REGULAR MEETING MAY 8, 1995
The regular meeting of the Board of Public Works was convened at 9:34 a.m. on Monday, May 8,
1995, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell and
Mrs. Jenny Pitts Manier present. Also present was Board Attorney Anne Bruneel.
AGENDA ITEMS ADDED
Upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, Agenda items for a
Contract and a Request to close a street were added.
AGENDA ITEMS STRICKEN
Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Agenda items
for a Change Order and Title sheets were stricken from the Agenda.
APPROVE MINUTES OF PREVIOUS MEETING
Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the minutes of the
regular meeting of the Board held on May 1, 1995, were approved.
OPENING OF BIDS - TROMMEL SCREENING MACHINE
This was the date set for receiving and opening of sealed bids for the above referred to equipment.
The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County
News which were found to be sufficient. The following bids were opened and publicly read:

Mr. Leszczynski advised that this was the date set for the receiving and opening of sealed Quotations
for the temporary fencing for the Studebaker National Museum. The following Quotations were

Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the above Quotations
were referred to the Division of Engineering for review and recommendation. Mr. Carl P. Littrell,
Director, Division of Engineering, reviewed the quotations, and recommended to the Board that the
quotation be awarded to the low bidder, Schuell Fencing, 22377 Adams Road, South Bend, Indiana,
in the amount of $7,300.00. Therefore, upon a motion made by Mrs. Manier, seconded by Mr.
Caldwell and carried, the quotation was awarded as outlined above.

made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the Contracts were approved and
the appropriate Certificate of Insurance, Performance Bond and Labor and Materials Payment Bond
as submitted were filed.
APPROVE CONTRACT FOR ASBESTOS ABATEMENT - STUDEBAKER MUSEUM
Mr. Leszczynski advised that the Board is in receipt of a Contract for the above referred to project
between the City of South Bend and Specialty Systems of South Bend, Inc., 1408 Elwood Avenue,
South Bend, Indiana. It is noted that this Contract is in the amount of $19,484.00. Therefore, upon
a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Contract was

Therefore, Mr. Leszczynski made a motion that the recommendation be accepted and the bids be

AWARD BID - TRUCKING OF SLUDGE
Mr. John J. Dillon, Director, Division of Environmental Services, advised the Board that on April
24, 1995, bids were received and opened for the above referred to services.
After reviewing those
bids, Mr. Dillon recommends that the Board award the contract to Sands Trucking, 23942 State Road
2, South Bend, Indiana, as follows:

Therefore, Mr. Leszczynski made a motion that the recommendation be accepted and the bid be

APPROVAL OF RECOMMENDATION - TO ENCROACH INTO PUBLIC RIGHT-OF-WAY
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Building Department, Redevelopment Design Review Committee and the City
Attorney's office, in reference to a request as submitted by Mr. Kenneth Fedder, South Bend
Discount Liquor, 3227 West Sample Street, South Bend, Indiana, to allow a portion of an existing
sign to extend into the public right-of-way. Therefore, upon a motion made by Mr. Leszczynski,
seconded by Mr. Caldwell and carried, the recommendation was approved.
APPROVAL OF RECOMMENDATION - TO PLACE A 30-YARD DUMPSTER IN PUBLIC
RIGHT-OF-WAY
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Building Department, Redevelopment Design Review Committee, Police Department
and the City Attorney's office, in reference to a request as submitted by Mr. Don Berta, Gibson -
Lewis, Post Office Box 488, Mishawaka, Indiana, to place a 30 yard dumpster in the parking lane
of Navarre Street. Therefore, upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier
and carried, the recommendation was approved.
APPROVAL OF RECOMMENDATION - TO CONDUCT A BLOCK PARTY
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Code Enforcement, Police Department and the City Attorney's office, in reference to
a request as submitted by Ms. Donna Burton, 1627 Franklin, South Bend, Indiana to conduct the
above referred to block parry, on Sunday, June 11, 1995, from 6:30 p.m. until 12:30 p.m. Therefore,
upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, the recommendation
was approved.
APPROVAL OF RECOMMENDATION - ANNUAL SUNBURST 5K. IOK. AND FUN WALK
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Code Enforcement, Police Department and the City Attorney's office, in reference to
a request as submitted by Mr. Mark Chambers, 615 North Michigan Street, South Bend, Indiana to
conduct the above referred to 5K, 1 OK, and Fun Walk, on Saturday, June 10, 1995, on the designated
route as submitted. Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried,
the recommendation was approved.
APPROVAL OF REQUEST TO REJECT BIDS - SIGNAGE - COLLEGE FOOTBALL HALL OF
FAME
In a letter to the Board, Ms. Mikki Dobski, Project Manager, College Football Hall of Fame,
requested permission to reject all bids received for the above referred to project. Ms. Dobski stated
that the bids were open on April 24, 1995, and that all bids exceeded the Designer's estimates.
Therefore, upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the
request to reject bids for the above referred to project was approved.
APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - CHAPIN STREET
REDEVELOPMENT AREA - PROJECT NO. 95-23
Mr. Carl Littrell, Director, Division of Engineering, requested permission to advertise for the receipt
of bids for the Chapin Street Redevelopment Area Site Clearance at 202 South Chapin and 239-241
South Chapin. Mr. Littrell stated that this project will clear two (2) lots of substandard buildings
in the Chapin Street Redevelopment Area. Therefore, Mr. Caldwell made a motion that the request
be approved. Mrs. Manier seconded the motion which carried.

APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - BLACKTHORN GOLF
CLUB - ADDITIONS TO CART PATHS - PROJECT NO 95-47
Mr. Carl P. Littrell, Director, Division of Engineering, requested permission to advertise for the
receipt of bids for additions to cart paths at Blackthorn Golf Course. Mr. Littrell stated that this
project will add about 6,000 lineal feet of cart paths to the course. Mr. Caldwell made a motion that
the request be approved. Ms. Manier seconded the motion which carried.
APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - STUDEBAKER
NATIONAL MUSEUM - REPAIRS TO ELECTRICAL SYSTEM FIRE ALARM AND
SPRINKLER SYSTEM - PROJECT NO. 95-48
Mr. Carl P. Littrell, Director, Division of Engineering„ requested permission to advertise for the
receipt of bids for the above referred to project. Mr. Littrell stated that this project will make repairs
to the building's electrical system and install and upgrade the fire alarm and sprinkler systems at the
Studebaker National Museum. Further, it is the third step in the process of being able to re -open the
building to the public. Mr. Caldwell made a motion that the request be approved. Mrs. Manier
seconded the motion which carried.
APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - SIGNAGE - COLLEGE
FOOTBALL HALL OF FAME

Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the following
requests were referred to the appropriate Bureaus and Departments for recommendations:
- TO ENCROACH ONTO PUBLIC RIGHT-OF-WAY
In a letter to the Board, Mr. Richard Gonzalez, 2714 Bonds Avenue, South Bend, Indiana, requested
permission to hang a sign at his store located at 2914 West Western, South Bend, Indiana.
- TO RESTRICT STREET PARKING AND CLOSE ALLEY
In a letter to the Board, Police Chief Ronald G. Marciniak requested permission to restrict on -street
parking on the south side of the 100 block of West Jefferson Boulevard, directly adjacent to the
Federal Building, 204 South Main Street, South Bend, Indiana, to official law enforcement vehicles
only, and to close the east -west alley directly to the south of the Federal Building to all vehicular
traffic. Chief Marciniak stated that this request concerns security at the Federal Building.
- TO CONDUCT BLOCK PARTY
Mr. Dennis McQueen, Madison Elementary PTO, 832 Lafayette Boulevard, South Bend, Indiana,
requested permission to conduct a block party on Park Lane between Lafayette and Main Streets,
on Friday, May 19, 1995, from 4:00 p.m. to 8:00 p.m., to conduct an Ice Cream Social.
- TO CLOSE STREET
In a letter to the Board, Ms. Pat Barham, Southeast Partnership Center Coordinator, 626 East
Broadway, South Bend, Indiana, requested permission to close a portion of Broadway between Rush
and Marietta, to conduct an Agency Fair/Neighborhood Picnic, on Saturday, June 3, 1995, from
12:00 noon until 4:00 p.m.
REFERRAL OF PETITION TO ESTABLISH A RESIDENTIAL PARKING ZONE
In a letter to the Board, Mrs. Bonnie Anderson, 1518 North Meade Street, South Bend, Indiana,
submitted a Petition for the Establishment of a Residential Parking Zone, on North Meade Street
bounded by Elwood Street on the south and Bulla Street on the north. Upon a motion made by Mr.
Leszczynski, seconded by Mrs. Manier and carried, the request was referred to the appropriate
Bureaus and Departments for recommendations.

FILING OF INVITATION - F.O.P. TRIBUTE
In a letter to the Board, Mr. Donald Cornelis, Fraternal Order of Police, Lodge #36, South Bend,
Indiana, extended an invitation to the members of the Board of Public Works to join them in their
annual tribute and memorial service for the departed brothers who have given their lives in the line
of duty, on May 15, 1995, at 2:30 p.m., at the plaza of the Municipal Services Facility. Upon a
motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, the invitation was filed.
APPROVE CLAIMS
Mr. Kevin Horton, City Controller, submitted claims in the amount of $762,090.51 and
recommended approval. Additionally, Mr. Juan Manigault, Executive Director, WDS of Northern
Indiana, submitted two (2) lists containing claims in the amount of $34,248.55 and $196,285.80,
and recommended approval. Ms. Ann Kolata, Community and Economic Development, submitted
claims for the College Football Hall of Fame and recommended approval. Mr. Leszczynski made
a motion that the claims be approved and the reports as submitted be filed. Mr. Caldwell seconded
the motion which carried.
