SPECIAL MEETING JULY 27, 1977
A special meeting of the Board of Public Works was convened at
3:50 p.m. on Wednesday, July 27, 1977 by President Patrick M.
McMahon, with Mr. McMahon, Mr. Brunner and Mr. Mullen present.
BLOCK PARTY APPROVED
Ralph Brandenborg submitted a request to the Board for permission
to hold a Block Party on Saturday, July 30 from 2:00 p.m. to
10:00 p.m. on Essex Drive, from Byron to Preston. The Bureau of
Traffic and Lighting reviewed the request with the Police Department
Traffic Detail and indicated there would be no objection to the
street closing. Upon motion made by Mr. McMahon, seconded by Mr.
Brunner and carried, the Block Party was approved.
LETTER FROM MEMORIAL HOSPITAL FILED RE: VACATION RESOLUTION NO. 3443
The Board continued the public hearing on Vacation Resolution No. 3443,
the petition of Memorial Hospital to vacate four alleys, with the
understanding that Memorial Hospital would consider the request of
the Board to screen Navarre Street, from Lafayette Street to the first
alley, and Bartlett Street, from Lafayette Street to Main Street, with
hedge or fencing. The following letter was read:
"Board of Public Works
Gentlemen:
July 27, 1977
This is to advise that as attorney for Memorial Hospital of
Bend, I have been authorized by the Board of Directors to
commit the hospital to construct at least a four foot high
green webbed cyclone fence along the south side of its real
estate on Navarre Street from Lafayette Boulevard to the
west side of the proposed parking entrance to its parking lot
on Navarre Street.
The hospital also hereby commits itself to construct the same
type fence along the north side of its real estate on Bartlett
Street from the east side of the apartment building located on
the southeast corner of Lafayette Boulevard and Bartlett Street
to the west side of Main Street, excluding the entrance to the
parking lot on Bartlett Street.
The hospital further commits iteslf to construct either the
same type fence or hedge planting on the west side of the
real estate from the south end of its present hedge planting
to the corner of Lafayette Boulevard and Navarre Street.
Construction of all of said fencing will be completed as soon as
possible after the contractor completes the improved parking
lots for the hospital located in the block north of Navarre
Street between Lafayette Boulevard and Main Street, all to be
finished within the 1977 building season.

The Board discussed the commitment in the letter and raised a question
.over the statement in Paragraph Three that screening on Lafayette
Boulevard, which is partially complete and which consists of hedge,
would be continued with either hedge or fence. It was the opinion
of the Board that all the screening on Lafayette Boulevard would be
hedge. The Board requested that Mr. Hammerschmidt be asked for
clarification regarding the completion of the screening on Lafayette

Boulevard. Mr. Mullen suggested that, in view of the fact that
there were a number of interested citizens present at the public
hearing on Monday, the Board should delay action on this matter
until the regular meeting on August 1, 1977. Upon motion made by
Mr. McMahon, seconded by Mr. Mullen and carried, the Board filed
the letter from Mr. Hammerschmidt and continued the hearing
until August 1, 1977. The Division of Engineering was directed to
prepare the Assessment Roll for consideration at the time the
hearing is resumed.
There being no further business to come before the special meeting,
upon motion made by Mr. McMahon, seconded by Mr. Brunner and
carried, the meeting adjourned at 4:05 p.m.

Works, I, Maryrose Putz, am assuming all responsibility for the
Board of Public Works meeting of July 27, 1977.
