Leszczynski, with Mr. Leszczynski, Ms. Katherine G. Barnard and Mr. Michael L. Vance present. Also present was Assistant City Attorney Carolyn V. Pfotenhauer. AGENDA ITEM STRICKEN Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the Contract with Mayoras and Hittle for the computer software for the City of South Bend financial needs was stricken from the agenda as the City has not received signed copies from Mayoras & Hittle as had been anticipated. CORRECT AND APPROVE CORRECTED MINUTES OF PREVIOUS MEETING Ms. Barnard advised that on Page No. 17 of the minutes of the Board of Public Works meeting held on January 21, 1986, the second address listed for Metal Resources in Resolution No. 1-1986 should be changed from 3123 South Gertrude to 1305 Prairie Avenue. Ms. Barnard made a motion that this correction be made. Mr. Leszczynski seconded the motion and it carried. Further, upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard, the minutes of the January 21, 1986, regular meeting of the Board were approved as corrected. APPROVE COMMUNITY DEVELOPMENT CONTRACT AND ADDENDA The following Community Development Contract and Addenda were presented to the Board for approval: NATIONAL CENTER FOR URBAN ETHNIC AFFAIRS NEIGHBORHOOD COMMERCIAL STRIP STUDY SUPPLEMENT The targeted goal for this activity is to supplement the activities begun under a prior contract which include: an expanded analysis report and series of recommendations on the City's neighborhood commercial strips' policy making and program delivery process; an assessment report on the feasibility of establishing a neighborhood commercial revitalization program for the South Michigan Strip (from Monroe Street south to City limits; continued assistance on the refinement of neighborhood commercial strip needs, goals and resources; assistance on the implementation of previously defined goals and objectives and continued assistance related to the capacity building of the commercial strip organiza- tions including administrative and fundraising goals and strategies. The 1986 contract will be reduced accordingly. It was noted that the activity under this Addendum shall commence on January 1, 1985 and shall continue to and include December 31, 1986. The total cost of this activity shall not exceed $410,000.00. ADDENDUM V SOUTH BEND HERITAGE FOUNDATION SOUTH BEND HERITAGE HOUSING PROGRAM Addendum V indicates that the timetable shall be revised as follows - the activity shall commence on January 1, 1984 and shall continue to and include June 30, 1986. ADDENDUM II NEIGHBORHOOD CODE ENFORCEMENT OFFICE CODE ENFORCEMENT MANAGEMENT/INSPECTION Addendum II extends the 1985 contract to expend remaining funds. The 1986 contract will be reduced accordingly. APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF ABANDONED VEHICLES Ms. Katherine Barnard, Director, Department of Code Enforcement, requested permission to advertise for the sale of approximately fifteen (15) abandoned vehicles, which are being stored at Steve & Gene's Auto & Truck Salvage and Repair, 3109 South Gertrude Street, South Bend, Indiana. It was noted that all vehicles have been stored more than fifteen (15) days, identification checks had been run for auto theft and the owners and lienholders notified. Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski and carried, the above request was approved and a date of February 11, 1986 was established for the receiving and opening of sealed bids. Pickins, 249 North Illinois Street, South Bend, Indiana and Mr. Levester Buckingham, Jr., 5003 West Washington, South Bend, Indiana, indicated that they are interested in purchasing the city -owned properties 32 REGULAR MEETING JANUARY 28, 1986 located on the N.E. and N.W. corners of Western Avenue and Chapin Street. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the request was referred to the necessary City departments and bureaus for a determination as to whether or not the City need retain the lots for any reason. ACCEPT AND APPROVE EXTENSION OF OFFER TO PURCHASE CITY -OWNED PROPERTY AT THE N.W. CORNER OF LINCOLNWAY AND CHAPIN (INNERBELT) In a letter to the Board, Mr. Richard W. Morgan, Attorney at Law, Barnes & Thornburg, 600 1st Source Bank Center, 100 North Michigan Street, South Bend, Indiana, on behalf of his client, American Plasma Management, Inc., advised that American Plasma Management extends their offer to purchase the above referred to City -owned property until March 31, 1986 in order to allow for the completion of the zoning variance process. He further advised that American Plasma Management, Inc., intends to file its petition with the Board of Zoning Appeals prior to the February filing deadline. Ms. Barnard reminded Board members that in their original offer to purchase this property, American Plasma Management indicated that their offer was valid until December 31, 1985. On December 10, 1985, the offer was extended to January 31, 1986, and they are now requesting that the Board accept another extension until March 31, 1986. Ms. Barnard advised that it is her understanding that American Plasma is still continuing plans to utilize the property for additional parking which is a problem that needs to be resolved. She therefore made a motion that the Board accept and approve this additional extension until March 31, 1986 and that it be the final extension that the Board will accept. Mr. Vance seconded the motion and it carried. Box 1106, South Bend, Indiana, advised that Ziolkowski Construction has been retained as the general contractor for the reconstruction of the the Mar -Main Arms Apartments resulting from a recent fire. He advised that during the construction process it will be necessary to place dumpsters for the removal of trash. Therefore, Mr. Baker requested 1 83. REGULAR MEETING JANUARY 28. 1986 permission to locate said dumpsters for a period of three (3) months on the sidewalk on the west side of the building located on Main Street. Mr. Leszczynski advised that the Bureau of Traffic and Lighting and the Building Department have reviewed this request and recommend approval subject to Ziolkowski Construction providing the appropriate Occupancy Bond and securing the appropriate Occupancy Permit from the Building Department, as well as the placement of flashing barricades around the dumpsters so they will be visible at night. Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski and carried, the recommendation was accepted and the request approved. APPROVE HANDICAPPED PARKING PERMITS Upon a motion made 'by Mr. Leszczynski, seconded by Mr. Vance and carried, the following two (2) handicapped parking permit applications were approved and referred to the Deputy Controller's office for issuance of permits: 1. Charles Edwards, 522 Preston, S.B. 2. Loucrecia Grim, 220 Bendix, S.B. APPROVE CONTRACTOR'S BOND AND EXCAVATION BOND Mr. Melvin Humphrey, Engineering Department, recommended that that Contractor's Bond for I.O. Pfeiffer & Sons, Inc. be approved retroactive to January 22, 1986. He additionally recommended that the Excavation Bond for Bob Rhodes, d/b/a/ Bob Rhodes Plumbing be approved retroactive to January 23, 1986. Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the above referred to Contractor's Bond and Excavation Bond were approved. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT A report from the Department of Code Enforcement indicating a total of thirty-eight (38) properties cleaned from January 21, 1986 thru January 24, 1986 was submitted. Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the report as submitted was filed. FILING OF CERTIFICATE OF INSURANCE Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the Certificate of Insurance for Ideal Consolidated, Inc., 806 West Sample Street, South Bend, Indiana, was accepted and filed. APPROVE CLAIMS Mr. John W. Ferguson, Executive Director, St. Joseph County Job Training Program submitted a list containing seventy-three (73) claims and recommended approval. Additionally, Deputy City Controller Carol M. Sanders submitted Claim Docket No. 1258 through Claim Docket No. 1896 and recommended approval. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the claims were approved and the reports as submitted were filed.
