SWEARING IN OF NEW BOARD MEMBER - KATHERINE G. BARNARD
Mayor Roger O. Parent was present at the meeting to welcome new
Board member Katherine G. Barnard. Mayor Parent advised that Ms.
Barnard will replace City Attorney Richard L. Hill who served on
the Board for over five (5) years. Mayor Parent thanked Mr. Hill
for his years of dedicated service to the Board. It was noted
that Mr. Hill resigned from the Board in order to devote more time
to the work of the City Attorney's office. Mayor Parent appointed
as his replacement Katherine G. Barnard who is the Director of the
Department of Code Enforcement. Ms. Barnard joined the
administration in January of 1980 as the director of neighborhood
code enforcement. Since that time she has consolidated difficult
operations and is currently the Director of the Department of Code
Enforcement which now also includes the operations of the
Building Department. Mayor Parent welcomed Ms. Barnard and
thanked her for accepting the additional duties as a member of the
Board of Public Works.
City Clerk Irene K. Gammon was present at the meeting and
administered the oath of office to Ms. Barnard, swearing her in as
a member of the Board of Public Works.
Concurring with the sentiments of Mayor Parent, upon a motion made
by Mr. Vance, seconded by Mr. Leszczynski and carried, former
Board member Richard L. Hill was commended for his efforts and
dedication as a member of the Board of Public Works for the last
five (5) years.
REGULAR MEETING CONVENED
The regular meeting of the Board of Public Works was convened at
9:35 a.m. on Monday, March 25, 1985, by President John E.
Leszczynski, with Mr. Leszczynski, Mr. Michael L. Vance and new
Board Member Katherine G. Barnard present. Also present was
Assistant City Attorney Carolyn V. Pfotenhauer.
AGENDA ITEM STRICKEN
Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and
carried, the matter of the Lease between the City, on behalf of
the Bureau of Housing and the Board of Park Commissioners was
stricken from the agenda as more research on the matter is
required.
APPROVE MINUTES OF PREVIOUS MEETING
Upon a motion made by Mr. Vance, seconded by Mr. Leszczynski, and
carried, the minutes of the March 18, 1985, regular meeting of the
Board were approved.

NORTHEAST NEIGHBORHOOD CENTER ACTIVITY
Addendum I indicates a change in the Cost Categories in that
general eligible cost categories are limited to telephone and

Center. The total cost of this activity shall not exceed
$4,500.00.

APPROVE AGREEMENT BETWEEN THE INDIANA DEPARTMENT OF HIGHWAYS AND
THE CITY OF SOUTH BEND (RE: PROJECT NO. RRS-S052(2) WALNUT STREET
AT CONRAIL AND GRAND TRUNK RAILROADS IN SOUTH BEND
Mr. Leszczynski submitted to the Board for approval an Agreement
between the Indiana Department of Highways and the City of South
Bend in regards to Project No. RRS-S052(2). The Agreement
indicates that through the cooperation of the City, the State and
the Federal Highway Administration, the above referred to project
has been approved by the Federal Highway Administration for
Federal Aid funding. Mr. Leszczynski advised that the project
consists of the rubberization of the railroad tracks at Walnut and
Indiana Avenue. Upon a motion made by Mr. Leszczynski, seconded
by Ms. Barnard and carried, the Agreement as submitted was
approved and executed.
REQUEST OF INDIANA & MICHIGAN ELECTRIC COMPANY TO ERECT
MARQUEE -TYPE STRUCTURE ON PUBLIC RIGHT-OF-WAY IN FRONT OF THEIR
BUILDING AT 220 WEST COLFAX AVENUE REFERRED
In a letter to the Board, Mr. C. Allen Wickizer, Administrative
Assistant, Indiana & Michigan Electric Company, 220 West Colfax
Avenue, South Bend, Indiana, requested permission to erect a
marquee -style structure on the front of their building over the
sidewalk area at the Main Office located at 220 West Colfax
Avenue. Additionally submitted with the request was a rendering
of the proposed marquee which included the dimensions of the
structure. Upon a motion made by Mr. Leszczynski, seconded by Mr.
Vance and carried, the above request was referred to the Bureau of
Traffic and Lighting and the Building Department for review and
recommendation.
REQUEST OF UNITED RELIGIOUS COMMUNITY OF ST. JOSEPH COUNTY TO
CONDUCT WALK - JUNE 9, 1985 REFERRED
In a letter to the Board, Mr. James Fisko, Executive Director,
United Religious Community of St. Joseph County, 319 South Main
Street, South Bend, Indiana, advised that URC will be holding a
ecumenical observance of the religious feast of Pentecost on
Sunday, June 9, 1985, from approximately 3-5:30 p.m. Tentatively,
a religious service will be held in Century Center at 3:00 p.m.,

