HomeMy WebLinkAbout09/25/72 Board of Public Works MinutesSeptember 25, 1972 A regular meeting of the Board of Public Works, and Safety convened at-9:30 A.M., on Monday, September 25, 1972. All members were present. Minutes of the last meeting were reviewed and approved. POLICE DEPARTMENT The statistical report on Collisions was filed for the month of August, 1972. BUILDING DEPARTMENT - SUB STANDARD DIVISION Mr. Isaiah Steed, Sub -Standard Director, appeared before the Board and matters pertaining to his department were discussed. Mr. Steed requested permission to bring the following persons before the Board to show cause why their property should not be, demolished, and upon motion made, seconded and carried, the request was granted: 516 Euclid Avenue James and Willie Mae Williams 625 North Walnut Marvin & L9nda Groves 202 East Pennsylvania Myron & Lois K. Duncan 1020 Fuerbringer Street Charles Hahn 2422 W. Linden Avenue Robert N. McPhee, Executor of the Estate of Laura A. Allen 126 Keasey Street Mr. Steed was authorized to seek bids for the demolition of the structure at 126 Keasey Street 140 North Shore Drive .Upon motion made, seconded and carried, this matter of the sub standard condition of the structure was referred to the Legal Department to determine the owner. 1207 West Jefferson Boulevard Mr. Peltz of the J & G Insurance Company was present, as was Mrs. Bryant, representing the Bryant Excavating Company. After a discussion the final outcome of the matter was that Mr. Peltz will have the building taken down within thirty days from today, and Mrs. Bryant, representing the Bryant Excavating Company acknowledged their interest in the contract and renounces that int- erest in the same, and further, the parties, Bryant Excavating Company and J & G Insurance will get together about the material disposed of. 630-6302 North Hill Mr. Carrie Payton, 611 North Jacob Street, South Bend, Indiana, appeared before the Board with a permit from Earl King of the Redevelopment Commission, to repair part of the building. This was not what was requested, and after a full discussion, during which time, Mr. Lloyd Taylor, Director of the Redevelopment Commission, came before the Board, the matter was continued for one week and Mr. Taylor is to have the property checked to see if it can be brought up to standard. The following matters were continued until there is evidence of their receipt of the letters or the letters were returned: 539 Euclid 2108 Linden 317-319 Laurel 2507 Linden LETTER RE: 1012 S. Fellows Street A letter was received from Mrs. Marie Eisele, for her grandmother, Mrs. Cora Martindale relative to the property at 1012 South Fellows Street. Upon motion made, seconded and carried, this was referred to Mr. Steed for report. 9/25/72 LETTER FROM REHABILITATION SECTION OF DEPARTMENT OF REDEVELOPMENT The following letter was received: To: Board of Public Works and Safety From: Lloyd S. Taylor Date: September 21, 1972 The Rehabilitation Section of the Department of Redevelopment, City of South Bend, requests that the following cases be continued for a period of thirty (30) days to permit the Relocation Section to relocate the occupant: 735 North Hill Street 721 East Howard Street 728 North Hill Street 615 East Howard Street r-! .742 North Frances Street 726 North Frances Street " 721 North Eddy Street 413 St. .Vincent Street V 628 North Hill Street 701 North Eddy Street 703 North Frances Street 712 North Hill Street We are taking action to post these structures and notify the owners and occupants of unsafe condition and that the structures are unfit for human habitation. THE FOLLOWING LETTER WAS RECEIVED FROM THE REDEVELOPMENT COMMISSION To: Board of Public Works and Safety From: Lloyd S. Taylor Date: September.2T, 1972 The Rehabilitation Section of the Department of Redevelopment, City of South Bend, inspected the structure at 514 Kalorama, on August 15, 1972. This structure was found to be in violation of Section H-130.1 of the basic Housing Code of the City of South Bend, in that it was in unsafe condition and, therefore, unfit for human habitation. Numerous code violations were found in the structure and it is estimated that the cost of rehabilitation would be $6,774.00. The structure is presently vacant and open.. We have contacted the owner, Mr. Charles F. Crutchfield, and he has given the Department authority to have the building demolished. A copy of his letter is attached. We,,hereby, request permission of the Board of Public Works and Safety for us to seek bids for demolition. s/ Lloyd S. Taylor, Executive Director Upon motion made, seconded and carried, the Board granted permission for the Redevelopment Commission to have the structure at 514 Kalorama Street demolished. .2 9/25/72 LETTER RE: JUNKED CARS A letter was received from the Department of Redevelopment wherein they attached a list of approximately 160 cars which they ask the Board to check to determine if they are abandoned, and if so have them disposed of. Upon motion made, seconded and carried, the list was referred to Watsey Gauldin, Invironmental Inspector, to verify and dispose of if they are abandoned. BIOS FOR PACKER TRUCKS This being the date set for receiving bids for packer trucks for the Sanitation Department, the following bids were opened and publicly read: TRUCK EQUIPMENT COMPANY, 9400 Midlothian Tpk. Two 1973 International Model CO-17.10 Cargostar as per specifications $20,896.66 Less trade in allowance on three units 7,704.08 Cash sale price 13,192.58 Upon motion made, seconded and unanimously carried, the bids were referred to the Bureau of Engineering for tabulation. 