(5896) 0 Division of Engineering 1316 County -City Building 227 West Jefferson Boulevard South Bend, Indiana 46601 October 21, 2016 RE: 116-098 - The JMS Building New North Stair Tower Dear Mr. Kerr: We have reviewed the itemized Proposal of both Bidders on The JMS Building New North Stair Tower project. I have attached the Bid Tabulation form to this letter. The substantial difference in the bid amounts may be most likely explained by the fact that this is a very tight construction window with a great deal of coordination and precision timing required. It is my theory that 7Gen Construction, LLC may have been extremely concerned about the liquidated damages and meeting the JMS occupancy timeline. HGR Group, Inc. was responsive and responsible in making their bid. They are currently mobilized on site and offer the City and Building owner with the best chance to complete the work within the dictated schedule. After review of the proposals, it is our opinion that HGR Group, Inc. has submitted the lowest responsive Bid for The JMS Building New North Stair Tower project based upon current market demands in the Region and the tight construction schedule. Therefore, it is our recommendation that the City of South Bend should approve the bid of and award Project 116-098, The JMS Building New North Stair Tower, to HGR Group, Inc. for the contract amount of $497,097.
