Minutes of the last meeting were reviewed and approved. BIDS OPENED - ASPHALT PAVER Bids for an asphalt paver were now opened and publicly read, the Clerk having tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News, which were found to be sufficient. State Equipment Company Barber -Greene Model SB-140 $54,560 Non -collusion affidavit was Less Trade-in 6 678 found to be in order and a 10% Net Bid $46�,$82 bid bond accompanied the bid. Delivery 60 to 90 days from date of purchase order Reid -Holcomb Company, Inc. Blaw-Knox Model PFL80H $50,794 Non -collusion affidavit was Less Trade -In 81,000 found to be in order and a 10% Net Bid $42,974 bid bond accompanied the bid. Delivery 1st week in July Kitchen Machinery, Inc., Panke Division Non -collusion affidavit was found to be in order and a Bid Cedarapids Model BSF-3R $54,926 Bond in the amount of $50,000 Less Trade -In 9,243 accompanied the bid. Eight 1973 International Trucks Model 2070A $253,203.28 Non -collusion affidavit was found to be in order and a Less Trade -Ins 59,243.28 Certified Check in the amount Net Bid $193960.00 of $19,396 accompanied the bid Option - Lease -Purchase - 6 semi-annual payments of $36,353.00 Michiana Mack Eight 1973 Mack Trucks Model DM487X Net $169,953.00 Non -collusion affidavit was found to be in order and a 10% bid bond accompanied the bid. Option - Lease -Purchase - $30,000 on delivery, six semi-annual payments of $25,147.60 plus $1.00 added to last payment for title. BIDS OPENED - BITUMINOUS DISTRIBUTOR Reid -Holcomb Company Non -collusion affidavit was found to be in order and a 10% Etnyre Bituminous Distributor $10,939 bid bond accompanied the bid. Upon motion made, seconded and carried, the Board referred all the above bids to Mr. Decker at the Bureau of Streets for investigation and report to the Board. 2/26/73 BIDS OPENED ON SALE OF CITY -OWNED PROPERTY Bids for city -owned property were now opened and read,.the.Clerk having tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News, which were found to be sufficient. 1315 South Main Street - The South One -Half (1) of Lot No, la Sam. Box 2125 $500.00 check accompanied the bid South Bend, Indiana Upon motion made, seconded and carried, the Board referred the above bids to the Legal Department for investigation and report to the Board. REQUEST FROM MARCH OF DIMES TO HOLD WALKATHON Mrs. Thomas Lentych appeared before the Board to ask permission for the March of Dimes to hold their annual Walkathon on April 28, 1973. Mrs. Lentych presented a map of the proposed walk route to the Board and estimated that from 4000 to 5000 persons would participate. Upon motion made, seconded and carried, the Board referred the request to the Bureau of Traffic and Lighting and the Police Department Traffic Detail for investigation and report to the Board. REQUEST FOR TIME LIMIT ON WALKATHONS Mr. Donald Germann, Director of Civil Defense, was present at the meeting and requested that the Board set a cut-off time of 4:00 p.m. for all Walkathons to make arrangements simpler for the Police Department and the Civil Defense Department. Upon motion made, seconded and carried, the Board approved Mr. Germann's request. REPORT ON LION'S INTERNATIONAL REQUEST FOR PARADE Mr. Clem Hazinski, Director of the Bureau;of Traffic & Lighting, reported to the Board that he had investigated the request of Lion's International to hold a parade on April 28, 1973. Mr. Hazinski recommended approval of the request. The Lions Club has complied with indemnity regulations and have the concurrence of the Police Traffic Division. Upon motion made, seconded and carried, the Board approved the request. . 2/26/73 REPORT ON CALVARY BAPTIST CHURCH REQUEST FOR PARADE Mr. Clem Hazinski, Bureau of Traffic and Lighting, reported to the Board that he had investigated the request by the Calvary Baptist Church to hold a parade on Saturday, March 3, 1973. Mr. Hazinski recommended that approval be given provided police supervision or escort is provided and the City is indemnified according to Board regulations. REPORT ON REQUEST FOR CANOE RACE BY MICHIANA WATERSHED Mr. Clem Hazinski, Manager, Bureau of Traffic and Lighting, reported to the Board that he had investigated the request of the Michiana Watershed to hold their annual Canoe Race on May 12,1973. Mr. Hazinski recommended that approval be given contingent upon proper arrangements having been made with the Police Department. EXCAVATION BOND CONTINUATION CERTIFICATE - ROBERT P. GOETZ The Board received an Excavation Bond Continuation Certificate for Robert P. Goetz and upon motion made, seconded and carried, referred the bond to the Bureau of Engineering for investigation and report. CERTIFICATE OF INSURANCE - LA RITE ROOFING & INSULATING COMPANY, INC. A certificate of insurance effective until 2/10/74 was received from the La -Rite Roofing & Insulating Company and upon motion made, seconded and carried the Board approved the certificate. CERTIFICATE OF INSURANCE - RIETH-RILEY CONSTRUCTION COMPANY A certificate of insurance was received from the Rieth-Riley Construction Company effective until 2/1/74 and'upon motion made, seconded and carried the Board approved the certificate. STREET LIGHT OUTAGE REPORT Upon motion made, seconded and carried, the Board accepted the Street Light Outage report for the period of 2/17/73 to 2/22/73 and ordered it filed. APPROVAL OF PLANS - SANITARY TRUNK SEWER EXTENSION ON IRONWOOD ROAD Upon motion made, seconded and carried, the Board approved plans for R & S 48, Sanitary Trunk Sewer Extension on Ironwood Road, between Brookmede and Ireland Road. The project has been submitted to the State Board of Health and has been approved. Upon motion made, seconded and carried, the Board authorized advertising for bids for this project, bids to be received on March 19, 1973. DATE OF PUBLIC REVIEW ON IRONWOOD SEWER PROJECT SET Upon motion made, seconded and carried, the Board set the date of Wednesday, March 14, 1973 from 1:30 p.m, to 8:30 p.m, in the Board Hearing Room for a public review on Project R & S 48, Ironwood Road Sanitary Trunk Sewer Extension. Any citizen of the City of South Bend may review the plans and have questions answered concerning the project. For the seven-day period beginning March 14, 1973 and ending March 21, 1973 at 4:45 p.m., the Board will accept written comments concerning the project, provided the comments are signed and the address of the citizen is included in the letter. ENGINEERING CONTRACT SIGNED FOR CHIPPEWA AVENUE RETENTION BASIN A contract with Lawson Associates for engineering services for the construction of a retention basin between Chippewa Avenue and Ireland Road west of the Penn - Central Railroad tracks was approved upon motion made seconded and carried. The total amount of the contract is not to -exceed $17,000. 2/26/73 COMPLAINT - ROAD SURFACE OF COOPER BRIDGE Miss Virginia Guthrie, Executive Secretary of the Civic Planning Association, asked the Board who was responsible for maintaining the Cooper Bridge. Mr. Richardson said that this was the responsibility of the Indiana State Highway Commission. The Clerk was instructed to write to Mr. Boehnning, Chairman of the Commission, with a copy of the letter to be sent to Governor Bowen, calling to his attention the fact that the bridge on State Road 23 over the St. Joseph River in St. Joseph County has chuckholes and is in need of repairs. The Board requests that the Highway Commission take immediate action regarding these repairs.
