August 9, 1971.
A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M. on August 9, 1971, with all members present. The minutes of the
previous meeting were reviewed and approved.
BIDS FOR SALT OPENED
This being the date set for receiving bids for 8500 tons of sodium chloride
(salt) the Clerk tendered proofs of publication in the South Bend Tribune
and the Tri County News on July 30 and August,6, 1971, which were read and
found to be sufficient. The following bids were received:
Cargill, Inc., Cargill Building, Minneapolis, Minnesota, 55402. The bid
_was accompanied by a non collusion affidavit which was found to be proper,
together with certified check in the amount of $2,500.00. The bid was as
follows:
8500 tons sodium chloride (rock salt) f.o.b. South Bend.
Truck transport in 20 ton loads.
@ $13.80 per ton - total $117,300.00.
Diamond Crystal Salt Co., 916 S. Riverside Avenue, St. Clair, Michigan, 48079.
The bid was accompanied by a non collusion affidavit which was found to be
proper, together with certified check in the amount of $10,880.00. The bid
was as follows:
8500 tons sodium chloride (rock salt) f.o.b. South Bend.
Truck transport in 20 ton loads.
@ $12.80 per ton - total $108,800.00.
International Salt Company, Clarks Summit, Pennsylvania, k8411. The bid
was accompanied by a non collusion affidavit which was found to be proper,
together with certified check in the amount of $10,880.00. The bid was as
follows:
8500 tons Sterling "CC" ice and snow removal rock salt.
Truck delivery f.o.b. South Bend.
@ $12.80 per ton - Total $108,800.00.
Morton Salt Co., 10335 Flora Street, Detroit, Michigan, 48209. The bid was
accompanied by a non collusion affidavit which was found to be proper, to-
gether with a bid bond in the amount of $16,320.00. The bid was as follows:
8500 tons rock safe-T-salt f.o.b. South Bend.
Truck transport loads of 21 tons.
@ $11.80 per ton - total $100,300.00.
Upon motion made, seconded and unanimously carried, the bids were referred
to the Purchasing Department for review and recommendation to the Board.
FIRE DEPARTMENT - FIRE HYDRANT S. IRONWOOD DRIVE
Upon motion made, seconded and

FIRE DEPARTMENT - PROMOTION
unanimously carried, the Board approved the

Upon motion made, seconded and unanimously carried, the Board approved the
promotion of fireman Ervin J. Machowiak to the rank of engineer, effective
August 1, 1971, as recommended by Fire Chief Joseph L. Zurat.
POLICE DEPARTMENT - DAILY REPORTS ,
Daily offense summary reports for July 30, July 31 and August 1, 1971, were
reviewed by the Board and ordered filed.

POLICE DEPARTMENT - SPECIAL POLICE APPOINTMENT
Upon motion made, seconded and unanimously carried', the application of Magdalene
Scott for appointment as a special police officer at Robertson's Department
Store was approved.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION
Richard U szewski, Sub -Standards Director, appeared before the Board and the
following matters were taken up.
524 E. Broadway. Earl Kime from the Portage Realty Company appeared as re-
quested. Mr. Kime says Portage Realty Company has a man who wishes to repair
the building for a residence and will secure it while repairs are being made.
Upon motion made, seconded and unanimously carried, the matter pertaining to
524 E. Broadway was continued indefinitely on condition that the property
be secured within two weeks.
132-142 Elder Street. This being the date set, bids were opened for the
demolition of the accessory building at 132-142 Elder Street. Non collusion
affidavitstarere found to be proper. The bids were as follows:
Bryant Excavating Company $ 85.00
Midwest Demolition Company $128.00
O'Neal Trucking Company $ 98.00
Upon motion made; seconded and -unanimously carried, contract for demolition of
the accessory and cleaning up the premises was awarded to Bryan Excavating
Company on its low bid of $85.00.
REQUEST OF ENGINEERING DEPARTMENT TO ADVERTISE FOR BIDS TO PAVE POLK COURT
Upon motion made, seconded and unanimously carried, the request of the Engineer-
ing Department to advertise for bids to pave Polk Court, from Colfax Avenue
to Columbus Court was approved. August 23, 1971, was set as the time for re-
ceiving bids. And the Clerk was directed to give notice by publication in
the South Bend Tribune and the Tri County News on August 13 and August 20, 1971.
HUMANE SOCIETY - ANNUAL REPORT
The report of the Humane Society for the period May 1, 1970 to May 1, 1971,
was reviewed and ordered filed.
CHARGES FILED - PATROLMAN WILLIAM COAR
Chief of Police Loren M. Bussert files with the Board complaint against
Patrolman William Coar charging violation of Sections 4.21, 31.1 and 4.47 of
the General Rules and Regulations of the Police Department.
It was moved, seconded and unanimously carried that Patrolman William Coar be
notified of such charges at his residence at 805 N. Sancome Street, South Bend,
Indiana, and to make due return to this Board within seven days from the date of
such service.
PLANS AND SPECIFICATIONS APPROVED - IMPROVEMENT RESOLUTION NO. 3343 - E. FARNEMAN
STREET SEWER
Upon motion made, seconded and unanimously carried, plans, specifications and
cost estimate for the improvement of East Farneman Street, from 200 feet east
of Fellows Street to the dead end, by constructing a local sanitary sewer
were approved.
TOPICS PROGRAM - UTILITY AGREEMENTS - NORTHERN INDIANA PUBLIC SERVICE COMMISSION
Upon motion made, seconded and unanimously carried, the Board entered into
agreements with the Northern Indiana Public Service Commission for gas lines
at the following intersections being constructed under the TOPICS (Traffic

