SEPTEMBER 11,1995
The regular meeting of the Board of Public Works was convened at 9:34 a.m. on Monday,
September 11, 1995, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R.
Caldwell and Mrs. Jenny Pitts Manier present. Also present was Board Attorney Anne Bruneel.
APPROVE MINUTES OF PREVIOUS MEETING
Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the minutes of the
regular meeting of the Board held on September 5, 1995, were approved.
OPENING OF QUOTATIONS - FIRE STATION NO. 3 - TOWER DEMO AND BEAM
RESTORATION - PROJECT NO. 95-08
Mr. Leszczynski advised that this was the date set for the receiving and opening of sealed Quotations
for the above referred to project. The following Quotations were opened and read:

Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the above bids were
referred to the Department of Code Enforcement for review and recommendation.
AWARD OUOTATION - CONCRETE CURB INSTALLATION - MICHIGAN STREET AND
IRELAND ROAD - PROJECT NO.95-79
Mr. Carl P. Littrell, Director, Division of Engineering, advised the Board that on September 5, 1995,
quotations were received and opened for the above referred to project. After reviewing those bids,
Mr. Littrell recommends that the Board award the contract to Rieth Riley Construction, Post Office
Box 1775, South Bend, Indiana, in the amount of $44,700.00. Therefore, Mr. Leszczynski made a
motion that the recommendation be accepted and the quotation be awarded as outlined above. Mr.
Caldwell seconded the motion which carried.
APPROVE CONSTRUCTION CONTRACT - WESTSIDE PARTNERSHIP CENTER SERVICE
AREA - SIDEWALK. CURB AND APPROACH REPAIRS - PROJECT NO. 95-44
Mr. Leszczynski advised that in accordance with the bid awarded on August 28,1995, to Rieth Riley
Construction Co., Inc., Post Office Box 1775, South Bend, Indiana, in the amount of $171,260.30
for the above referred to project, a Contract in said amount was being submitted for Board approval.
Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the Contract was
approved and the appropriate Certificate of Insurance, Performance Bond and Labor and Materials
Payment Bond as submitted were filed.
APPROVE CONSTRUCTION CONTRACT - NEAR NORTHWEST PARTNERSHIP CENTER
SERVICE AREA - SIDEWALK. CURB AND APPROACH REPAIRS - PHASE II - PROJECT
NO. 95-52
Mr. Leszczynski advised that in accordance with the bid awarded on August 21,1995, to Rieth Riley
Construction, Post Office Box 1775, South Bend, Indiana, in the amount of $65,494.95 for the above
referred to project, a Contract in said amount was being submitted for Board approval. Upon a
motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Contract was approved
and the appropriate Certificate of Insurance, Performance Bond and Labor and Materials Payment
Bond as submitted were filed.

