Home My WebLink About10/23/72 Board of Public Works Minutes4 10/23/72 A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M., on Monday, October 23, 1972. All members were present. Minutes of the previous meetine were read and approved. POLICE DEPARTMENT A.recommendation from Chief .Seals requested that the sick time of Russell Ryker be extended and that he be assigned to inside desk duty until full recuperation was approved by the Board. Upon motion made seconded and carried, this was extended until November 20, 1972. SPECIAL POLICE COMMISSIONS Special Police Commissions were re- ceived from Hozie Simmons and John J. Zielsinski, guards for Drewry's Ltd., and upon motion made, seconded and carried, were referred to the Legal Department for study. BUILDING DEPARTMENT - SUB STANDARDS DIVISION Mr. Isaiah Steed, Sub -Standards Director, was present and matters pertaining to his department were discussed. 2422 Linden Avenue The matter of the sub -standard condition of the structure at 2422 Linden Avenue had been continued to this date. Upon motion made, seconded and carried, the Board now instructs Mr. Steed to seek bids for the demolition of the structure. 625 Walnut Street Th matter of the sub -standard condition of the structure at 625 Walnut Street had been continued to this date. Now upon motion made, seconded and carried, the Board authorized Mr. Steed to seek bids for the demolition of the structure. 1122 Bissell Street The matter of the sub -standard condition of the structure at 1122 Bissell Street, was, upon Mr. Steed's recommendation, continued for one week. 1205 Dunham Street The matter of the sub -standard condition of the structure at 1205 Dunham Street was continued to this date. Now, upon motion made, seconded and carried, Mr. Steed is author- ized to seek bids for the demolition of the structure. 1020 Fuerbringer Street Mr. Glen Odom was instructed to '!appear before the Board to inform them if he was interested in trying to bring the structure at 1020 Fuerbringer Street up to standard. Mr. Steed is, upon motion made, seconded and carried, authorized to seek bids for the demolition of the structure, since Mr. Odom did not appear. 2221 Smith Street No receipts for the registered letter having been received this matter is continued for one week. 202 Pennsylvania Avenue No receipts for the registered letter sent by the Sub -Standard Division having been received, this matter is continued for one week. 516 Euclid Avenue This being the date set for receiving bids for the demolition of the structure at 516 Euclid Avenue, the following bids are now opened and read, after ascertaining the non -collusion affidavits are in proper order Michiana Builders $675.00 O'Neal Trucking 594.00 Upon motion made, seconded and carried, the award was made to the O'Neal Trucking Company on its low bid of $594.00. Willia Mae Williams, 1043 Portage Avenue, then made her presence known and stated she had a private contract for the demolition of the building. 10/23/72 1 After discussion of the matter it was the decision of the Board was that once the Board has jurisdiction in the matter it is too late for privately -hired work, and the_contvact with O'Neal Trucking Company was declared valid. Lot 44 Wenger Street This being the date set -for receiving bids for the demolition of a structure on Lot=: 44 on Wenger Street the following bids were opened and read after ascertaining that non -collusion affidavits were in proper order: Michiana Builders $225.00 O'Neal Trucking Company 150.00 Upon motion made, seconded and carried, the award was made to the O'Neal Trucking Company on its low bid of $150.00.. 105 North Carlisle Street Upon the recommendation of Mr. Steed, the matter of the sub -standard condition of the structure at 105 North Carlisle Street was continued for one week, HEARING ON VACATION RESOLUTION NO. 3369,1.972 - ROSE STREET This being the date set, hearing was had on Vacation Resolution No. 3369,1972 for the vacation of certain alleys and a portion of Rose Street and Cushing Street. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on the 13th day of October and the 20th day of October, 1972 and same were found to be sufficient. No remonstrators having appeared and no written remonstrances having been filed, upon motion made, seconded and carried, the said Resolution adopted on October IOth, 1972 is ratified and confirmed and said streets and alleys closed. The City Engineer is now directed to prepare an assessment roll showing the award of damages and the assessment of benefits to the surrounding properties. AREA PLAN RECOMMENDATION FOR THE VACATION OF MERRY AVENUE AND ALLEYS REDEVELOPMENT Area Plan Commission now files with the Board its favorable recommend- ation for the vacation of the alleys and Merry Avenue in the Merry Avenue Project. The City Engineer is now requested to prepare a Vacation Resolution. AREA PLAN COMMISSION RECOMMENDATION FOR VACATION OF DEAN STREET Area Plan Commission now files with the Board its favorable recommend- ation for the vacation of a portion of Dean Street. The City Engineer informed the Board this area was adjacent to some water works property. Upon motion made, seconded and carried, the vacation is referred to the Bureau of Engineering for study and report. AREA PLAN COMMISSION RECOMMENDATION ON VACATION OF ALLEY BETWEEN NILES AVENUE AND HILL STREET Area Plan Commission now informs the Board that the petition of Marguerite P. Luter to vacate the alley between Niles Avenue and Hill Street has been withdrawn. Upon motion made, seconded and carried the Board now withdraws the petition to vacate. REQUEST OF MUSCULAR DYSTROPHY ASSOCIATION A letter was received from the Muscular Dystrophy Associations of America, Inc., requesting permisstion to hold their annual drive for funds on November 12, 1972. Also that the various Fire Department Stations act as collection points for kits that are turned in. Upon motion made, seconded and carried, the request was granted pending the approval of the Charitable Solicitations Committee. 10/23/72 REQUEST FROM ST. JOHN BUSINESS MACHINES, INC. A letter was received from the St. John Business Machines, Inc.,' requesting permission to have on street parking th the 1100 boock of Lincoln Way East on November 15th and 16th, 1972 while they are having open house. Upon motion made, seconded and carried, the request was referred to the Bureau of Traffic and Lighting for investigation and report. REQUEST FROM SOUTH BEND CABINET MANUFCATURING, INC. A letter was received requesting that the date be changed on an earlier request to close part of Indiana Avenue between Kemble Avenue and Catalpa Street. This was referred to the Bureau of Traffic and Lighting. , PROJECT COMPLETION AFFIDAVITS Upon motion made, seconed and carried, the Board approved Project Completion Affidavits for Ireland Road Project No. R & S 40 (A) and Garland Woods Addition. REQUEST TO SELL CHRISTMAS TREES A request was received from George Rankel.asking that he be allowed to sell Christmas Trees on the corner of South Michigan Street and Chippewa Avenue. Upon motion made, seconded and carried, this was referred to the Board of Zoning Appeals. MEMO FROM BUREAU OF TRAFFIC AND LIGHTING A memo was received from the Bureau of Traffic and Lighting informing the Board that the Penn Central Railroad has been notified about the conditions of their track. CERTIFICATE OF INSURANCE - THEATRE A CORPORATION A certificate of Insurance was approved and ordered filed for the Theatre A Corporation. AWARD OF BIDS FOR SALT Upon motion made, seconded and carried, the Board awarded the bid for salt for the Street Department to Domtar Chemicals Inc., at a price of $11.29 perton and an alternate bid went to Diamond Crystal Salt Company at a price of 11.65 per ton. STREET LIGHT OUTAGE REPORT Street light outage reports were filed for a period from 10/11/72 to 10/20/72.
