HomeMy WebLinkAbout04/09/73 Board of Public Works Minutes194 REGULAR MEETING APRIL 9, 1973 A regular meeting of the Board of Public Works convened at 9:35 a.m. on Monday, April 9, 1973 with all members present. Minutes of the last meeting were reviewed and approved. BIDS OPENED - USED BITUMINOUS DISTRIBUTOR Bids for the purchase of one Used Bituminous Distributor were opened and publicly read, the Clerk having tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. REID-HOLCOMB COMPANY The bid was signed by R. T. Conant, 3333 W. California Road non -collusion affidavit was found to Fort Wayne, Indiana be in order and a bond in the amount of $630 accompanied the bid One Etnyre Bituminous Distributor Used - Model BT-RX $6,300;00 Upon motion made, seconded and carried, the bid was referred to Mr. Donald Decker, Manager, Bureau of Streets, for his investigation and report. RECOMMENDATION - IRONWOOD SIDEWALK BIDS The Board received the following letter: April 5, 1973 Board of Public Works County -City Building South Bend, Indiana 46601 Attention: Mr. William J. Richardson, P.E., Director Re: North Ironwood Drive Sidewalks Gentlemen: We have completed our examination of the bids for the subject project, which were opened at your April 2, 1973 meeting. A tabulation of the bids is enclosed. Upon examination we have found the bid of McIntyre & Jones Construction Co., Inc., to be the lowest and best of the two bids received. The Engineer's Estimate and the two bids (totals) are as follows: Engineer's Estimate $15,192.70 McIntyre & Jones $18,947.50 Rieth-Riley $23,986.50 It is our opinion that the high unit prices bid for the sidewalk result from the requirements for repair of lawns, and difficulties expected with underground lawn sprinkling systems. Another factor which we believe has affected the bid prices is the opposition of the property owners to the project. The Contractors, no doubt, expect difficulty in satisfying the property owners as to repair of lawns. Should the bid of McIntyre & Jones Construction Co., Inc. be accepted, and a contract be awarded, a revised Project Cost Estimate is as follows: Construction $18,947.50 Advertising 100.00 Engineering 3,600.00 Total $22,647.50 Assessment (3110' @ $5.30) $16,483.00 City Share $ 6,164.50 REGULAR MEETING APRIL 9, 1973 The assessment rate of $5.30 per front foot is the maximum rate which could be assessed since it was the rate quoted in the preliminary estimate and given at the public hearings. In addition, at the public hearing before the Common Council, the City agreed to pay 25%.df :the project cost. The City share as shown above would fulfill that requirement, although the assessment rate would not be reduced. Of the estimated engineering cost it should be noted that $1,584.83 has been paid. If the project is not con- structed, the estimated engineering cost will be $2,750.00, including that already paid. Although the Board could reject all bids and advertise for new proposals it is our opinion that the two contractors which submitted proposals April 2, 1973 would not decrease their prices. Because of the difference between the two bids -it is possible that the -tow bid would be increased. Although some other contractor might submit a proposal for a second opening it is not expected that such a bid would be significantly lower than those which have been received and published. It is,therefore, our recommendation that a contract be awarded to McIntyre & Jones Construction Co., Inc., on the basis of their low bid of $18,947.50. Vary truly yours, s/ Gerald R. REQUEST TO ADVERTISE FOR BIDS - FIRE DEPARTMENT The Board received the following letter: April 6, 1973 Board of Public Works 13th Floor, County -City Building South Bend, Indiana 46601 Honorable Members of the Board: The two (2) in-service ambulances of the South Bend Bureau of Fire are badly in need of replacement under our normal replacement -schedules. Neither of them meets with the expanded needs and requirements that we must meet for emergency care of the sick and injured. Enclosed are the specifications drawn that we feel meet our requirements. We are requesting permission to advertise for the purchase of two (2) ambulances under the enclosed specifications. Your immediate attention to this matter would be greatly appreciated. Respectfully