1 1 9/25/72 LETTER FROM REDEVELOPMENT COMMISSION RE: NORTHEAST NEIGHBORHOOD COUNCIL To: Board of Public Works and Safety From: Lloyd S. Taylor Date: September 25, 1972 At a special meeting of the Northeast Neighborhood Council PAC Committee, on Monday, September 18, 1972, they voted to recommend to the Department of Redevelopment that work on the 000 and 800 blocks of Sorin Street be stopped and that the proposed improvements and widening not be done in these blocks. The vote of residents in these two blocks was over- whelming in support of this motion. A vote to stop work in the 900 and 1000 block of Sorin Street failed, and it is, therefore, their recommendation that the improvements in these two blocks be completed. The Department of Redevelopment supports these two motions and recommends to the Board of Public Works that r-# we drop the improvements in the 700 and 800 blocks and complete the improvements in the 900 and 1000 blocks,. of East Sorin Street. s/ Lloyd S. Taylor, Executive Director Upon motion made, seconded and carried, the Board adopted the rec- ommendation. ASSESSMENT ROLL FILED VACATION RESOLUTION NO. 3368,1972 ST PETER STREET William J. Richardson, City Engineer, files an assessment roll showing the award of damages and the assessment of benefits in Vacation Res- olution No. 3368,1972 for the vacation of St. Peter Street from the South Right-of-way line of Cedar Street running South 410' to the North right-of-way line of Madison Street. The following property may be injuriously or beneficially affected by such vacation: Lots 10,11 and 12 of Howard's Sub. S. Part Lot 8 of Cotterell's 1st Add. Lots 13, 14 and 15 of Howard's Sub. N. Part Lot 8 of Cotterell's 1st. Add. Total, net benefits $00.00 Total net damages $00.00 Upon motion made, seconded and carried, the Board adopted said Assessment Roil and set 9:30 A.M., October 16, 1972, Room 1308 of the County City Building, South Bend, Indiana, as the date and place for hearing all persons interested in or affected by such vacation. ASSESSMENT ROLL HEARING VACATION RESOLUTION NO. 3364,1972 - PARALLEL This being the date set, hearing was had on the Assessment Roll in Vacation Resolution No. 3364,1972, for the vacation of the alleys, streets and easements in an area bounded by the south right of way line of Linden Avenue, by the east right of way of College Street, the north right of way line of Orange street and the west right of way line of Birdsell Street. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on September 1, September 8 and September 15, 1972 and same were found to be sufficient. ASSESSMENT ROLL HEARING VACATION RESOLUTION NO. 3367,1972 - EDGEWOOD DRIVE This being the date set, hearing was had on the Assessment Roll in Vacation Resolution No. 3367,1972 for the vacation of a 30' Street known as Edgewood Drive, running North from Edison Road and located adjacent to and immediately West of Lots 1, 9, 10 and 11 as shown on the recorded plat of Robinvood Place. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri County News on September 8, September 15 and September 22, 1972 and same were found to be sufficient. No remon- strators having appeared and no written remonstrances having been received, upon motion made, seconded and carried, the Assessment Roll showing no net damages and no net benefits was approved as adopted and said Resolution in all things ratified and confirmed and said proceedings closed.. VACATION OF ROSE STREET - AMENDED PETITION RECEIVED - ORIGINAL PETITION STRICKEN FROM RECORD Area Plan Commission files with the Board its favorable recommen- dation on the Vacation of Rose Street on the original petition. Comes now Edward Chapleau who files an amended petition for a part of Rose Street and Cushing Street. Upon motion made, seconded and carried, the complete proceedings had with reference to the vaca- tion of Rose Street is now stricken from the record and the vaca- tion proceedings are started over with the submission of .the amended petition to the Engineering Department and the Area Plan Commission. PETITION FOR THE VACATION OF MERRY AVENUE AND ALLEYS IN ARNOLD'S IST ADDITION A favorable recommendation having been received from the Engineering Department, the petition is now referred to the Area Plan Commission. REPAIRS TO MORRIS CIVIC AUDITORIUM - ADVERTISE FOR BIDS Mr. Richardson having informed the Board that the Morris Civic Audi- torium was in need of .repairs to the roof, ventilator replacement