APPROVE CONSTRUCTION CONTRACT - IRRIGATION SYSTEM FOR STUDEBAKER
GOLF COURSE AND IRRIGATION EQUIPMENT UPGRADE FOR ERSKINE GOLF COURSE
- PROJECT NO. 95-14
Mr. Leszczynski advised that in accordance with the bid awarded on July 10, 1995, to Wissco
Irrigation, Inc., 1820 South Bend Avenue, South Bend, Indiana, in the amount of $188,475.00 for
the above referred to project, a Contract in said amount was being submitted for Board approval.
Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the Contract was
approved and the appropriate Certificate of Insurance, Performance Bond and Labor and Materials
Payment Bond as submitted were filed.
FAVORABLE RECOMMENDATION - PETITION TO VACATE AN ALLEY
Mr. Leszczynski indicated that the Common Council has submitted to the Board a Vacation Petition
as completed by Mr. Phillip J. Faccenda, President, South Bend Redevelopment Commission, 1200
County -City Building, South Bend, Indiana to vacate the following alley:
the second north -south alley west of South Carroll Street from the north right-of-way line
of East Ohio Street north to the dead-end for a distance of approximately 97.5 feet and a
width of approximately 14 feet. Part situated in Baker's First Addition to the City of South
Bend, St. Joseph County, Indiana
Mr. Leszczynski advised that the Board is in receipt of favorable recommendations concerning this
Vacation Petition from the Area Plan Commission, Police Department, Fire Department, Sanitation,
Department of Economic Development and the Department of Public Works. Therefore, Mr.
Caldwell made a motion that the Board send a favorable recommendation to the Common Council
concerning this Vacation Petition. Mr. Leszczynski seconded the motion which carried.
APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Police Department and the City Attorney's office, in reference to a request as submitted
by Ms. Christine O'Brien, 1029 Hudson Avenue, South Bend, Indiana to conduct the above referred
to block party, on Saturday, September 16, 1995, from 4:00 p.m. until 12:00 a.m., on Hudson
Avenue from Riverside Drive to Woodward Avenue. Upon a motion made by Mr. Caldwell,
seconded by Mr. Leszczynski and carried, the recommendation was approved.
APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - SOUTHEAST
PARTNERSHIP CENTER SERVICE AREA - SIDEWALK CURB AND APPROACH REPAIRS -
PROJECT NO. 95-11
In a memorandum to the Board, Mr. Dan Weisel, Division of Engineering, requested permission to
advertise for the sale of bids for the above referred to project. Mr. Weisel stated that this project
will repair sidewalks, curbs and driveway and alley approaches located in the above referenced area
on East Indiana Avenue. Therefore, upon a motion made by Mr. Leszczynski, seconded by Mr.
Caldwell and carried, the request was approved.
REQUESTS REFERRED
Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the following
requests were referred to the appropriate Bureaus and Departments for recommendation:
- TO CONDUCT "WALK FOR HEALTH AND HUNGER - THE LINKS, INCORPORATED
In a letter to the Board, Ms. Myrtle C. Wilson, The Links, Incorporated, South Bend, Indiana,
requested permission to conduct a "Walk for Health and Hunger", on Saturday, September 30, 1995,
from 9:00 a.m. until 11:00 a.m., along the East Race.
- TO PROVIDE PARKING ON BOTH SIDES OF WEST MADISON AND NORTH LAFAYETTE
BOULEVARD
In a letter to the Board, Mr. David L. Mirkin, President, Temple Beth -El 305 West Madison Street,
South Bend, Indiana, requested permission to approve parking on both sides of the Temple block
on West Madison Street and North Lafayette Boulevard, in conjunction with their Holy Day
Services, on Sunday, September 24, 1995, beginning at 8:15 p.m.; Monday, September 25, 1995,

from 9:00 a.m. until 1:00 p.m.; Tuesday, October 3, 1995, beginning at 8:15 p.m.; and Wednesday
October 4, 1995, from 9:00 a.m. until 6:30 p.m., at the Notre Dame home games.
- TO ENCROACH ON PUBLIC RIGHT-OF-WAY - SALE OF T-SHIRTS
In a letter to the Board, Mr. Robert Cressy, 4900 North Francisco, Chicago, Illinois, requested
permission to sell t-shirts for Notre Dame home games, throughout the day, at U.S. 31, Ironwood
Road and South Bend, Avenue.
TO ENCROACH ON PUBLIC RIGHT-OF-WAY - MEMORIAL MONUMENT
In a letter to the Board, Mr. Kirby Falkenberg, YMCA of Michiana, 1201 Northside Boulevard,
South Bend, Indiana, requested permission to install a monument on the river side of Northside
Boulevard, near the intersection of Louise Street. Mr. Falkenberg stated that the monument would
be part of a rest station that would have benches and a water fountain, to incorporate a memorial to
Charles Martin into the Northside Walkway/Bikeway, which is being planned.
APPROVE TITLE SHEET - ELBEL GOLF COURSE IRRIGATION SYSTEM - PROJECT NO.
95-16
Mr. Leszczynski advised that the Title Sheet for the above referred to project was being presented
at this time for execution. Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and
carried, the above referred to Title Sheet was approved and signed.
FILING OF CERTIFICATE OF INSURANCE
Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the following

APPROVE CLAIMS
Mr. Juan Manigault, Executive Director, WDS of Northern Indiana, submitted two (2) lists
containing claims in the amount of $16,385.46 and $220,651.88 and recommended approval. Ms.
Ann Kolata, Department of Community and Economic Development, submitted a claim for the
Century Center Remodeling, and requested approval. Mr. Leszczynski made a motion that the
claims be approved and the reports as submitted be filed. Mrs. Manier seconded the motion which
carried.
ADJOURNMENT
There being no further business to come before the Board, upon a motion made by Mr. Leszczynski,
seconded by Mr. Caldwell and carried, the meeting adjourned at 9:50 a.m.