submitted, SOUTH BEND BUREAU OF FIRE s/ Jack R. Bland Fire Chief Mr. Barcome explained that it had been thought that the Federal Government would pay for half the cost of the new ambulances. They have investigated this possibility and it now appears that this funding will not be available. The Department is in dire need of new ambulances. Upon motion made, seconded and carried, the Board approved the Chief's request and directed the Clerk to advertise for bids on April 13th and 20th, with bids to be received on April 23, 1973. icy REGULAR MEETING APRIL 9, 1973 APPROVAL OF PLANS - R & S 51 - SAMPLE STREET FROM MAYFLOWER ROAD TO GREENVIEW The Board, upon motion made, seconded and carried, approved plans for R & S 51, Sample Street from Mayflower Road to Greenview, which will complete the four- laning of Sample Street and will include a new intersection at Mayflower and Sample, a new traffic signal system, drainage curbs and gutters. REQUEST TO ADVERTISE FOR BIDS - R & S 51 The Board received a request from Mr. William J. Richardson, P E, Director of Public Works, to advertise for bids for R & S 51, Sample Street from Mayflower Road to Greenview Avenue. Upon motion, made, seconded and carried, the Board approved the request and directed the Clerk to advertise for bids for this project on April 13 and April 20, with bids to be received April 23, 1973. This action is contingent upon favorable Common Council action at their Public Nearing on this project tonight. RECOMMENDATION - R & S 48,.IRELAND AND IRONWOOD ROAD DRAINAGE AND IMPROVEMENT PROJECT The Board received the following letter: April 4, 1973 Board of Public Works City of South Bend County -City Building South Bend, Indiana 46601 Subject: R & S 48, Ireland and Ironwood Road Drainage and Improvement Project Gentlemen: The Department of Public Works has completed a public hearing in November of 1972 and a public review of plans on March 14, 1973. At the review meeting, it was requested that interested citizens send their written comments in to the Board of Works concerning this project. We have received a total of 32 written letters and a petition against the project and a petition for the project. The letters that were received opposing the project offered several suggestions ranging from "Complete Abandonment" to modification to remove the sidewalks and the type of lighting that was presented. The total number of letters received that opposed the project was 14 and the total number of letters received for the project was 18. Some of the letter writers also signed the petitions for and against the project. The petition that was received that opposed the project included 259 signatures. Of this, 222 were residents of the City, 8 of them were residents of Mishawaka, 28 of St. Joseph County and 1 was a resident of Elkhart County. In the petition that was received in support of the project, 228 signatures were counted. Of this, 199 were residents of the City, 12 residents of Mishawaka, and 17 were residents of St. Joseph County. I would recommend to the Board of Public Works that this project be confirmed and an appropriation ordinance be sent to the Common Council of the City of South Bend requesting funds. I would also recommend to the Board of Works that the sidewalk be included on the west side of the street and the roadway lighting be of the boulevard type lighting except at the three major intersections of Ireland, Inwood and Ewing, where the high pole type of lighting will be necessary for safety's sake. REGULAR MEETING APRIL 9, 1973 PETITION - VACATION OF EAST -WEST ALLEY SOUTH OF PRAIRIE AVENUE The Bureau of Engineering having filed a favorable report on the vacation of this alley, the petition, upon motion made, seconded and carried, was referred to the Area Plan Commission for their investigation and report. PETITION - VACATION OF ALLEY - ST. JOSEPH'S HOSPITAL The Bureau of Engineering having filed a favorable report on the vacation of the north -south alley between St. Peter St. and Notre Dame Avenue, the petition was, upon motion made, seconded and carried, referred to the Area Plan Commission for their investigation and report. PETITION TO VACATE ALLEYS - FABRICATED STEEL PRODUCTS - NORTH -SOUTH ALLEY AND EAST -WEST ALLEY Fabricated Steel Products of Indiana, Inc., by their attorney John