North Shore Dr., Howard St. & Niles Ave. Intersection Multi -Way STOP Warrant Analysis Summary (TR16-103) DATE: September 15, 2016 Purpose & Need During the construction of the roundabouts on N. Michigan St., (part of the Smart Streets project) which resulted in very significant traffic detours, a multi -way stop was installed at the intersection of Howard St. and Niles Ave. to mitigate the increased traffic volumes, much of which was also new to the area, and therefore the potential increase in collisions. During this time the Engineering Department received numerous requests to consider leaving the multi -way stop in place after the construction detours were to be removed. The Engineering Department requested one of the Smart Streets project consultants to prepare a warrant study for making the multi -way stop permanent. This summary memo includes the results of the analysis and the proposed recommendation. Location The intersection is located northeast of the central business district; its general configuration is shown in the map in Figure 1. A. Where traffic control signals are justified, the multi -way stop is an interim measure that can be installed quickly to control tragic while arrangements are being nsade for the installation of the traffzc control signal. A Five or more reported crashes in a 12-month period that are susceptible to correction by a multi - way stop installation. Such crashes include right -turn and left -turn collisions as well as right- angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection fr om the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 homy of an average day; and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection_from the minor street approaches (total of both approaches) averages at least 200 units per hour,for the same 8 hours, with an average delay to minor -street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but 3. If the 85ai percentile approach speed of the major -street tragic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. Option: Other criteria that may be considered in an engineering study include: A. The need to control left -turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi -way stop control would improve traffic operational characteristics of the intersection. Existing Traffic Control The intersection was previously controlled by 2-way stops on N. Niles Ave., prior to the temporary all -way stop implemented as part of the Smart Streets construction detour. Traffic Safetv As may be seen in Figure 1, the intersection is significantly skewed; the acute angle is less than 50°, which combined with the vertical geometry of E. North Shore Dr. creates sight distance and visibility issues for roadway users along N. Niles Ave. Traffic Data Traffic counts from October 2015 were used by StructurePoint to perform the warrant analysis and are presented in Figure 2 and results of the warrant analysis are presented in Figure 3. Recommendation Since the traffic counts are within 5.5% of meeting the warrants for minimum vehicles per hour (vph) on the major and minor street approaches, within the tolerance of counting error, it can be argued that the All -Way Stop Warranted is met. Additionally, the severely restricted sight distances, for the roadway users on both N. Niles Ave. approaches, coupled with the location of the East Bank Trail crossing just west of the intersection, the installation of permanent all -way stop control is recommended for this location.
