Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell and Mrs. Mary H. Mueller present. APPROVE MINUTES OF PREVIOUS MEETING Upon a motion made by Mr. Caldwell, seconded by Mrs. Mueller and carried, the minutes of the regular meeting of the Board held on March 15, 1993, were approved. SOUTH BEND POLICE DEPARTMENT NEIGHBORHOOD PATROL ACTIVITY The targeted goal for this activity is to provide five thousand four hundred (5,400) hours of directed polio patrol of suspected drug house locations within the NRA. The total cost of this activity shall not exceed $100,000.00. NEIGHBORHOOD HOUSING SERVICES - ADMIN NHS HOUSING ASSISTANCE PROGRAMS The targeted goal for this activity is to promote private and public investment in the NE neighborhood through: Administration of the Revolving Loan Fund and Construction Rehab Services to provide home rehabilitation loans to six (6) low and moderate income households; Marketing NHS -owned property at 716 Blaine in the Near Northwest Neighborhood to responsible owners; Operation of fifteen (15) NHS -owned low and moderate income rental units, including 716 Blaine until sold, in a high quality and cost effective manner; and Providing homeownership counseling and financial assistance as needed to fifteen (15) low and moderate income homebuyers who wish to invest in the Northeast Neighborhood. APPROVE ADDITIONAL FEE FOR ENGINEERING SERVICES - REPLACEMENT OF RAW SEWAGE PUMP #(3 MOTOR - WASTEWATER TREATMENT PLANT Mr. Jack Dillon, Director, Division of Environmental Services, submitted to the Board a letter from Cole Associates, Inc., 2211 East Jefferson Boulevard, South Bend, Indiana, in regards to the replacement of Raw Sewage Pump #3 Motor, which supports an increase for additional engineering fees in the amount of $18,230.00. Mr. Dillon noted that all of the increase will be based on an hourly rate. These increases are due to the fact that the City bid out the pump repair portion of the contract thus changing the scope of the project. Mr. Caldwell made a motion that the increase be approved. APPROVE CONSTRUCTION CONTRACT - SCISSORS LIFT AND INSTALLATION - WASTEWATER TREATMENT PLANT Mr. Leszczynski advised that in accordance with the bid awarded on February 8, 1993, to Safetylane Equipment Corporation, 115 North College, Suite 211, Bloomington, Indiana, in the amount of $79,883.00 the above referred to project, a Contract in said amount was being submitted for Board approval. Additionally, barricades are requested to close the street and "Slow" signs for Colfax and LaSalle for pedestrian crossing. REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE - 1302 NORTH COLLEGE STREET In a letter to the Board, Mr. Albert W. Wright, 1302 North College Street, South Bend, Indiana, requested that the parking space in front of his residence be designated as a handicapped parking space. APPROVE TRAFFIC CONTROL DEVICES Upon a motion made by Mr. Leszczynski, seconded by Mrs. Mueller and carried, the following four (4) traffic control devices were approved: 1. Hayes Boiler & Mechanical, Inc. 1505 West Leland Avenue Chicago, Illinois 60640-4691 FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS Mr. Leszczynski indicated that the Department of Code Enforcement has submitted two (2) lists containing thirty-eight (38) City - owned and miscellaneous properties which were cleaned by the Department from March 8, 1993 to March 12, 1993. Mr. Leszczynski made a motion that the lists as submitted be accepted for filing. Mr. Caldwell seconded the motion which carried. APPROVE CLAIMS Mr. Kevin C. Horton, City Controller, submitted to the Board claims in the amount of $1,000,736.66 and recommended approval. Therefore, Mr. Leszczynski made a motion that the claims be approved as submitted. Mrs. Mueller seconded the motion which carried.