Rd4 REQUEST TO CLOSE ALLEY - HICKEY CONSTRUCTION COMPANY

2l� Upon motion made, seconded and unanimously carried, the Board approved the
w request of the Hickey Construction Company, 403 E. Madison Street, South
U Bend, Indiana, to close the alley west of 115 West Washington Street between
the hours of 8:00 A.M. and 4:30 P.M, fora three day period during the
construction -of a wall next to the alley.
REQUEST TO REVIEW JUVENILE RECORDS - UNITED COMMUNITY SERVICES
The request of United Community Services, 120 S. Taylor Street, South Bend,
Indiana, to review juvenile records was referred to the Legal Department
for review and recommendation.
REQUEST TO HOLD BICYCLE PARADE - MRS. RONALD COMO
Upon motion made, seconded and carried, the request of Mrs. Ronald Como,
1737 Brookmede, South Bend, Indiana, to hold a bic*.Ie parade on August 14,
1971, commencing at 10:30 A.M. and lasting approximately one-half hour,
traveling over Briar Way, Woodmont, Brookmede, Springbrook, Hilltop and
Ridgedale Streets , and for a police escort, was approved by the Board.
REQUEST TO LOCATE MOBILE UNITS - CALVARY BAPTIST CHURCH
Upon motion made, seconded and unanimously carried, the Board approved the
location of two mobile units to be used as class rooms at the Calvary
Baptist Church, 1002 Blaine Street, South Bend, Indiana, for a period not
exceeding four years, as recommended by the Building Commissioner.
COMMUNICATION - TEN OFF BROADWAY
Copy of a letter addressed to Donald A. Dake, South Bend Community School
Corporation, requesting the Advisory Committee of the Morris Civic Auditorium
to give consideration to the showing of the stage Rfoduction "Hair" at the
Morris Civic Auditorium was reviewed and ordered filed. Said letter being from
Ten Off Broadway, 52245 U.S. #31 North, South Bend, Indiana.
COMPLAINT - MRS. JOHN STRASSER
A letter from Mrs. John Strasser complaining of excessive noise was reviewed
and ordered filed.
CONTRACTOR'S BOND APPROVED
Contractor's bond for Ronald L. D'Haeze commencing 7/17/71 was approved and
ordered filed.

TRAFFIC REGULATION - DOROTHY AND EWING STREETS
Upon motion made, seconded and unanimously carried, the Board approved the
recommendation of the Traffic Engineering Department for the installation
of a stop sign and post on the northwest corner of Dorothy and Ewing Streets.
STREET LIGHTING RHQUESTS ;
The request of Portage Realty Corporation, 129 Dixie Way South, South.Bend,.
Indiana for street lighting in Southeast Estates and in the 1500 block of
Rosemary Lane adjacent to the Village Terre Apartments was referred to the
Traffic Engineering Department for study and recommendation to the Board.
STREET LIGHT OUTAGE REPORTS
Street light outage reports for the period 7/28/71 to 8/4/71 were ordered
filed.
There being no further business to come before the Board, the meeting ad-
journed at 1032 A.M.
