SPECIAL MEETING
MAY 22, 1974
A special meeting of the Board of Public Works was convened at
7:30 p.m. on Wednesday, May 22, 1974 at LaSalle High School with
Mr. Farrand and Mr. Seitz present. David A. Wells, Manager of
the Bureau of Design and Administration, was also present.
The Clerk tendered proofs of publication of notice of this hearing
in the South Bend Tribune and the Tri-County News which were found
to be sufficient.
Mr. Farrand opened the meeting and explained to those present that
the purpose -,.of the hearing was to.outline Barrett Law procedures
and to present preliminary assessments for the installation of
sewers on the unsewered portions of Eclipse, Kaley, Meade, Fremont,
Olive, Elmer and Huey Streets, between Lathrop and Bulla Streets,
authorized under Improvement Resolution No. 3402, 1974, adopted on
April 22, 1974. Mr. Farrand then made a motion that the preliminary
assessment roll, showing assessments against affected property owners,
be filed. Mr. Seitz seconded the motion and it was carried.
Mr. Farrand.then turned the hearing over to Mr. Wells. Mr. Wells
explained that the City was offering to the property owners the
installation of sewers with the City to pay 50% of the cost and
the property owners to pay 50%. This policy was established by the
City administration in an attempt to offer sewers to those areas which
do not have them, without the residents having to pay 100% of the cost
as was the case previously. Mr. Wells said that the assessment shown
on the preliminary assessment roll could not be raised. The cost
listed is for the cost of the trunk sewer installation to the property
line. The property owner will pay for the cost of hooking up to their
plumbing. Mr. Wells said he could only give an estimate of the hook-up
cost, but it has been running about $6.00 a foot. Property owners will
have the option of paying the assessment in cash when the construction
is completed, or paying in five equal yearly installments at 6% interest.
There were no remonstrators present. Mrs. Bernice Milligan, 2025 N.
Huey Street, was present and spoke in favor of the sewer construction.
Mr. Farrand made a motion that the Board would receive written comments
on the sewer project until the regular meeting of the Board of Public
Works at 9:30 a.m. on Monday, June 3, 1974 in the Board'of Works Office.
At that time, the Board will take action to confirm or rescind the
Improvement Resolution. The motion was seconded and carried.
It was announced that preliminary plans for the construction were
available for inspection after the meeting and any questions would be
answered.
Upon motion made, seconded and carried, the special meeting adjourned
at 8:00 p.m.
