The Board of Public Works, at its meeting held on October 25, 2016, approved the rejection
of all bids for the above referenced project due to all bids exceeding the budget. This project
will be re -advertised.

The Board of Public Works received and opened Public Bids for Construction for Project No.
116-050 Wastewater Treatment Plant Digester Gas Utilization on October 11, 2016.
The Division of Utilities and design engineer, Greeley and Hansen, have carefully reviewed the
single bid received. Due to the cost exceeding the Engineer's Estimate and the budgeted funds
for constructing the project, the Division of Utilities recommends that the Board of Public Works
reject the bid from Thieneman Construction.
Summary of Bids
Thieneman Construction, Inc. (Westville, Indiana) Amount $711,000.00
Recommendation:
The Division of Utilities recommends that the Board of Public Works reject all bids.
The Division of Utilities will work with Greeley and Hansen to revise the current bid
specifications in order to rebid the project prior to year's end.
The funding source for the project is Wastewater, Capital Account (642-0630-415-43-66).

Project No. 116-050 Wastewater Treatment Plant — Digester Gas Utilization
DATE: October 18, 2016
The Division of Utilities is requesting the Board of Public Works approval of the Title Sheet and
Request to Advertise for the subject Project No. 116-050 Wastewater Treatment Plant Digester
Gas Utilization. Design Engineer, Greeley and Hansen, LLC, has completed the engineering
design services for the extension of mechanical piping from the WWTP Digester Gas Cleaning
System to the Compressor Building and CNG Fuel Station. This is a rebid of the subject project
since the bids received at the October 11, 2016 exceeded the Engineer's Estimate and
budgeted amounts to construct the project.
The objective of this project is to provide additional energy recovery through the extension of
mechanical piping to facilitate the use of cleaned digester gas in the Raw Sewage Pump No. 1
engine at the Compressor Building and to provide piping to the CNG Fuel Station located south
of the Maintenance Garage / Solid Waste Building at the Wastewater Treatment Plant Site. The
City will continue to recover cleaned digester gas in the boiler for Digester No. 2. In addition,
piping at the Compressor Building will also be extended to allow recovery of Digester Gas in the
Caterpillar Engine which powers one of the air blowers at the Compressor Building. The
Caterpillar Engine is exercised weekly and serves as a back-up to the Electric Blowers at the
Compressor Building.
