A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M., November 1, 1971, with all members present. The minutes of the previous meeting were reviewed and approved. POLICE DEPARTMENT - PROMOTIONS Upon motion made, seconded and unanimously carried, the following promotions were approved upon the recommendation of the Chief of Police, effective November 1, 1971: Officer David Hatala - to the rank of corporal Officer Terry Hough - to the rank of corporal Officer Harold Grounds - to the rank of corporal POLICE DEPARTMENT —ADVERTISE FOR BIDS TO REMODEL INFORMATION CONTROL CENTER November 15, 1971, is set as the date for receiving bids for the remodeling of the Police` Department°information control center at 701 W. Sample Street, and the Clerk is directed to give notice by publication in the South Bend Tribune and the Tri County News on November 5 and November 122 1971. BUILDING DEPARTMENT - SUB -STANDARDS DIVISION 1033 Hudson Street. Mrs. Norma H. Reuter, owner of 1033 Hudson Street, South Bend, Indiana, appeared before the Board and stated that they do not want the building demolished and are rehabilitating the building. Mrs. Reuter was advised demolition bids are to be opened November'8, 1971, and the matter will be reviewed at that time but that substantial repairs must be made within the week. 1600 block Western Avenue. Mr. Jerry Davis, 3608 Western Avenue, South Bend, Indiana, appeared before the Board on behalf of the Western Avenue Business Council which is interested in upgrading the 1600 block of Western Avenue. The Sub -Standards Director is requested to contact Mr. Davies regarding apparent sub -standard properties in the area, and to provide the Board with a status report. ST. JOSEPH COUNTY LANDFILL Upon motion made, seconded and unanimously carried, the City Engineer was authorized to make application to the St. Joseph County Auditor for charge accounts at the St. Joseph County Landfill for solid waste disposal by the Wastewater Treatment Plant, the Water Works, the Street Department and the Sanitation Department. HOUSE MOVE APPROVED - TO 1616 KNOBLOCK:'.STREET Upon motion made, seconded and unanimously carried, the removal of a house from 4011 Lincolnway West to 1616 Knoblock Street, was approved upon the recommendation of the Building Commissioner. Gene Fodge, 1505 N. Chicago, Street, South Bend, Indiana, owner of the house, appeared to request its removal. STORM WATER RETENSION BASIN (LAGOON E) - CRESTWOOD GARDENS Upon motion made, seconded and unanimously carried, the Board approved the report and recommendation of the City Engineer for the construction of a storm water retention basin (Lagoon E)-in Crestwood Gardens, south of Edison Road between Edison Park and McKinley Terrace Additions. Upon motion further made, seconded and unanimously carried, the Board approved an appropriation of $36,000.00 from the cumulative sewer building and sinking fund for such Lagoon E, and directed the preparation of an appropriate ordinance for the consideration of the Common Council. PETITION TO VACATE A PORTION OF LONGLEY AVENUE AND TWO ALLEYS - SOUTH BEND COMMUNITY SCHOOL CORPORATION The South Bend Community School Corporation, 635 S. Main Street, South Bend, Indiana, by its attorney Jack C. Dunfee, Jr., files its petition to vacate 1 117 Longley Avenue between Meade and Olive Streets; the first east -west alley between Meade and Olive Streets north of Longley; and the first north -south alley east of Meade Street running north from Longley, and deposits $75.00 for costs, Upon motion made, seconded and carried, the petition was referred, simultaneously, to the Engineering Department and the Area Plan Commission for study and recommendation. PETITION TO VACATE A PORTION OF KALEY STREET - MASTIC CORPORATION Mastic Corporation, 131 S. Taylor Street, South Bend, Indiana, by its attorney Jack C. Dunfee, Jr., files its petition to vacate Kaley Stroet from the St. Joseph, South Bend and Southern Railroad south approximftely 400 feet, and deposits $75.00 for costs. Upon motion made, seconded and carri-ed, the petition was referred, simultaneously, to