Special Meeting - August 13, 1971
A special meeting of the Board of Public Works and Safety convened at 2:00
P.M., on August 13, 1971, for the purpose of hearing charges against Patrol-
man William Coar. Present were Lloyd S. Taylor, City Engineer, and S. J.
Crumpacker, City Attorney.
Also present were Patrolman William Coar, Assistant Chief of Police Kenneth
McDonald, Captain Paul Kozak, Sergeant Larry D. Hostetler and Deputy City
Attorney Robert J. DuComb, Jr.
A closed hearing was conducted at the request of Patrolman Coar.
Patrolman Coar acknowledged receipt of notice of this hearing and receipt of
a copy of the complaint filed with the Board of Public Works and Safety by
Chief of Police Loren M. Bussert charging violation of Sections 4.21, 31.1
and 4.47 of the General Rules and Regulations of the South Bend Police De-
partment,
Patrolman Coar pleaded to the complaint as follows:
Count I (A)
- "Guilty."
Count I (B)
- "Not .Guilty."
Count II
- "Guilty."
Count III
- "Guilty."
Upon motion made, seconded and unanimously carried, Count I (B) of the Charges
was dismissed.
Assistant Chief McDonald testified he has been informed of the continuous
tardiness and absenteeism of Patrolman Coar; that continuous tardiness and
absenteeism in the Department cannot be tolerated; and that he recommended
suspension of Patrolman Coar without pay.
Captain Paul Kozak and Sergeant Larry Hostetler testified to tardiness and
absenteeism by Patrolman Coar.
Patrolman Coar testified that in addition to his duties as a police officer he
has been attending classes at Indiana University and is a swimming coach at
the YMCA; that a lack of sleep and rest because of all of his activities has
resulted in his tardiness and absenteeism at work; and further testified that
he has dropped some of his activities and is trying to establish a better work
record.
Upon motion made, seconded and carried, the matter was taken under advisement,
and the meeting adjourned at 2:25 P.M.
Having deliberated the matter, the meeting reconvened at 3:10 P.M., with
Lloyd S. Taylor and S. J. Crumpacker present.
Upon motion made.by Mr. Crumpacker, seconded by Mr. Taylor, and unanimously
carried, Patrolman William Coar was suspended from the South Bend Police
Department, without pay, for a period of five days commencing August 9, 1971.
There being no further business to come before the Board, the meeting ad-
journed at 3:15 P.M.
