A special meeting of the Board of Public Works was convened at 7:30 p.m. on
Tuesday, August 14, 1973 in the Board Hearing Room. Present were Board members
Rollin E. Farrand and James R. Seitz, City Attorney James A. Roemer, David A. Wells,
Manager of the Bureau of Design and Administration, and Gerald R. Phipps, representing
Clyde E. Williams & Associates.
Mr. Farrand explained that the purpose of the meeting was to review, at this
public hearing, plans for the improvement of the alley between Berkley Place,
Beverly Place and Inglewood Place, from Oakwood Blvd, to Lathrop Street, by
constructing a concrete pavement. Mr. Farrand also announced that plans for
the project were available for public inspection and review after the close of the
hearing. Mr. Farrand then turned the meeting over to Mr. Gerald Phipps, represent-
ing the Consulting Engineer, Clyde E. Williams & Associates.
Mr. Phipps gave a brief explanation of how Barrett Law projects operate. He said,
after the hearing tonight, the Board has three options. They can confirm the
resolution as adopted. Based on the comments tonight, they can confirm the ,
resolution with certain adjustments to the plans. They can rescind the resolution.
If the resolution is confirmed, the resident property owners will have a 10 day
period to file written remonstrances with the Board against the project. If 51%
of the resident property owners remonstrate against the project., the Board will
rescind the resolution. If the resolution is confirmed, the Board will request
that final plans and specifications be prepared and seek bids and award the
contract. An assessment roll would be prepared, based on the cost, and a public
hearing would be held on -the assessment roll.
Mr. Phipps then explained to those present that the assessment against their
property could be no greater than the figure presented to them tonight. After
the adoption of the Assessment Roll, property owners would be advised how the
assessment could be•paid. They have the choice of paying in cash or paying over
a five year period at 6% interest. This payment plan would be collected by the
County Treasurer.
Mr. Phipps said that the pavement would be 10 feet wide, 6 inches thick and would
be a concrete pavement. He explained that the assessment on the project has been
figured at $5.25 per front foot and this is the same rate that has been charged
for the past several years.
Mr. Frank Bratina, 2144 Berkley Place, said he was in favor of the pavement project
and he felt the property owners should go ahead with it at this time while the
rate is still $5.25 per foot. Mr. D. R. Myers, 2229 Inglewood Place, said he would
like to second Mr. Bratina's remarks and that he also felt the property owners
should go ahead with the project now.
Mr. Phipps was questioned by property owners who will want their present garage
approach to meet the new alley surface and Mr. Phipps said they should contact
the contractor while the work is in progress and he would arrange for this to be
done and the property owner billed directly.
Mr. R. L. Stoltenberg, 2171 Inglewood Place, asked how long the project would take
and Mr. Phipps said the project construction would take about 30 days. He said
if the resolution was confirmed and no remonstrance filed, bids could be advertised
about the 1st of September and the contract awarded by the middle of September,
with construction starting about October lst.

Mr. Robert Pattillo, 2175 Inglewood Place, asked what would be done about trash
and garbage pick-up during the period of construction and Mr. Wells replied
that it would probably be necessary to have curb pick-up during that time.
Mr. Farrand asked if there were further questions or comments from the audience
and there were none.
Upon motion made, seconded and -carried, the Board confirmed Improvement
Resolution No. 3381, 1973.
Mr. Farrand reminded the property owners that written remonstrances could be
filed in the Board of Public Works Office until 4:45 p.m. on Friday, August
24, 1973.
Upon motion made, seconded and carried, the special meeting adjourned at
7:50 p.m.