and electrical renovations, the Clerk is now directed to advertise for bids in 'the South Bend Tribune and the Tri County News, with bids to be received on October 9, 1972. NOTICE OF HEALTH DEPARTMENT - RAILROAD TIES A notice was received from the St. Joseph County Health Department relative to rotted railroad ties (Michigan Central R.R.) along Leeper Avenue in the 1000 block in South Bend. Upon motion made, seconded and carried, this was referred to the Bureau of Traffic and Lighting for investigation and report. NOTICE FROM HEALTH DEPARTMENT - WEEDS A notice was received from,the St. Joseph County Health Department regarding uncut weeds on several pieces of property. Notices were sent by the Health Department, but weeds have not been cut. Upon motion made,.seconded and carried, the matter was referred to the Legal Department for appropriate action. 1 1 I'l 9/25/72 EMPLOYEES SAFETY DIRECTOR TO CONFERENCE A request was received from Paul Gervas, Employees Safety Director, to attend the National Safety Congress and Exposition in Chicago, Illinois on October 30 through November 2. Upon motion made, seconded and carried, the request was granted. JO'HN ADAMS HIGH SCHOOL FOOTBALL PARADE A memo was received from the Bureau of Traffic and Lighting stating they recommended that permission be granted to hold a football parade on Friday, September 29, 1972 from 3:45 to 5:00 P.M. Upon motion made, seconded and carried, the Board accepted the recomm- endation and granted the request of the Uohn Adams High School to hold the parade. REQUEST J. C. PENNY STORE TO USE PARKING -SPACE A memo was received from the Bureau of Traffic and Lighting stating they recommended that permission be granted for the J. C. Penney Store to reserve three meters in front of their store on Ockrober 4, 1972 for the purpose of holding a reception for Miss U.S.A. Upon motion made, seconded and carried, the Board accepted the rec- ommendation and granted the request of the J. C. Penny Company. OFFER TO PURCHASE CITY OWNED LAND Offers have been made to purchase the -following land owned by the City: 1611 S. William Street 314 E. Bronson Street 308 N. Cushing Street 713 N. Hill Street 520 N. Eddy Street 518 N. Eddy Street 1046 Georgiana Street 1315 S. Main Street Upon motion made, seconded and carried, the above matter was referred to the Legal Department .for the preparation of an ordinance to the Common Council. EXCAVATION BOND - WORKINGER ELECTRIC INC. An Excavation bond was approved and ordered filed for Workinger Electric Company to September 21, 1973. REQUEST FOR STREET LIGHT INSTALLATION A petition was received, containing nine signatures, requesting the installation of a street light in :the middle of the block of the 2200 Block of South Douglas Street, preferably in front of 2204 South Douglas. Upon motion made, seconded and carried, this was referred to the Bureau of Traffic and Lighting for study and report. RECOMMENDATION OF BUREAU OF TRAFFIC AND LIGHTING ON STREET LIGHTS The Bureau of Traffic and Lighting has recommended the installation of a street light on Renfrew Court. Upon motion made, seconded and carried the recommendation was adopted and the Traffic Bureau was directed to order a light installed in Renfrew Court. The Bureau of Traffic and Lighting has recommended the installation of five street lights, on Napier, Thomas and Jefferson streets approximately 150 feet west of Chapin Street and in the 900 and 1000 blocks on Thomas Street. Upon motion made, seconded and carried, the Board accepted the recommendation and ordered the lights installed. The Bureau of Traffic and Lighting has recommended the installation of a street light near the curve on Widner Lane. Upon motion made, seconded and carried, the Traffic Bureau was directed to order the light installed. 9/25/72 The Bureau of Traffic and Lighting recommended the installation of a street light on Kirby Court and two street lights on existing poles on Eaton Drive. Upon motion made, seconded and carried, the Board accepted the recommendation and ordered the lights installed. The Bureau of Traffic and Lighting recommended the installation of five 20,0001- and 2 20,0001- lights and the removal of 1 4,0001- light all in the vicinity of South Main Street from Indiana to Calvert Street to aid in patroling the area. Upon motion made, seconded and carried, the recommendation was accepted and the lights ordered installed, . The Bureau of Traffic and Lighting has recommended the installation of a 7,0001- light on York Road at Clyde Creek. Upon motion made, seconded and carried, the Board accepted the recommendation and ordered the light installed. The Bureau of Traffic and Lighting has recommended the installation of three lights on Ford Street at the alley east of Phillipa Street, Carlislt Street and Warren Street. Upon motion made, seconded and carried the Board accepted the recommendation and ordered the lights installed. STREET LIGHT OUTAGE REPORT Street light outage reports were received and ordered filed for a period from 9/14/72 to 9/22/72.
