September 20, 1971
A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M. on September 20, 1971, with all members present.The minutes of the
previous meeting were reviewed and approved.
OPEN BIDS - E. FARNE-MAN STREET SEWER - IMPROVEMENT RESOLUTION NO. 3343
This being the date set for receiving bids for the improvement of East
Farneman Street, from approximately 200 feet east of Fellows Street east to
the dead dnd, by constructing a local sewer, the Clerk tendered proofs of
publication of notice in the South Bend Tribune and the Tri County News on
September 3 and September 10, 1971, which were found to be sufficient. The
following bids were received:
.Bradberry Brothers, Inc., 20061 Dice Street, South Bend, Indiana, 46614. Non
collusion affidavit was found to be proper, The bid was accompanied by a
bid bond in the amount of 5% of the bid, together with financial statement of
bidder,(indiana State Board of Accounts Form 96-a). The total bid was in
the amount of $7,350.00. Completion time - 90 calendar days.
Haskins, Inc., 64704 U. S. #31, Lakeville, Indiana, 46536. Non collusion
affidavit was found to be proper. The bid was accompanied by a bid bond in
the amount of 5% of the bid, together with financial statement of bidder
(Indiana State Board of Accounts Form No.•96-a). The total bid was in the
amount of $9,634.00. Completion time -.90 calendar days.
Howell Construction Company, 111 E. Windsor, Elkhart, Indiana, 46514. Non
collusion affidavit was found to be proper. The bid was accompanied by a bid
bond in the amount of 5% of the bid together with financial statement of
bidder (Indiana State Board of Accounts Form 96-a). The total bid was in the
amount of $6,618.00. Completion time - 90 calendar days.
Upon motion made, seconded and unanimously carried, the bids were referred to
Clyde E. Williams and Associates, Inc., consulting engineers, for study and
recommendation to the Board.
POLICE DEPARTMENT - PROMOTIONS
Upon motion made, seconded and unanimously carried, the Board approved the
promotion of the following police officers effective October 1, 1971, upon
the recommendation of Chief of Police Loren M. Bussert:
Donald Pinckert - to the rank of corporal 2.
Duane Burkhart - to the rank of corporal
POLICE DEPARTMENT - REQUEST TO ATTEND CONFERENCE, ANAHEIM,_CALIFORNJA .
Upon motion made, seconded and unanimously carried, Chief of Police Loren M.
Bussert was authorized to attend the International Chiefs of Police conference
in Anaheim, California, September 26 through October 1, 1971.
POLICE DEPARTMENT - POLICE FAMILIARIZATION PROGRAM
Upon motion made, seconded and carried, upon the recommendation of Services
Division Chief Glenn Terry, the Board approved a Police familiarization program
for Notre Dame Law School students, consisting of three two week sessions
commencing 9/20/71 and ending 11/20/71.
POLICE DEPARTMENT - STATISTICAL REPORT
Police Department statistical report for August, 1971, was reviewed and
ordered filed.
RADIO BEPARTMENT - REQUEST FOR ADDITIONAL FUNDS
Upon motion made, seconded and unanimously carried, the Board approved the re-
quest of the Radio Department for an additional appropriation of $1500.00 to
Account W-37 (other supplies), and the request was referred to the Legal De-
partment for the preparation of an ordinance for the consideration of the
Common Council.

BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
Richard Liszewski, Sub -Standards Director, appeared before the Board and the
following matters were taken up:
814 Marietta Street. Mr. Liszewski reported this structure still stands and
he has heard nothing from the demolition contractor, Vanek Excavating
Company. It was moved, seconded and carried that the contract awarded to
Vanek Excavating Company July 12, 1971, for demolition of the structure at
814 Marietta Street be withdrawn, and the Sub -Standards Director was
directed to obtain the permit which was issued to the Vanek Excavating
Company for the demolition.
702 S. Clinton -Street. Upon motion made, seconded and carried, the matter of
702 S. Clinton Street was further continued one week.
539 S. Fellows Street. Upon motion made, seconded and unanimously carried,
the matter of 539 S. E'a1:ows-Street was further continued one week.
Demolition bids opened:
This being the date set, bids were opened for demolition of the following
c11 structures. Non collusion affidavits were found to be proper. The bids

Upon motion made, seconded and unanimously carried, contract for demolition
of the structure at 1540 W. Dunham Street was awarded to O'Neal Trucking
Company on its low bid of $575.00.
910 S. Columbia Street:

Bryant Excavating Co. $310.00

Upon motion made, seconded and unanimously carried, contract for demolition
of the structure at 910 S. Columbia Street was awarded to Midwest Demolition
Company on its low bid of $303.00.
806 S. Rush Street:

Bryant Excavating Co. $480.00
Midwest Demolition Co. $533.00
Upon motion made, seconded and unanimously carried, contract for demolition
of the structure at 806 S. Rush Street was awarded to Bryant Excavating Company
on its low bid of $480.00.