R. Obenchain, file their petition for the vacation of the east -west alley between Lots 34 and 35 in Bowman's Addition to the City of South Bend and for the vacation of the north -south alley on the west boundary of Lot 34, Bowman's Addition to the City e-i of South Bend. Upon motion made, seconded and carried, the petition was referred O to the Bureau of Engineering for preliminary investigation and report. U MEMO REGARDING INVENTORY OF TRAFFIC SIGNS AND SIGNALS The Board received a memo from Mr. Clem Hazinski, Manager, Bureau of Traffic and Lighting recommending, that the City sign an agreement with the Indiana Department of Traffic Safety and Vehicle Inspection in reference to an inventory of all traffic signage and signals in South Bend. Mr. Hazinski explained to the Board that this is a federal program to upgrade records of the cities so that they will know exactly what they have. The government has provided funds for the program. All that we have to provide is the manpower to collect the data. The results will be compiled by the A & F Engineering Company and the city will receive the tabulated results. The system can then be kept up to date by the Bureau of Traffic and Lighting. Mr. Barcome noted that the rate of pay in the proposal for the manpower needed should be $2.34 per hour and then moved that the recommendation be approved subject to the cost being recomputed. The motion was seconded and carried. QUESTION ON REPLACING STRIPE ON LINCOLNWAY WEST Mrs. Frederick Mutzl, 320 Parkovash, asked what could be done about getting the white stripe repainted on Lincolnway West. A new stripe was painted upon com- pletion of the work on Lincolnway last year but Mr. Richardson explained that it is extremely difficult to get paint to stick on new asphalt. The Clerk was then directed to send the following letter: Mr. L. E. Lucas, District Engineer LaPorte District Office Indiana State Highway Commission P. 0. Box 429 LaPorte, Indiana 46350 Dear Mr. Lucas: The Board of Public Works of the City of South Bend requests that traffic striping be completed on State Highways within the City Limits as soon as possible. We are going through a large downtown construction project and we need all,the help we can get in traffic control throughout the City. We would appreciate it if you would coordinate your efforts with Mr. Clem Hazinski, Manager, Bureau of Traffic and Lighting, as you have always done in the past. Chairman 8 e REGULAR MEETING APRIL 9, 1973 Mr. Barcome said that Mr. Hazinski should be commended for the work he is doing both downtown and in other areas of the City to keep traffic moving with all the construction work in progress. REPORT ON REQUEST FOR BLOCK PARTY - 800 BLOCK NORTH NOTRE DAME AVENUE The Board received a report from Mr. Clem Hazinski, Bureau of Traffic and Lighting, that the request to'hold a block party in the 800 block of North Notre Dame Avenue was withdrawn. The party was scheduled to be held on private property and the Bureau of Traffic and Lighting provided barricades for the driveways in the area to keep cars ordered. The report was ordered filed. REQUEST FOR APPROVAL OF TRAFFIC CONTROL DEVICES The Board received requests from the Bureau of Traffic and Lighting for the following: 1. Installation of No Parking Signs in the 800 Block East Angela Blvd, in order to provide for an extra traffic lane to handle increased traffic due to the Athletic and Convocation Center at Notre Dame. Upon motion, made, seconded and carried, the Board approved the installation. 2. Installation of a Stop Sign on Notre Dame Avenue at Northside Blvd. This is an uncontrolled "T" Intersection and is needed because of the increased volume of traffic. Upon motion, made, seconded and carried, the Board approved the installation. 