed and said streets vacated. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on January 21 and January 28, 1972, which were found to be sufficient. No remonstrators appeared and no written remonstrances were received. Upon motion made, seconded and unanimously carried, said resolution adopted, on January 17, 1972 was ratified and confirmed and said alley vacated. EMPLOYEES SAFETY PROGRAM Mr —Paul Gervas, Employees Safety Director, presented a safety program for all the employees of the City of South Bend. Upon motion made, seconded and unanimously carried, the Board approved the program. RIDER TO VANEK EXCAVATING COMPANY BOND CHANGING NAME Upon motion made, seconded and carried, the Board approved a rider to the Demolitipn Bond of the Vanek Excavating Company wherein the name of the Company is changed to AAA Excavating and Wrecking Company. 1/31/72 HOLIDAY SCHEDULE FOR CITY EMPLOYEES The following Holiday schedule was , upon motion made, seconded and unanimously carried, approved for city employees: New Year's Day Friday, December 31r, 1971 Lincoln's Birthday Friday, February 18, 1972 Washington's Birthday Monday, February 21, 1972 Good Friday Friday, March 31, 1972 Primary Election Tuesday, May 2, 1972 Memorial Day Monday, May 29, 1972 Independence Day Tuesday, July 4, 1972 Labor Day Monday, September 4, 1972 Columbus Day Monday, October 9, 1972 Veteran's Day Monday, October 23, 1972 General Election Tuesday, November 7, 1972 Thanksgiving Day Thursday, November 23, 1972 Christmas Day Monday, December 25, 1972 BIDS FOR JANITORIAL SERVICE - MUNICIPAL SERVICES FACILITY Bids for Janitorial service for the Muncipal Services Facility having been taken under advisement until this date, the Board now, upon motion made, seconded and unanimously carried, awards the following bid: Eder -Bailie Division ITT Service Industries Corp. U d/b/a South Bend Window Cleaning Company for the sum of $19,800.00 per year, to be invoiced at the rate of $1,650.00 per month, it being in the Boards opinion the bid in the best interest of the City. Bids for cleaning the Parking Garages were rejected as the personnel of the Parking Garages are to do 'Pthe work. MUNICIPAL PARKING FACILITIES The survey of Municipal Parking Garages ticket validation pledges was continued for one week. The following letter was presented to the Board January 31, 1972 Board of Public Works and Safety City of South Bend South Bend, Indiana Subject: Municipal Parking Garages Gentlemen: I recommend that effective February 1, 1972 that our Parking Garages hours be revised to the following schedule: 1. Openirhg Time: 7:00 A.M. - remains the same 2. Clsoing Time: 1:00 A.M. changes from 12 midnight 3. The Colfax -Main Garage be kept open on Sundays from 12:00 noon to 1:00 A.M. in conjenction with the use of the Morris Civic Auditorium. These changes have been recommended by the Supervisor, Mr. Stanley Hull, for better service of our customers. These extended hours will require no change in budget or personnel. TRAFFIC ENGINEERING DEPARTMENT TRAFFIC REGULATIONS Upon motion made, seconded and carried the Board approved the following traffic regulations recommended by the Traffic Engineering Department: No Parking on the East side of the 100 block N. Polk Street for a distance of 2 block south of Colfax. The sings are to read "NO PARKING -COMMERCIAL VEHICLE LOADING ZONE." No parking on the west side of the 1600 block South Twyckenham (between L. W. E. and the Penn Central Tracks.) Such restriction will increase capacity and reduce congestion. A request was received from Clem F. Hazinski, Director Traffic Engineering Department that the City advertise for bids for a 3/4 ton pick-up truck for the Traffic Department. The Clerk was directed to advertise for bids to be returnable on February 14, 1972. LEGAL NOTICE OF PREHEARING CONFERENCE A notice of a prehearing Conference by the Public Service Commission of Indiana in Indianapolis, Indiana at 10:00 A.M. EST on Tuesday, February 15, 1972 in the matter of the petition of Indiana Bell Telephone Company, Inc., for adjustments in rates, was filed with the Board. NOTICE BY INTERSTATE COMMERCE COMMISSION RE- CHICAGO,S_OUTH SHORE AND SOUTH BEND, RAILROAD A notice of a session of the Interstate Commerce Commission, Division 3, held at its office in Washington, D.C. on 19th day of January, 1972 relative to the Chicago, South Shore and South Bend Railroad Restructuring of Passenger Service was filed with the Board. 2ND ANNUAL ST. JOSEPH RIVER RACE Mr. Don Sporleder, President, Michigan Watershed, Inc., filed with the Board a letter informing them that the 2nd Annual St. Joseph River Race - The Canoe Race- will be held on Saturday, May 13, 1972. It is sanctioned by the U.S.C.A. and the date has been confirmed and set in the official listing of dates for official canoe races in 1972. The race will be the 13 miles down river from Leeper Park in South Bend ending at the French Paper Company Dam in Niles, Michigan. A formal request for police assistance and the closing of some streets will follow later. Upon motion made, seconded and unanimously carried, the Board approved the date for the River Run. RE: SHIRLEY HUNT - JUNKED CAR The following recommendation was presented by Mr. Sweeney: 1. Mrs. Fleming (of Legal Service) last spoke to Mr. Johnson in July when car was returned to him. 2. Unable to reach Johnson since 3. Not the responsibility of the Board of Public Works and Safety to make Mrs. Hunt's case for her beyond phone attemt to reach Mr. Johnson. 4. Recommend the Board write Mrs. Fleming stat-ing that the auto is registered inMrs. Hunt's name and that the Board, after trying to reach Mr. Johnson, is not in a position to determine whether there is a subsequent owner. Upon motion made, seconded and carried the Board directed the clerk write Mrs. Hunt, and Pars. Fleming, informing them of the above. 1/31/72 EXCAVATION BOND - LOUIS M. SEAGO DBA SEAGO'S PLUMBING & HEATING Upon motion made, seconded and carried the Board approved an Excavation bond for Louis M. Seago, DBA Seago's Plumbing and Heating Company, to 1/7/73. CONTINUATION CERTIFICATE Upon motion made seconded and unanimously carried the Board approved a continuation of an Excavation Bond to 1/1/73. STREET LIGHT OUTAGE REPORTS Street light outage reports were filed for the period of 1/20/72 to 1/27/72.