the Engineering De- partment and the Area Plan Commission for study and recommendation. DEDICATION - ALLEY WEST OF PORTAGE, SOUTH FROM BULLA Upon motion made, seconded and carried, the Board approved acceptance of the dedication of the north -south alley between Anderson Avenue and Portage Avenue on the east -west, and between Bulla Street and another public alley �,..I on the north -south, upon receipt of a deed of dedication. S. J. Crumpacker abstained from voting. w James Hendricks, 701 S. Michigan Street, South Bend, Indiana, appeared be- fore the Board in reference thereto and will provide the Board with a deed of dedication as soon as the same is obtained. - REQUEST OF AVENUE RADIO SHOP - TO HOLD "TRUCKLOAD SALE." Having reviewed the request of the Avenue Radio Shop, it was moved, seconded and unanimously carried, that permission be granted to park a truck in front of its place of business for a "truckload sale" November 10 to November 15, 1971, on condition that the Avenue Radio .Shop pay the regular meter parking charge and that it not put advertising material on the truck. REQUEST OF ST. JOSEPH COUNTY PARK AND RECREATION DEPARTMENT Upon motion made, seconded and carried, the letter of Billy C. Hankins, Director, St. Joseph County Park and Recreation Department, R. R. #2, Box 72A, New Carlisle, Indiana, addressed to the Board of Public Works, requesting aid of the City in testing drinking water at Bendix Woods County Park, was referred to the Water Works Board for its consideration. REQUEST TO PURCHASE PARCEL•OF LAND (MILL RACE) - AAY'S RENT -ALL COMPANY .Upon motion made, seconded and unanimously carried, the request of James W. Sharpe for Aay's Rent -All Company, 105 S. Niles Avenue, South Bend, Indiana, to purchase from the City a parcel of land to the west of Lot 157 (the old Mill Race), was denied. The Clerk was directed to advise Mr. Sharpe that the City would perhaps be agreeable to leasing this parcel of land and if interested should contact the City Legal Department. COMMUNICATION FROM IDEAL BALDONI A communication dated October 27, 1971, from Ideal Baldoni, Chairman, St. Joseph County Democratic Central Committee, South Bend, Indiana, setting out voting places owned by the City, to be used November 2, 1971, was ordered filed. TRAFFIC REGULATION APPROVED - EWING AND SAMPSON STREETS Upon motion made, seconded and unanimously carried, the Board approved the recommendation of the Traffic Engineering Department to change the "yield" sign on the northwest corner of Ewing and Sampson Street to a "stop" sign. mw!§E� IIR STREET LIGHTING APPROVED Upon motion made, seconded and unanimously carried, the following street, lighting was approved, upon the recommendation of the Traffic Engineering Department: Area bounded by the Lagoon, River, Oakwood and Portage: the removal of 18 street lights and installation of 28 at an in- creased cost of $53.70 per month. Jefferson Boulevard, Phase 111, relighting: The removal of .8 lights and the installation of 23 traditionatre lights, from Greenlawn to 26th Street at an increased cost of $130.19 per month. Area bounded by Mishawaka Avenue, Logan, North Side Boulevard and 30th Street: the removal of 29 street lights and the installation of 54 lights at an increased cost of $120.35 per month. CONTRACTOR'S BOND TERMINATED - CHARLES HAMPTON Upon motion made, seconded and unanimously carried, the termination of Contractor's bond #4327425 in the Western Surety Company, for Charles Hampton, was approved for all work done under said bond on and after November 1, 1971. EXCAVATION BOND TERMINATED - J, S. PLUMBING CONTRACTORS Upon motion made, seconded and unanimously carried, the termination of excavation bond #455587 for J. S. Plumbing Contractors, was approved for all work done under said bond on and after May 1, 1972. CONTRACTOR'S BOND APPROVED - CASIMIR CHRZAN, JR. Upon motion made, seconded and carried, contractor's bond for Casimer Chrzan, Jr., commencing 10/27/71 was approved. STREET LIGHT OUTAGE REPORTS Street light,outage reports for the period 10/21/71 to 10/27/71 were ordered filed.
