PUBLIC AGENDA SESSION AUGUST 16.2007
The Board of Public Safety met in the Public Agenda Session at 8:05 a.m. on Thursday,
August 16, 2007 with Boazd Members Donald Alford, Juanita Dempsey, and Bruce J.
BonDurant present. President Jesusa Rodriguez and Board Member Patrick Cottrell were
absent. Also present were Fire Chief Howard Buchanon, Police Division Chief Richard
Kilgore, and Board Attorney Thomas Bodnar.
The meeting was held in the Boazd of Public Works Meeting Room, 13`" Floor County
City Building, South Bend, Indiana.
The following items were added to the agenda:
- Donations -Police Department
- Employee of the Month -June
Boazd members discussed the following item(s) from that list:
- Minutes
Juanita Dempsey noted an error in the Minutes of August 10, 2007. Under the
Filing of Charges - 07-02 - James Gadacz, Count II states "effectively
immediately" and it should state "effective immediately".
- Extended Medical Leave
Mr. Bodnar noted the dates make this retroactive. The request is a continuation of
health problems, not an abuse of Lieutenant John Collin's sick time bank, and is a
request for an extension from July 31, 2007 to August 19, 2007.

The Board of Public Safety met in Executive Session on Thursday, August 16, 2007 at
8:30 a.m. The meeting was held in the Mayor's Conference Room, 14`" Floor, County
City Building, South Bend, Indiana, for the purposes specified in I.C. 5-14-1.5-6.1 (b) (2)
(B) and (b) (6) (A). Board Members Juanita Dempsey, Donald Alford, and Bruce J.
BonDurant were present. Also present were Police Division Chief Richard Kilgore,
Fire Chief Howard Buchanon and Board Attorney .Thomas Bodnar. Board President
Jesusa Rodriguez and Member Patrick Cottrell were not present. Board members did not
discuss any subject matter other than the subject matter as specified in the Public Notice.
The meeting adjourned at 9:11 a.m.

REGULAR MEETING AUGUST 16.2007
The Board of Public Safety met in the regular meeting at 9:15 a.m. on Thursday, August
16, 2007, with Board Members Donald Alford, Juanita Dempsey, and Bruce J.
BonDurant present. Board President Jesusa Rodriguez and Member Patrick Cottrell were
not present. Also present were Police Division Chief Richard Kilgore, Fire Chief
Howard Buchanon and Board Attorney Thomas Bodnar.
. The meeting was held in the Board of Public Works Meeting Room, 13th Floor, County
City Building, South Bend, Indiana.
APPROVE MINUTES OF PREVIOUS MEETINGS
Reverend Alford stated if there were no objections by members of the Board, the minutes
of the Public Agenda Session, Executive Session, and Regular Meetings of the Board
held on July 18, 2007 and the Special Meeting of August 10, 2007 be accepted with noted
corrections.
POLICE DEPARTMENT
APPROVE REQUEST FOR SPECIAL COMMISSIONS
In a letter to the Board, Chief Fautz recommends that Special Police Commissions be issued
for the following individuals for the Department of Code Enforcement:
- William Bare
Animal Control Officer:
- Brian Walters
These Commissions are issued for the purpose of writing citations for Ordinance violations
' where such violations have fines set by Superior Court Judges. These Commissions will also
empower the above-listed individuals to enforce the Snow Route and Residential Snow
Emergencies and to tow vehicles found to be in violation of these Ordinances. These
Commissions also include Animal Control officers who issue tickets for nuisance violations.
These Commissions do not authorize the powers of arrest nor the carrying or use of a
weapon. Upon a motion by Mr. BonDurant, seconded by Ms. Dempsey and carried, the
Special Police Commissions were approved

RESCIND SPECIAL POLICE COMMISSIONS
In a letter to the Board, Chief Fautz recommends the Special Police commissions for the
following individuals be rescinded:
- Tom Anderson
- Tammy Roberts
- Carol Vandewalle
A Special Police Commission is no longer necessary for these individuals as they have '
resigned. Upon a motion by Mr. BonDurant, seconded by Ms. Dempsey and carried, the
Special Police Commissions were rescinded.
APPROVE REQUEST FOR EXTENDED MEDICAL LEAVE -JOHN COLLINS JR
In a letter to the Board, Chief Fautz requested Lieutenant John Collins Jr. be granted a
paid, extended medical leave of twenty (20) calendar days from July 31, 2007 to August
19, 2007, due to surgery. Upon a motion by Mr. BonDurant, seconded by Ms. Dempsey
and carried, the paid medical leave was approved as outlined above.
ACCEPT RECOMMENDATION FOR EMPLOYEE OF THE MONTH -MAY 2007 -
SERGEANT JUAN LORA
In a letter to the Board, Chief Fautz stated that Sergeant Juan Lora was selected as
Employee of the Month for May 2007. The award is to recognize officers, civilian
employees, on the South Bend Police Department who have demonstrated actions noted
by supervisors or citizens from both a professional law enforcement position and in
support of the community policing efforts with citizens of South Bend. Chief Fautz
noted that his fellow officers nominated Sergeant Lora for this award. There being no
further discussion, the recommendation was accepted and filed.
ACCEPT RECOMMENDATION FOR EMPLOYEE OF THE MONTH -JUNE 2007 -
SERGEANT MICHAEL CRITCHLOW ,
In a letter to the Board, Chief Fautz stated that Sergeant Michael Critchlow was selected
as Employee of the Month for June 2007. The award is to recognize officers, civilian
employees, on the South Bend Police Department who have demonstrated actions noted
by supervisors or citizens from both a professional law enforcement position and in
support of the community policing efforts with citizens of South Bend. Sergeant
Critchlow was praised for his efforts, on his own personal time, in solving larceny cases
from several cemeteries. There being no further discussion, the recommendation was
accepted and filed.
FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING -APRIL
THROUGH JUNE 2007
Captain Wanda Shock, Director of Training, South Bend Police Department, submitted to
the Board a written Quarterly Report for Specialized Training for the period of April
through June 2007. The report indicated the specialized training attended, the names of
the officers who attended and the costs involved. There being no questions concerning
this report, the Quarterly Report for Specialized Training as submitted was accepted and
filed.
ACCEPT AND FILE DONATIONS TO SOUTH BEND POLICE DEPARTMENT
In a letter to the Board, Chief Fautz advised the South Bend Police Department received
generous donations from the following organizations:
The River Park Nei hborhood Association $50.00
The COP Leadershi Council $100.00
T.R.I.A.D. of St. Jose h Count $50.00

Most of the money will be used to pay expenses associated with the National Night Out
event. Division Chief Kilgore stated the donations are very much appreciated. There
being no objections, the donations were accepted and filed.

FILING OF MONTHLY STATISTICAL REPORT -JULY 2007
Chief Howard Buchanon submitted to the Board the monthly report for the month of
July, 2007, compiled by the Prevention/Inspection Bureau of the Fire Department. The
following Statistical Analysis was accepted and filed.

PRIVILEGE OF THE FLOOR
Mr. Ken Marks, Firefighter's Union Local 362, presented the Board with a letter
addressed to the Board from Captain James Gadacz, appealing the charges and
recommended suspension filed against him by Chief Howard Buchanon. Reverend
Alford stated the Board would address the issue at their next regularly scheduled meeting
of August 29, 2007.

meeting adjourned at 9:23 a.m.
