The minutes of the previous meeting were reviewed and approved. BIDS OPENED - REMODELING INFORMATION CONTROL CENTER - POLICE DEPARTMENT This being the date set for receiving bids for remodeling the information control center of the Police Department at 701 W. Sample Street the Clerk tendered proofs of publication in the South Bend Tribune and the Tri County News which were found to be sufficient. The following bids were received: H. G. Christman Construction Company, Inc., 850 S. Fellows Street, South Bend, Indiana, 46624. The bid was accompanied by a non collusion affidavit and bid bond in the amount of 10% of the bid which were found to be proper. Total bid---------------------$2,720.00 Harry H. Verkler, Contractor, Inc., 645 N. Wilber Street, South Bend, Indiana, 46628. FIRE DEPARTMENT - PROMOTIONS Upon motion made, seconded and carried; the f6flowi-ng promotions were .approved upon the recommendation of Fire Chief Joseph L. Zurat: Lieutenant Eugene Rozwarski - to the rank of captain Fireman Greg F. Conery - to the rank of lieutenant effective November 16, 1971. FIRE DEPARTMENT - ADDITIONAL SICK LEAVE APPROVED - LEO S. BANACKI Upon motion made, seconded and carried, an additional 30 days sick leave from November 15, 1971, was approved for Captain Leo S. Banacki, upon the recommendation of Fire Chief Joseph L. Zurat. Lloyd S. Taylor abstained from voting. F.IRE'DEPARTMENT':- APPOINTMENTS Upon motion made, seconded and carried, the Board approved the following appointments to the Police Department effective 11/16/71: David J. Bailey Jerry D. Stults David I. Taylor POLICE DEPARTMENT - STATISTICAL REPORTS Statistical reports for October, 1971, were reviewed and ordered filed. APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER - RICHARD H. GROVER Upon motion made, -seconded and carried, the application of Richard H. Grover for appointment as a special police officer at the Dutchman Restaurant was referred to the Legal Department for recommendation to the Board. BUILDING DEPARTMENT - SUB -STANDARDS DIVISION Richard Liszewski, Sub -Standards Director, appeared before the Board and the following matters were taken up. 613-615-617 W. LaSalle Avenue. Mr. Liszewski reports these three structures vandalized and all heating units missing. The Sub -Standards Director was I124 11/15/71 requested to notify the owner of these buildings to appear before the Board on November 22, 1971, to show cause, if any they have, why these buildings should not be demolished. 1350 E. Sorin Street. Mr. Liszewski reported he has been unable to reach the attorney for the owner of this property; that the structure has been damaged by fire but is presently secured and is not an immediate hazard. Upon motion made, seconded and carried, the matter of 1350 E. Sorin Street was continued one week. WEIGHTS AND MEASURES DEPARTMENT-.00TOBER, 1971 REPORT Report of the Weights and Measures Department for October, 1971, was reviewed and ordered filed. ASSESSMENT ROLL HEARING - VACATION RESOLUTION NO. 3347 - BENEDICT J. BARCZYKOWSKI This being the date set, hearing was held on the assessment roll in Vacation Resolution No. 3347, 1971, for the vacation of the first east -west alley north of Huron Street from the west line of Carlisle Street west to the east line of the first north -south alley. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News which were found to be sufficient. No remonstrators having appeared and no written remonstrances having been received, upon motion made, seconded and unanimously carried, the assessment roll showing no net damages and no net benefits was approved as adopted and said Resolution in all things ratified and confirmed and said proceedings closed. PETITION TO VACATE MONROE STREET - DEPARTMENT OF REDEVELOPMENT The Department of Redevelopment, 1200 County City Building, South Bend, Indiana, by Bill Slabaugh, files its petition to vacate Monroe -Street from Rush Street to Lincolnway East. Upon motion made, seconded and carried, the petition was referred, simultaneously, to the Engineering Department and the Area Plan Commission for study and recommendation to the Board. COMMUNICATION re: LOOSE DOGS - PERLEY SCHOOL A communication was,read from Myron D. Weldy, Principal, Perley School, 740 N. Eddy Street,.South Bend, Indiana, reporting that a dog on the Perley School playground, on November 8, 1971, bit seven different children before it could be tied up and asking that something be done to control dogs from running loose. The letter was referred to the Humane Society with the request that they make every effort to correct this kind of a situation. REQUEST TO ERECT CHRISTMAS TREE ENCROACHING SIDEWALK - GILBERT'S STORE Upon motion made, seconded and unanimously carried, the Board approved the request of the South Bend Neon Company, 215 W. Garst Street, South Bend, Indiana, to erect a Christmas tree on the parking lot of Gilbert's Store which will extend over the sidewalk seven feet on condition that they provide the Board with a certificate of insurance to hold the City harmless. CIVIL DEFENSE HANDBOOK Don Germann, Civil Defense Director, provides the Board with copies of Civil Defense handbooks, containing instructions what to do in case of disasters, such as floods, tornado, fire, blizzards, etc. STREET LIGHT REQUEST - COLPAERT REALTY CORPORATION Upon motion made, seconded and carried, the request of Colpaert Realty Corporation for street lights at Clearview Place and Redbud Lane, Summit Drive and Redbud Lane and midway between Summit Drive and Clearview Place was referred to the Traffic Engineering Department for study and recommendation. 11/15/71 1.2 cF CONTRACTOR'S BONDS APPROVED Upon motion made, seconded and carried, the following ��a�xaa��xicsxke�a�lxa�a�l continuation certificates were approved: McIntyre & Jones Construction Company - to 1/l/72. Taylor Construction Company - to 1/l/72. EXCAVATION BONDS APPROVED Upon motion made, seconded and carried, the following certificates continuing excavation bonds were approved: McIntyre & Jones Construction Company - to 1/l/72. Taylor Construction Company - to 1/l/72. MAINTENANCE BOND APPROVED 4114 Maintenance bond #1826988, Travelers Insurance Company, on behalf of McIntyre r-4 and Jones Construction Company for paving in Riverside Manor Subdivision was approved by the Board upon the attachment of a power of attorney for the signer on behalf of Travelers Indemnity Company. U - U STREET LIGHT OUTAGE REPORTS Street light outage reports for the period 11/4/71 to 11/11/71 were ordered filed.
