HomeMy WebLinkAbout01/13/87 Board of Public Works MinutesREGULAR MEETING JANUARY 13, 1987 The regular meeting of the Board of Public Works was convened at 9:40 a.m. on Tuesday, January 13, 1987, by President John E. Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq and Mr. Michael L. Vance present. Also present was Chief Deputy City Attorney Thomas Bodnar. APPROVE MINUTES OF PREVIOUS MEETINGS Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq, and carried, the minutes of the Special meeting of the Board held on January 2, 1987 were approved. Further, upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the minutes of the regular meeting of the Board held on January 6, 1987, were approved. APPROVE LOAN AGREEMENT ADDENDUM I - CONTAINER SERVICES CORPORATION Ms. Betsy Harriman, Department of Community Development, advised that Addendum I to the Loan Agreement entered into on July 22, 1986 by and between Container Service Corporation and the City of South Bend changes the requirement that Container Services submit a full audit, as said audit would create a financial hardship, and indicates that a financial statement reviewed by a Certified Public Accountant would be acceptable. Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the above referred to Addendum was approved and executed. APPROVE CHANGE ORDER NO. 1 (FINAL) AND PROJECT COMPLETION AFFIDAVIT - COVELESKI REGIONAL STADIUM EXCAVATION PROJECT Mr. Leszczynski advised that Warner & Sons, Inc., P.O. Box 87, Elkhart, Indiana, submitted Change Order No. 1 (Final) indicating that the Contract amount be increased by $28,978.45 for a new Contract sum including this Change Order in the amount of $297,542.95. Additionally submitted was the Project Completion Affidavit indicating this new final cost. Mr. Leszczynski advised that the increased amount was due to the fact that additional dirt had to be removed as well as removal of seven (7) old foundations that were located on the site. Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, Change Order No. 1 (Final) and the Project Completion Affidavit were approved. APPROVE CHANGE ORDER NO. 1 - STEEL CONSTRUCTION PACKAGE - STANLEY COVELESKI REGIONAL BASEBALL STADIUM PROJECT Mr. Leszczynski advised that St. Joseph Valley Structural Steel Company, P.O. Box 4511, Elkhart, Indiana, submitted Change Order No. 1 indicating that the Contract amount be increased by $334,000.00 for a new Contract sum including this Change Order in the amount of $767,000.00. Mr. Leszczynski advised that this increase is the result of the inclusion of Alternate #2 which consists of canopy construction. Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the above referred to Change Order No. 1 was accepted and approved. APPROVE TRAFFIC CONTROL DEVICES Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the following eight (8) traffic control devices were approved: 1. NEW INSTALLATION, 1 HOUR HANDICAP TOW AWAY ZONE - 110 S. Main, Teachers Credit Union. (Requested by Bureau of Traffic & Lighting). 2. NEW INSTALLATION, STOP SIGN - On Fairway at Lombardy. ("T" Intersection). REGULAR MEETING JANUARY 13, 1987 3. NEW INSTALLATION, STOP SIGN - On Greenview at Lombardy. ("T" Intersection). 4. NEW INSTALLATION, STOP SIGN - On Birchwood at Lombardy. ("T" Intersection). 5. NEW INSTALLATION, STOP SIGN - On Studebaker at Washington. ("T" Intersection). 6. NEW INSTALLATION, STOP SIGN - On Birdsell at Washington. ("T" Intersection). 7. NEW INSTALLATION, STOP SIGN - On Ford at Arnold. (Offset Cross Intersection). 8. NEW INSTALLATION, NO PARKING - On the East side of Gordon between Edison and Kettering. (Requested by residents). APPROVE HANDICAPPED PARKING PERMITS Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the following two (2) handicapped parking permit applications were approved.and referred to the Deputy Controller's office for issuance of permits: 1. Patricia Nicholls 10586 E. Jefferson, Osceola 2. Omer Otto Roeder 1420 N. Clay, Mishawaka FILING OF STREET LIGHT OUTAGE REPORT The report submitted to the Board indicated a total of seventy-eight (78) street light outages reported during the month of December, 1986. Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the report as submitted was filed. FILING OF CERTIFICATE OF INSURANCE Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the Certificate of Insurance for Peerless -Midwest, Inc., P.O. Box 26, Granger, Indiana, was accepted and filed. FILING OF HUMANE SOCIETY REPORT - DECEMBER The Humane Society report for the month of December indicated the following matters handled for the City of South Bend: DOGS HANDLED: 244 CATS HANDLED: 135 OTHER ANIMALS HANDLED: 29 BITE CASES HANDLED: 17 COMPLAINTS HANDLED: 130 Upon a motion made by Mrs. DeClercq, seconded by Mr. Vance and carried, the above report as submitted was accepted and filed. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT A report from the Department of Code Enforcement indicating a total of sixty-two (62) properties cleaned from January 5, 1987, to January 9, 1987 was submitted. Upon a motion made by Mrs. DeClercq, seconded by Mr. Vance and carried, the report as submitted was filed. 1 J 1 REGULAR MEETING JANUARY 13, 1987 APPROVE CLAIMS Mr. John W. Ferguson, Executive Director, St. Joseph County Job Training Program submitted a list containing one hundred seventeen (117) claims and recommended approval. Additionally, Deputy City Controller Carol M. Sanders submitted Claim Docket No. 3002 through Claim Docket No. 3265 and recommended approval. Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the claims were approved and the reports as submitted were filed.