3. Removal of the "One Way Street" in the 100 block of West Navarre. Hospital construction is now confined to within their own property and it is recommended this block be converted back to a two way street. Upon motion, made, seconded and carried, the Board approved this recommendation. LETTER FROM STANLEY PRZYBYLINSKI RE: SCRAP ENGINE The Board received a letter from Stanley Przybylinski, Manager, Municipal Services Facility, that a 1970 Chevrolet Engine, V8, Serial #3916313 GM4 was found under some hydraulic hoses when the Receiving Stock Room was cleaned and rearranged. Mr. Przybylinski advised the Board that the engine was of no value to his Department and had a possible value of $50.00. Upon motion, made, seconded and carried, the Board declared the engine scrap and directed Mr. Przybylinski to dispose of it. The Clerk was directed to notify Captain Sikorski of the Police Department, in the event this engine was reported stolen so that their records could be cleared. REQUEST FROM BUILDING BUREAU TO ATTEND INSPECTORS' SCHOOL The Board received a request from Mr. Forrest R. West, Director, Bureau of Buildings and Permits, that he and seven Inspectors be allowed to attend the Inspectors' School conducted by the Indiana Association of Building Officials, Inc., at Speedway, Indiana on April 16-18, 1973. Upon motion, made, seconded and carried, the Board approved the request. REQUEST FROM COUNCIL FOR THE RETARDED - "RIDE A BIKE FOR RETARDED" PROJECT The Board received the following request: April 5, 1973 Mr. William J. Richardson, Director Department of Public Works County -City Building South Bend, Indiana 46601 Dear Mr. Richardson: The purpose of this letter is to request permission to hold a Ride A Bike for the Retarded in South Bend on Sunday, April 29. The project is being 1 1 1 REGULAR MEETING APRIL 9, 1973 co -sponsored by the local chapter of the Indiana State Teacher's Association and the Council for the Retarded. A map showing the proposed route is -attached. The plan is for the ride to begin at Logan Center at 9:00 a.m. with rides scheduled throughout the day until 3:00 p.m. The route will be well posted and check points established every few miles. Bicycles will be inspected for safety and emergency measures enacted. The proceeds of the ride will be used to further services to the mentally retarded. The goal of the local ride is to raise enough money to purchase a hydraulic lift bus to transport handicapped children to the Logan Center program. REQUEST FROM SALVATION ARMY TO HOLD VICTORY PARADE ON EASTER MORNING The Board received a request from Major Herbert Fuqua of the Salvation Army to hold an Easter Morning parade in the eight -block area around their building. The parade would consist of marchers only and would start at 9:30 a.m. Upon motion, made, seconded and carried, the Board sent this request to Mr. Clem Hazinski, Manager, Bureau of Traffic and Lighting, for his study and recommendation. A.C.T.I.O.N. IN -KIND CONTRIBUTION VOUCHERS RECEIVED In -Kind Contribution Vouchers for the use of Fire Stations #10, #7, and #8 for the month of April, 1973 were received from A.C.T.I.O.N., Inc. and approved. CERTIFICATES OF INSURANCE - RECEIVED Certificates of Insurance were received from Sollitt Construction Company, Tonn & Blank and the South Bend Civic Theatre. Upon motion made, seconded and carried, the Certificates were referred to the City Attorney for investigation as to whether these certificates meet the city's requirements. REQUEST FOR RELEASE OF EXCAVATION BOND FOR MAX OCHS The Board received a report from Mr. Ray Andrysiak, Bureau of Engineering, that he had investigated the Excavation Bond for Max Ochs and recommended that the bond be released. Upon motion, made, seconded and carried, the Board authorized the release of the Excavation Bond for Max Ochs as of this date. CONTINUATION CERTIFICATES FILED The following continuation certificates were filed with the Board: Contractor's Herschel Willis Excavation McIntyre and Jones Construction Co., Inc. Excavation Creed's Excavating Company, Inc. Upon motion, made, seconded and carried, the continuation certificates were referred to the Bureau of Engineering for investigation and report. 200 REGULAR MEETING APRIL 9, 1973 STREET LIGHT OUTAGE REPORT The Street Light Outage report for the period of 3/26/73 to 4/3/73 were received and ordered filed. Chief Urban is to be asked for a report next Monday. BID AWARDED - IRONWOOD ROAD SEWER PROJECT Upon motion, made, seconded and carried, the contract for the Ironwood Road Sanitary Trunk Sewer Extension, Project R & S 48, was awarded to H. DeWulf Mechanical,Contractor, Inc. on their low bid of $123,790.50. COMMENT - MRS. FREDERICK MUTZL Mrs. Frederick Mutzl, 320 Parkovash, said she wished to publicly express her regret at the resignation of Mr. Richardson as Director of Public Works.
