Harrison, P.E., ENV SP - Transportation Engineer SUBJECT: Mayflower Road Speed Study (TR16-105) DATE: October 17, 2016 PURPOSE & NEED This speed study for Mayflower Road, between the US 20 Bypass and Western Avenue, was conducted in response to an internal departmental request due to the new commercial developments on Mayflower Road. The request is to decrease the speed limit from the existing 40 mph to 30 or 35 mph. COORDINATION WITH ST. JOSEPH COUNTY The proposed reduction of speed limit was coordinated with St. Joseph County since a portion of Mayflower Road is under county jurisdiction. Since this area meets the definition of an Urban District, 30 MPH speed would be permitted (IC 9-21-5-2 and IC 9-13-2-193). RECOMMENDATION The study evaluated the request to decrease the speed limit taking into account traffic counts, speed data, collision data, land use, and geography. The resulting recommendation is to implement 35 mph speed limit between the City Limits and Sample Street and 30 mph speed limit between Sample Street and Western Avenue, complete with new speed limit signs and reduced speed limit ahead warning signs, as shown in the diagram below: SOUTH MAYFLOWER ROAD SPEED STUDY (TR16-105) City of South Bend Department of Public Works, Engineering Theresa E. Puroose and Need This speed study for Mayflower Road, between the South Bend City Limits, near the US 20 Bypass, and Western Avenue, was conducted in response to an internal departmental request due to the recent developments on Mayflower Road. The request is to decrease the speed limit from the existing 40 mph to 30 or 35 mph. II. Geometry and Existing Traffic Control The section of Mayflower Road included in this study is 2 lanes wide and approximately 1 mile long with auxiliary turn lanes at some of the intersections; an overview aerial is chr,w, i , ri,.,,.,. , and Western Avenue. Mayflower Road is 26 feet wide, with 2 through travel lanes, and widens out to 48 feet at the Sample Street and Western Avenue intersections to provide turn lanes. In addition to the street intersections there are numerous commercial and residential driveways located along this section of Mayflower Road. As may be seen in Table 1, 20 of the total 29 driveways are on the west side of Mayflower Road, and 17 of those are between Sample Street and Western Avenue, Table 1 - Driveways along South Mayflower Road III. Proposed Development Martin's Super Markets is constructing a new store on a site on the west side of Mayflower Road, just south of Western Avenue. An actuated rectangular rapid flash beacon (RRFB) is to be included with the proposed new pedestrian crossing of Mayflower Road on the south side of Scenic Drive (highlighted in green in Figure 2). Traffic Safetv Over the past 3 years there have been 64 collisions on this section of Mayflower Road. As shown in Table 2, rear end collisions amounted to 39% of the total and right angle collisions made up 20%, with most of them occurring near the Sample Street and Western Avenue intersections. I AADT' 85to Percentile Speed VI. Analvsis The analysis took into account the nature of the roadway, surrounding land use, intersection and driveway sight distances, traffic volume and speed data. Due to the very flat terrain and straight alignment sight distance along Mayflower is not a limiting factor for speeds. VII. "Urban district" means the territory contiguous to and including any street that is built up with structures devoted to business, industry, or dwelling houses situated at intervals of less than two hundred (200) feet for a distance of at least one-fourth (114) mile. As added by P.L.2-1991, SEC 1. IC 9-21-5-2 Maximum speed limits Sec. 2. Except when a special hazard exists that requires lower speed for compliance with section 1 of this chapter, the slower speed limit specified in this section or established as authorized by section 3 of this chapter is the maximum lawful speed. A person may not drive a vehicle on a highway at a speed in excess of the following maximum limits: (1) Thirty (30) miles per hour in an urban district. (2) ..... VIII. Recommendation Based on the findings of the analyses it is recommended that the following traffic control be implemented on South Mayflower Road: • City limits to Sample Street — 35 mph speed limit • Sample Street to Western Avenue — 30 mph • Reduced Speed Ahead (W3-5) signs with the appropriate speed limits will also need to be posted 1500 feet ahead of the reduced speed zones • The timings for the Sample Street and Western Avenue signals may also need to be adjusted to avoid dilemma zones IX. An engineering study such as the one carried out with USLIMITS is usually required to set a speed limit above the statutory limit. Note: The section crash rate of 584 per 100 MVM is above the critical rate (373). A comprehensive crash study should be undertaken to identify engineering and traffic control deficiencies and appropriate corrective actions. The speed limit should only be reduced as a last measure after all other treatments have either been tried or ruled out.
