Mr. Kerr stated when you have two (2) narrow alleys that connect, and you remove one, you create a very tight turning radius. IIe stated the chamfer addresses that. Ms. Maradik questioned if the property owner is going to have to pay for that. The Board noted it would be on their property, so they would be responsible. Ms. Maradik stated then it needs to be clear to the petitioner that the property owtter will be responsible for paying for that and they will need to agree to that. - Processions —A Positive Approach to Teen Health _ The Board discussed this event and the comments of Police. Traffic and Lighting, and Engineering. They agreed the route would be better kept to the sidewalks and having it on a holiday is not a good idea due to overtime costs to the city and lack of personnel available on Thanksgiving. The Board suggested all parties be present to discuss and work out the details. No other business came before the Board. Mr. Lee Ross, Career Academy, stated they ran this event last year with the help of four (4) St. Joseph county officers and one (1) private ambulance standing by. He said there was no snow and no issues with the event, adding they had about 500 rummers. He explained the route only REGULAR MEETING SEPTEMBER 13,201 284 goes for `/, of a mile on Nimtz Parkway, then to Moran Cit. to the correction center, and returns to the starting point at the Career Academy. He noted they only use the same one (1) lane of the street for both directions. He noted also that they have over thirty (30) volunteers, use one - hundred (100) cones; and the event is less than two (2) hours. Mr. Gilot questioned if this was a non-profit event. Ms. Golob stated it is and is used to raise funds to work with local youth on drug addiction and other issues. She noted they have hired four (4) county officers, have 25 to 30 sponsors, and expect nearly 700 runners this year. Ms. Golob noted thisis a great opportunity to show off the community, adding many of the participants and sponsors stay at local hotels. Lieutenant Eugene Eyster stated he has no objection to the event, but the Police cannot provide _ support. He noted they would be required to pay a stipend plus holiday pay, an excessive amount. He added the Street Department has the same issue on a holiday. Lt. Eyster added this is just another holiday officers are being asked to give up with their families, stating they already have to work Labor Day, Memorial Day, Christmas, New Year's Eve, and other holidays. Lt. Eyster noted the applicants put up their own barricades but if the weather is bad and it would require City personnel to plow the street, they can't do that. Mr. Gilot questioned the applicants if they have an alternate plan in the case of inclement weather. Ms. Golob stated they did not but she would be willing to provide that. Mr. Gilot summarized the Police and Traffic Departments have no objection to the event as long w the applicants set up the cones and provide their own security. He questioned if the cones were set-up properly, giving advance notice of the lane closure. Mr. Ross stated they will set the cones with advance notice and Police cars at the start and tum-around with flashing lights. Therefore, upon a motion by Mr. Gilot, seconded by Ms. Maradik and carried, the event was approved as requestedsubject to providing an alternate weather plan and setting up with advance warning cones and Police cars for safety. Mr. Gilot advised the Board is in receipt of favorable recommendations concerning this Vacation Petition from the Area Plan Commission, Fire Department, Engineering, and Solid Waste.