613-615-617 W. LaSalle Street Leo J. Luzney, Precinct Committeeman, 2nd
District, 7th Precinct, 322 Kuntsman Court,.South Bend, Indiana, files with
the Board a complaint against three homes at 613-615-617 W. LaSalle Street
and against a six apartment house in Kuntsman Court,.signed by 17 persons,
complaining of weeds and sub -standard conditions of the structures. Upon
motion made, seconded and carried, the matter was referred to the Sub -Standards
Department to contact the owners for some immediate action to improve the
appearance of the properties.
1813 Robinson Street. Mr. Liszewski reports this property vacant. A letter
from Charles W. Hahn under date of /15/71 in reference to the property was
referred to the Sub -Standards Director for appropriate action.
OLD FIRE STATION #10
Paul Cornell, Executive Director of A.C.T.I.O.N., Inc., who appeared before
the Board,` was referred to Mr. Brownell, Personnel and Purchasing Director,
for further information in reference to available space in old Fire Station
#10 at 1820 S. Michigan Street.
HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3330, 1970 - ALLEYS
BETWEEN HUEY AND O'BRIEN STREETS
This being the date set, hearing was held on the assessment roll in Improve-
ment Resolution No. 3330, 1970, for the improvement 6f the alley between Huey
and O'Brien Street from Humboldt Street north to the tee and the east -west
alley from Huey to O'Brien Street by constructing a Class C Type I pavement.
The Clerk tendered proofs of publication of notice in the South Bend Tribune
and the Tri County News on September 10 and September 17, 1971, which were
read and found to be sufficient.
Mrs. Victor Thomas, 1347 N. O'Brien Street, South Bend, Indiana, appeared
before the Board and objected to their assessment. No other person appeared.
The assessment against the property of Victor Thomas was found to be proper.
Upon motion made, seconded and unanimously carried, the assessment roll
adopted September 7,.1971, was in all things confirmed.
IRONWOOD DRIVE SIDEWALK ,BADER TO ROCKNE
Mrs. Joseph Csiszar, Safety Chairman of the South Bend Area Council Parent-
Teacher Association, 635 S. Main Street, South Bend, Indiana, appeared before
the Board and filed with the Board a written complaint in reference to the
lack of a sidewalk on Ironwood Drive, between the 600 and 900 blocks.
Following discussion, upon motion made, seconded and carried, the matter
was taken under advisement for one week.

Portions of streets and alleys in LaSalle Park, all within
the recorded Third Plat of Summit Place Addition, a Sub-
division in the northwest Quarter of the southwest Quarter
of Section 10, Township 37 north, Range 2 east, as follows:
(1) Kankakee Avenue between the west line of the north -south
alley west of Kaley Street and the east line extended northerly

PETITION FILED TO VACATE A PORTION OF E. WESTERN AVENUE - DEPARTMENT OF,
REDEVELOPMENT
William E. Slabaugh, on behalf of the Department of Redevelopment, 1200 County
City Building, South Bend, Indiana, files with the Board a petition to vacate
E. Western Avenue from S. Michigan Street to Lincolnway East. Upon motion
made, seconded and unanimously carried, the petition was referred, simultaneously,
to the Engineering Department and the Area Plan Commission for study and
recommendation to the Board.
"SPACE FAIR"
Copy of a letter addressed to the Office of Public Affairs, Washington, D.C., by
John R. Kagel, Executive Director of the Downtown South Bend Council, 320 W.
Jefferson Boulevard, South Bend, Indiana, under date of September 15, 1971,
relative to the forthcoming "Space Fair" was read and ordered filed.
Said "Space Fair" is scheduled to be conducted from 8:30 A.M. to 4:45 P.M.,
October 4, 1971, through October 23, 1971, in cooperation with the South Bend
School Corporation which will conduct lectures in the Central Junior High School
auditorium and displays in conjunction therewith will be on the first floor of
the County City Building.
MRS. LEE SWAN
Mrs. Lee Swan, 2022 Swygert Street, South Bend, Indiana, appeared before the
Board and further objected to the inspection of homes under the Code Enforcement
Act, stating that she challenges the right to enter a private dwelling.
STREET LIGHT PETITION - 1600 BLOCK OF FLORENCE AVENUE
Upon motion made, seconded and carried, the petition of Lucy Johnson, 1633 Florence
Avenue, South Bend, Indiana, and 13 others, for a street light in the 1600 block
of Florence Avenue was referred to the Traffic Engineering Department for study
and recommendation.
TRAFFIC REGULATION - CHAPIN STREET PARKING - 6:00 P.M. to 6:00 A.M.
Chief of Police Loren M. Bussert reports to the Board that the prohibition of.
parking on the east side of the 100 to 300 block of Chapin Street between the
hours of 6:00 P.M. and 6:00 A.M. has accomplished the desired objective of
allowing increased traffic flow without major penalty to business or residents.
The matter was continued until September 27, 1971, for further report and
recommendation from the Traffic Engineering Department.
CONTRACTORS' BONDS
Contractor's bond on behalf of S. E. Price as principal and Western Surety Company
as surety, dated September 14, 1971, upon motion made, seconded and carried, was
disapproved by the Board.
Certificate continuing the contractor's bond of Cohagan Equipment Company, Inc.
to 10/6/72 was approved by the Board.
