PETITION FOR
THE ESTABLISHMENT OF A
RESIDENTIAL PARKING ZONE
WE, THE UNDERSIGNED, BEING SIXTEEN (16) YEARS OF AGE OR OLDER AND
LEGAL RESIDENTS OF THE RESIDENTIAL AREA DESCRIBED HEREIN, request that the
Board of Public Works of the City of South Bend, in accordance with Municipal Code Article 10
Section 20-114, authorize a traffic study to be conducted for the establishment of a Residential
Parking Zone in the area of (state boundaries of residential area):
A Residential Parking Zone is needed in the above described area(s) to:
• Reduce hazardous traffic conditions that exist;
• Protect the area from polluted air, excessive noise and litter caused by the entry of
commuter vehicles;
• Protect the residents of the area from unreasonable burdens in gaining access to their
residences;
• Preserve the value of the property in the district.
The South Bend Municipal Code indicates that curb space must be occupied seventy-five percent
(75%) of the time and the curb space must be occupied by non-residents at least twenty-five
percent (25%) of the time.

Background
The Engineering Division, through the Board of Public Works, received a petition for a Residential
Parking Zone for the 1500 block of Hiidreth Street, bound by Twyckenham Drive on the west and
Bellevue Avenue on the east. Residents claim that IUSB students take up parking spaces and
they are unable to park near their homes. The photo below identifies the location of the request:

The parking study was
attempted on August 22,
2016, the first day of fall
classes, with only 3
vehicles parked on each
the north and south
sides. It was determined
to try again a couple of days later. The second attempt at the parking survey was conducted on
August 25th and it was found that the requirements of the ordinance were again not met. Results
of the surveys are summarized in the table on the next page.
During the field survey on the 25th I met and spoke with 2 residents. Pam Claeys (one of the two)
mentioned that the original petitioner for the residential parking zone has moved from the area.
The other resident expressed surprise that there was a request for this residential parking zone
since he felt that their block was too far from the campus for students to park and that he's never
witnessed any parking issues. Hence, the survey was suspended after 3:00 p.m.
Recommendation
Although there were no known residents' vehicles parked on the street during the time of the
survey less than the required 75% of the total available spaces were ever filled; therefore, the
requirements of the ordinance were not met and it is recommended that the request for a
Residential Parking Zone be denied.