followed by other activities in Howard Park. Perhaps 300-400
people will be walking to the Park in procession from the Century
Center at approximately 3:45 - 4:00 p.m. The URC is thereby
requesting permission to hold this procession to the Park and to
receive police or civil defense assistance in traffic control
during the movement. Mr. Fisko further advised that the
celebration will take place in Howard Park and consist of singing,
juggling, dance, kite -making, skits and the like. Upon a motion
made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the
above request was referred to the Bureau of Traffic and Lighting,
Police Department Traffic Division and the Park Department for
review and recommendation.
REQUEST OF MATHEWS-PURUCKER-ANELLA, INC. TO ERECT COVERED
PEDESTRIAN WALKWAY AT S.E. CORNER OF MAIN AND W. WASHINGTON STREET
REFERRED
In a letter to the Board, Mr. Stephen J. Eddy, Mathews-Purucker-
Anella, Inc., 218 South Frances Street, South Bend, Indiana,
advised that the firm is presently involved in the planning of a
six -story office building for Teachers Credit Union to be located
on the southeast corner of Main Street and West Washington
Street. Construction is to commence by May of 1985.
During construction, it will be necessary to build a covered
pedestrian walkway on West Washington and Main Street with the
walkway to be located in the parking lanes occupying approximately
7'0" of pavement measured from the curb line and he is hereby
requesting permission to erect said walkway. Attached to the
request was a site plan of the area showing intended use of the
site and location of barricades and walkways. Upon a motion made
by Mr. Leszczynski, seconded by Mr. Vance and carried, the above
request was referred to the Bureau of Traffic and Lighting, Police
Department Traffic Division, Building Department and Fire
Department for review and recommendation.
APPROVE REQUEST OF WOMEN'S ASSOCIATION OF THE SOUTH BEND SYMPHONY
FOR TRAFFIC ASSISTANCE - APRIL 25, 1985
Mr. Leszczynski advised that Mr. Joseph J. Pluta, Director,
Division of Engineering and Captain Edward I. Friend, Police
Department Traffic Division have reviewed the request of the
Women's Association of the South Bend Symphony for traffic control
assistance at the Morris Civic Auditorium on April 25, 1985, for a
childrens concert, said request submitted to the Board on January
22, 1985, and recommend approval. Upon a motion made by Mr.
Leszczynski, seconded by Mr. Vance and carried, the above
recommendation was accepted and the request approved.
APPROVE REQUEST OF ST. PATRICK'S CHURCH AND ST. JAMES CATHEDRAL
FOR TRAFFIC ASSISTANCE - MARCH 31, 1985
Mr. Leszczynski advised that the Board has received a request from
Rev. Wilfrid Menard, C.S.C., Pastor, Saint Patrick's Parish, 309
South Taylor Street, South Bend, Indiana, advising that St.
Patrick's Parish in conjunction with the Cathedral of St. James
(located at 117 North Lafayette Boulevard), will hold a palm
procession on March 31, 1985, commencing at 10:00 a.m. in the
Tippecanoe Place parking lot, 620 W. Washington Avenue, leaving
there at 10:15 a.m. to proceed to their respective churches, St.
Patrick's utilizing Washington Street to Taylor Street and St.
James utilizing Washington and William Streets. They are
requesting police assistance in crossing Washington Street for the
St. Patrick's group and assistance for the St. James group in
crossing Williams Street. Approximately 50-100 individuals will
participate in this event. Mr. Leszczynski advised that Mr.
Joseph J. Pluta, Director, Division of Engineering and Captain
Edward I. Friend, Police Department Traffic Division have reviewed
this request and recommend approval. However, it was noted that

It was noted that inspections of the trucks to be used had been
conducted by the Solid Waste Bureau and all applicants were found
to be in compliance. Upon a motion made by Mr. Leszczynski,
seconded by Mr. Vance and carried, the above license applications
were approved and referred to the Deputy Controller's office for
issuance.
APPROVE HANDICAPPED PARKING PERMITS
Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and
carried, the following four (4) handicapped parking permit
applications were approved and referred to the Deputy Controller's
office for issuance of permits:

APPROVE TRAFFIC CONTROL DEVICES
Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and
carried, the following five (5) traffic control devices were
approved:

APPROVE AND RELEASE CONTRACTOR'S BONDS
Mr. Melvin Humphrey, Engineering Department, recommended that the
Contractor's Bond for Marvin A. Crayton Construction Company be
approved effective March 25, 1985. Additionally, Mr. Humphrey
recommended that the Contractor's Bond for B & G Construction
Company, Inc., be released effective March 25, 1985. Upon a
motion made by Mr. Leszczynski, seconded by Ms. Barnard and
carried, the above recommendations were accepted and the bond of
Crayton Construction was approved and the bond of B & G
Construction was released.
APPROVE RELEASE OF EXCAVATION BOND
Mr. Melvin Humphrey, Engineering Department, recommended that the
Excavation Bond for B & G Construction Company, Inc., be released
effective March 25, 1985. Upon a motion made by Mr. Leszczynski,
seconded by Ms. Barnard and carried, the above referred to
Excavation Bond was released.
FILING OF CERTIFICATE OF INSURANCE
Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and
carried, the Certificate of Insurance for Trans Tech Electric,
Inc., P.O. Box 3915, South Bend, Indiana, was accepted and filed.
FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT
A report from the Department of Code Enforcement indicating a
total of twenty (20) properties cleaned from March 18, 1985 to
March 22, 1985, was submitted. Upon a motion made by Mr.
Leszczynski, seconded by Mr. Vance and carried, the report as
submitted was filed.
APPROVE CLAIMS
Ms. Jane Cleaver, Executive Director, St. Joseph County Job
Training Program submitted a list containing forty-one (41) claims
and recommended approval. Additionally, Deputy City Controller
Carol M. Sanders submitted Claim Docket No. 6376 through Claim
Docket No. 7174 and recommended approval. Upon a motion made by
Mr. Vance, seconded by Ms. Barnard and carried, the claims were
approved and the reports as submitted were filed.
