A special meeting of the Board of Public Works and Safety convened at 3:00
P.M., on August 23, 1971, for the purpose of hearing charges against Fireman
Darrel W. Dunlap, Jr. Present were Lloyd S. Taylor, City Engineer and
President of the Board, and James A. Bickel, City Controller and member of
the Board.
Also present were Fireman Darrell W. Dunlap, Jr., Fire Chief Joseph L. Zurat,
Assistant Fire Chief Richard Busfield, Assistant Fire Chief Eugene Fujfawa
and Deputy City Attorney Robert J. DuComb, Jr.
Fireman Darrel W. Dunlap acknowledged receiving a copy of the complaint
filed with the Board of Public Works and Safety on August 18, 1971, by Fire
Chief Joseph L. Zurat, charging, under Count I of the complaint, violation
of Article 5, Section 2 of the General Rules and Regulations of the South Bend
Fire Department, and, under Count II of the complaint, violation of Official
Order No. 30 issued by Fire Chief Joseph L. Zurat on December 2, 1970.
Fireman Dunlap pleaded "guilty" to both Counts, and testified that he is
prepared to rectify the conditions as charged.
Upon motion made, seconded and carried, the meeting recessed for the con-
sideration of a penalty and reconvened at 3:10 P.M.
Mr. Bickel moved that Fireman Darrel Dunlap be suspended from the South Bend
Fire Department, without pay, August 11, 1971, through August 23, 1971.
The motion was seconded by Mr. Taylor and unanimously carried.
There being no further business to come before the Board, the meeting adjourned
at 3:20 P.M.
